8 detained in Delhi as ‘illegal' migrants after opting for India in 2015 enclave exchange, released

Eight residents of West Bengal's Cooch Behar district, who were detained in Delhi on the suspicion of being 'illegal' Bangladesh migrants, were released on Tuesday. They were members of families who had relocated to India in the 2015 enclave exchange between India and Bangladesh. All eight were detained by the police on Monday from a brick kiln in Haryana during a drive against undocumented migrants, Deputy Commissioner of Police (Northwest Delhi) Bhisham Singh told The Indian Express. They were released on Tuesday, their family members told Scroll. The release came after the eight migrants produced their resident cards issued by the West Bengal government and other relevant documents, Singh added. Those who were detained were identified as Samsul Haque and his brother Rejaul Haque, Muhammad Rayhan Haque, Muhammad Rabiul Haque, and his wife Rashida Begum, the newspaper reported. Rabiul's three children were also detained. Their family members told The Indian Express that all eight are from Dashiar Chhara, a former Indian enclave in Bangladesh. They had moved to an apartment complex in Cooch Behar's Dinhata area made exclusively for enclave dwellers who had come to India after the exchange in 2015. Their release came the police in Cooch Behar district police contacted their counterparts in Delhi. Samirul Islam, chairperson of the West Bengal migrant welfare board, claimed that such detentions were happening daily to migrants from the state. He alleged that police in Bharatiya Janata Party-ruled states and in Delhi do not bother to inform the state government about such cases. 'We, on our own, have made verifications and sent them the requisite documents,' The Indian Express quoted Islam, also a Trinamool Congress MP, as having said. 'In this case, the district administration got in touch with the Delhi Police authorities.' He added that Prime Minister Narendra Modi and Chief Minister Mamata Banerjee had welcomed the families to India after the enclave and exclave exchange in 2015. 'Now they are being detained as illegal Bangladeshi citizens,' he was quoted as saying. 'And that too in the national capital.' The exchange of enclaves and exclaves took place on August 1, 2015. Under this agreement, 111 Indian enclaves covering 17,160 acres inside Bangladesh were transferred to Bangladesh, while 51 Bangladeshi enclaves occupying 7,110 acres in India became part of India. The residents of these enclaves were given the option of accepting citizenship of either country. At least 921 residents opted to move to the Indian side. The incident came as Indian authorities have been pursuing a policy to force individuals claimed to be undocumented migrants into Bangladesh. In June, four men from West Bengal, who were forced into Bangladesh on allegations of being undocumented migrants, were brought back. India has pushed back more than 2,000 persons into Bangladesh since the country launched ' Operation Sindoor ', a military operation in May against terrorist camps in Pakistan and Pakistan-occupied Kashmir. The legality of the 'push back' policy has been debated in India and internationally. Experts have told Scroll that the policy violated India's obligations under international law and customary international law.

The investigators also seized 127 fake Bisleri Stickers, 55 fake Bisleri bottle caps, 387 counterfeit barcodes, and seven heater guns and lighters. The police team talked to vendors and, using manual and technical surveillance, got to know about a factory in the Shakarpur area from where a large number of Bisleri bottles were allegedly being supplied. 'The team collected all the necessary information and after verifying the authenticity of the information, conducted raid at the premises in Shakarpur. Two people were apprehended and 20-litre water bottles bearing counterfeit stickers, cap, and barcode of 'BISLERI' were seized along with the heater guns used for pasting the stickers on the bottles,' Bhisham Singh, Deputy Commissioner of Police (DCP), North West, said. The two apprehended, Sikander, 30, and Ashish 19, told the police they were operating the joint together. 'They disclosed that the manufacturing unit was established last year and had since been actively engaged in the production of counterfeit Bisleri bottles,' DCP Singh said. The accused also told the police about the source of their water supply. A man named Vishal Gupta, allegedly extracted water using illegal boring techniques and sold it to the accused for packaging. New Delhi: Two men were arrested for allegedly duping people by offering high returns on stock market investments. Police have found that the men, along with other gang members, were in contact with Chinese scammers and transferred money to them. A woman from Ashok Vihar filed a police complaint that she was duped of Rs 21 lakh by fraudsters who promised her lucrative returns through share market investments. The scammers showed her a fake application similar to a real brokerage platform. "The victim transferred the entire amount in three separate transactions to bank accounts provided by the fraudsters. They were in contact through social media," police said. A case under Section 318 (cheating) of BNS was registered. The social media and bank accounts were found linked to multiple foreign countries. There were also discrepancies in the addresses of the bank account holders. DCP (northwest) Bhisham Singh said Pawan (29) and Mankiraat Dhillon (36) were arrested from Punjab's Mohali. Pawan told police that he was in contact with Chinese nationals and supplied them with bank account details collected from people in his area. Dhillon opened a current account in his wife's name using a fake address. The duo travelled to Nepal, where they received proceeds of the crime in a bank account with the help of the Chinese. An air ticket, hotel bill, chequebook and passbook of the alleged bank account, along with the SIM card linked to the account and the handset, were recovered.

The Delhi Development Authority (DDA) initiated a demolition drive the national capital's Delhi Ashok Vihar and Wazirpur on Monday, with police security. "A demolition drive is ongoing in Ashok Vihar. About 250 police officers are deployed there," stated DCP (Northwest) Bhisham Singh. A Special Task Force (STF) unit was deployed at Ashok Vihar's Jailorwala Bagh area on Monday morning with excavators to conduct the clearance operation. More than 200 residences built on government property were scheduled to be demolished. Furthermore, there was a parallel operation near Wazirpur's railway line to clear unauthorised structures. "Two companies of paramilitary force, along with Delhi Police personnel, are present on the spot to ensure that law and order is not breached," confirmed a senior police officer. Live Events This operation marks the second clearance activity in the area this month. Following the previous operation on June 2, Chief Minister Rekha Gupta stated, "If a railway line is encroached and there is an accident, who will be responsible?" Demolition drives in Kalkaji, Madarsi Camp Earlier this month, DDA undertook a demolition drive at Bhoomihin Camp, located in Kalkaji area following directions from the High Court on June 11. The DDA had earlier issued an official notice to all residents of Bhoomihin Camp, directing them to vacate their premises in view of the demolition of illegal huts,. Residents were given three days, June 8, 9 and 10 to vacate their huts. The notice stated that failure to comply will lead to demolition action by the authorities. The operation was carried out to resolve the flooding issues caused by the narrowed drain, which obstructs water flow during heavy rains. Residents of these properties have challenged the notices issued by the Delhi Development Authority (DDA) in May 2025. Petitioners claimed that out of these six properties, some are outside Khasra Number 279, whiddle others are within this Khasra. Residents of these properties said that their properties are covered within the PM Uday Scheme. In an order passed on Monday, Justice Tejas Karia ordered to maintain the status quo till the next date of hearing. Meanwhile, the High Court has issued notice to the DDA and sought a response within four weeks. Petitions are to be heard on July 10 before roster bench. (With agency inputs)

According to the police, they were living without valid documents, visas or permits in violation of the Foreigners Act, of 1946. 'Thirteen identity cards of the Bangladeshi nationals and seven mobile phones loaded with the banned IMO app, often used for cross-border communication, were recovered from their possession,' said DCP (North West) Bhisham Singh. 'They were mostly living in makeshift houses that usually do not require legal backing or documentation,' he said, adding that the deportation process has been initiated.
