Police form new cell to monitor contract killers

1 2 3 Patna: In the wake of a recent surge in killings by shooters, including high-profile murders like that of businessman Gopal Khemka and advocate Jitendra Mehta in Patna, Bihar Police Headquarters (PHQ) on Wednesday announced the formation of a special "Contract killer monitoring cell" to tackle professional hitmen. Additional Director General (ADG) of PHQ Kundan Krishnan said the new cell, formed under the Bihar Special Task Force (STF), will maintain a comprehensive database of approximately 350 known contract killers, with their physical descriptions, addresses and other crucial details. "This database will aid in the quick identification of suspects through CCTV camera footage analysis, a method that has proven successful in recent cases," he said. The move is expected to enhance the police's ability to prevent and solve such crimes through better intelligence gathering and interstate coordination. The police have already established a "Kodha cell" to monitor the Kodha gang, whose operations extend beyond Bihar. The gang members primarily originate from three to four villages in the Kodha block of Katihar district. The cell helps other state police forces identify the Kodha gang members. "Our intelligence unit, working with the Kodha Cell, has successfully solved 50 cases this year alone, both within Bihar and in other states, leading to the arrest of 70 criminals and recovery of more than Rs 55 lakh in criminal proceeds," said Krishnan. Additionally, in a significant breakthrough in an ongoing anti-Maoist operations, the Bihar STF arrested 82 Maoists this year till July 15. Besides, two wanted Maoist leaders, including Ravan's aide and spokesperson Akhilesh Singh, have surrendered. The continuous campaign has achieved a remarkable success in north Bihar, where their presence is completely eliminated. In Magadh zone, only one wanted Maoist Nitesh Yadav remains at large, currently believed to be hiding in the hilly regions of Palamu district in Jharkhand. The JB zone reports only three armed Maoists remaining, the ADG said. "The campaign has also dealt a significant blow to the Maoists' financial resources by destroying opium cultivation fields in the Magadh region, severely disrupting their supply network," Krishnan added. During various raids, security forces recovered significant arms and ammunition, including two semi-automatic rifles and 67 PMK (machine gun).

Patna: The Bihar Police Headquarters has issued a directive instructing women police personnel and officers to avoid wearing make-up during duty hours, aiming to enforce strict discipline within the force, an official said on Thursday. The directive, issued by the office of ADG (Law and Order) Pankaj Darad, comes after videos and photos surfaced on social media showing women police personnel making reels while wearing jewellery and heavy make-up during duty hours. The department has classified use of make-up and wearing the uniform in an improper way while on duty, as a violation. Additionally, making reels and displaying weapons for social media posts, excessive use of Bluetooth devices for music or personal calls while on duty have also been listed as violations, citing that such activities distract personnel from their duties. The directive extends to male officers and personnel too, requiring them to wear uniforms properly during duty hours. The police headquarters has warned that violators would be identified, and disciplinary action would be taken against such personnel. Copies of the directive have been dispatched to all SPs, SSPs, DIGs, and IG-level officers, instructing them to strictly enforce the order in their jurisdictions. In case of non-compliance, the headquarters may seek explanations from officers on why the directive was not implemented effectively. While Bihar Police has previously issued guidelines on dress codes, use of mobile phones, and video calls during duty, this is the first time a directive has explicitly banned make-up and jewellery for women personnel. The move follows repeated instances where police personnel were seen making social media reels while in uniform, raising concerns about discipline and public perception. 'The idea is to maintain strict discipline within the department while ensuring personnel remain focussed on duty,' a senior police official said. It is not certain how effectively the directive is implemented across Bihar, as the state police continue efforts to modernise the force while enforcing internal discipline standards.

Emergency service ‘Dial 112' completes three years

Patna: Bihar Police's emergency response service, Dial-112, observed its third anniversary on Monday. Over the past three years, the service has provided rapid emergency assistance to more than 4 lakh citizens across the state. Tired of too many ads? go ad free now According to a press release issued from Bihar Police Headquarters (PHQ), the state receives an average of 65,000 calls daily, making it the second-highest in the country. The service currently operates with a fleet of 1,833 vehicles, including 1,283 four-wheelers and 550 two-wheelers, deployed 24x7 across the state. These vehicles maintain an average response time of 15 minutes. "The Dial-112 call centre is primarily operated by trained women police personnel. The service assists approximately 6,000 citizens daily with various emergency services. Compared to the previous year, the service recorded a 15% increase in operations, while complaints rose by 4%," the release said. Over the past three-year period, Dial-112 responded to more than 3,57,000 cases related to domestic violence, crimes against women, and children. Additionally, it handled over 21 lakh cases of local disputes and violent confrontations. The service also provided immediate assistance in more than 1,84,000 road accident cases and responded to 1,15,000 fire-related emergencies. A notable initiative, 'Surakshit Safar Suvidha', launched in Sept 2024, proved particularly beneficial for women travellers. Bihar became the third state in the country to implement this facility, allowing women to share their travel details with Dial-112 for immediate assistance during emergencies. "Looking ahead, the service plans to implement the Next Generation Emergency Response Support System (NGERSS) and establish a mirror emergency centre to ensure uninterrupted service during disasters," the release claimed.
