Begin podi process for farmers' land after monsoon: Revenue min

Udupi: Revenue minister Krishna Byre Gowda directed the officials to begin the podi process for land allotted to farmers immediately after the monsoon and ensure that the work is completed for at least 10,000 beneficiaries. He chaired a progress review meeting of the revenue department at the Atal Bihari Vajpayee Auditorium on Wednesday. The minister expressed dissatisfaction that land approved for farmers over the past 20 to 50 years was not adequately documented as podi in revenue records. He instructed district officials to convene meetings with village accountants, revenue inspectors, and tahsildars to accelerate the podi process. Byre Gowda said the digitisation of land records under the "Pauti Khata" system already began across the state, including Udupi district, but the progress is slow. The district needs to digitise records for 2.9 lakh land parcels. He pointed out that land listed under the names of deceased individuals disqualifies farmers from accessing govt schemes and subsidies. The process must be prioritised, and district officials must ensure steady progress. On the issue of lightning-related deaths, the minister noted that over 70 people die annually in Karnataka due to lightning strikes. A lack of awareness about safe shelter during storms contributes to these deaths. He urged authorities to educate the public and activate panchayat-level task force committees during the monsoon, stressing the need for consistent year-on-year efforts. In cases where houses are completely damaged due to heavy rain, the minister said relief funds should be released and houses sanctioned under the Devaraj Urs Housing scheme. Revenue officials have the authority to approve and implement such decisions. He also addressed the issue of damaged roads and stressed the importance of pothole repair for public convenience. While minor repair works do not attract large grants, officials were instructed to submit proposals under NDRF guidelines to receive necessary approvals. The minister expressed disappointment that out of 687 eligible beneficiaries under the Bagar Hukum scheme, only nine received land title deeds. He instructed officials to ensure all eligible individuals receive title deeds by Aug 15. Under the Bhoosuraksha project, the computerisation of revenue records is lagging in Udupi compared to neighbouring districts. Officials were urged to expedite the work and not make unnecessary excuses for delays. The minister noted that most village accountants already received laptops and should now perform all tasks through the e-office system.

Karwar: In a sweeping crackdown on fraudulent claims under its social welfare schemes, the Karnataka government has identified 11.8 lakh pension beneficiaries who may have used falsified documents to access old-age and disability pensions. Among them are over 13,700 income tax payers and 117 government employees—individuals clearly not eligible under current norms, informed state minister Krishna Byre Gowda. He was speaking at a review meeting held in the district office in Karwar on Tuesday. Gowda said that the state authorities say some pensioners used fake disability certificates, while Aadhaar-based checks revealed many were underage for the old-age pension scheme. A detailed re-verification has been ordered, with Uttara Kannada district alone reporting nearly 12,000 suspicious cases. In a parallel move, the state has launched an aggressive land record cleansing campaign. Officials said 52.55 lakh properties across Karnataka still remain in the names of deceased farmers, disqualifying them from key central subsidies like PM-Kisan. Over 20,000 land title transfers to heirs have been completed in the last month. In Uttara Kannada, 1.90 lakh land parcels are still registered under the names of 57,000 deceased persons. Instructions have been issued to complete free-of-cost transfers to legal heirs within six months. Under the 'Bhoosuraksha' programme, the government is also scanning and digitising old revenue records. Of the 100 crore-page archive, 33.1 crore pages have been digitised, with the rest expected within six months. Once complete, citizens will be able to access certified land records online without visiting government offices Gowda later told the presspersons.

Davanagere District Tops With 13,040 Pages, Followed By Belagavi (7,821) And Koppal (7,247) Davanagere: Davanagere district has emerged as a frontrunner in the state's Bhoosuraksha digital land records initiative, having distributed 13,040 digital land record pages to its residents — the highest in the state. According to deputy commissioner GM Gangadharaswamy, six taluk offices have shown substantial public participation by providing online access to 'pahani' and mutation records. Belagavi with 7,821 pages and Koppal with 7,247 pages are behind Davanagere. Once known as the 'Manchester of Karnataka' for its cotton mills, Davanagere now stands at the forefront of revenue document distribution. Bengaluru Urban, however, issued merely 27 pages. Since Feb 2024, the revenue department processed 1.1 crore historical land documents across the state, with Davanagere taluk alone digitising 52.8 lakh pages. The initiative's extension to five additional taluks from Jan 1, 2025, contributed 60.3 lakh more pages. The digitisation effort includes 'pahani', mutation documents, and departmental 'A' and 'B' records. Each taluk contains approximately 1 crore pages of historical records. Currently, 9,000 pages are processed daily, achieving 10 lakh pages monthly, with completion expected by Dec. The public can access these digital records through the revenue department's website for Rs 8 per page. This online system eliminates physical visits and aids in quasi-judicial revenue proceedings. The administration finalised over 2,000 subdivisions and gave priority to survey work. Officials acknowledged progress in e-Swathu distribution despite staff shortages. The revenue department now operates paperless across all administrative levels, from village administrators to district commissioners. The initiative encompasses computerised land records, modern record rooms in taluks, a state database, Aadhaar integration, computerised revenue courts, and synchronised land records. "The project aims to make land records easily accessible online, reducing the burden on revenue offices and ensuring transparency in the functioning of the revenue department," shared a revenue officer. "Citizens can now log in to the Bhoosuraksha website, register, and get the scanned records by paying an amount just like RTC. If a document is not scanned or digitally signed, the request will be raised and will be available within seven days. Also, it is to be noted that citizens have access to documents of all districts. So, if someone has land in another district, they can access it online only," said DC Gangadharaswamy. Mandya: In a move to strengthen digital governance, 185 village administrative officers (VAOs) across the district were provided laptops under the state govt's e-Office initiative. Agriculture minister and Mandya district N Cheluvarayaswamy symbolically distributed laptops to a few VAOs during a meeting at the DC's office. He stressed the importance of transitioning all govt functions at the district and taluk levels to the e-Office platform, citing transparency and administrative efficiency. Highlighting progress under the Bhoosuraksha (land security) scheme, the minister also handed over a digitised land record from the Mandya taluk office, showcasing the govt's efforts to modernise land documentation. MLAs Ramesh Babu Bandisiddegowda and P Ravikumar, deputy commissioner Kumara, zilla panchayat CEO KR Nandini, additional DC BC Shivanandamurthy, additional SP Timmayya, and Cauvery Neeravari Nigam SE Raghuram were also present.

Mandya district in-charge Minister N. Cheluvarayaswamy on Friday announced that Chief Minister Siddaramaiah will offer 'bagina' (traditional offering) at the Krishnaraja Sagar reservoir on June 30, as the dam has reached its full reservoir level. Addressing a review meeting in Mandya, the Minister said the Chief Minister is scheduled to arrive at the KRS around 10.30 a.m. to offer prayers to the Cauvery and perform the ritual. He told officials that there should no lapses in the preparation and instructed them to make arrangements, including security. The Minister distributed laptops to Village Administrative Officers (VAOs), as the government has provided laptops to all 185 VAOs in the district to facilitate e-office functioning. He emphasised that all government work in district and taluk administration should be carried out transparently and efficiently through the e-office system. Under the Bhoosuraksha scheme, digitisation of land records is under way in taluk offices. MLAs Ramesh Babu Bandisidde Gowda and P. Ravikumar, Deputy Commissioner Kumar, Zilla Panchayat CEO K.R. Nandini and others were present.
