Spain proposes declassifying secret Franco era files, World News
MADRID — The Spanish government on Tuesday (July 22) introduced a bill to automatically declassify all secret government files older than 45 years, including documents from Francisco Franco's dictatorship and the transition to democracy. If approved by parliament, the proposed law could shed light on some of Spain's darkest chapters, including Franco's ties to Adolf Hitler, the locations of mass graves where victims of his 1939-75 rule were buried, and details of the 1966 Palomares nuclear accident caused by the mid-air collision of two US Air Force planes over a fishing village in southern Spain. "With this law we will overcome an obstacle in our legislation to put us in line with European standards," Justice Minister Felix Bolanos told reporters. "Citizens have the right to know. Administrations have the obligation to provide documentation that is important for history," he added. The bill seeks to replace the existing law governing official secrets, enacted during Franco's rule, which lacks provisions for automatic declassification based on the amount of time that has passed. The law would automatically declassify all documents older than 45 years unless they constituted a justified threat to national security, Bolanos said. For documents created after that period, the draft law outlines a tiered system: "highly classified" documents would remain secret for up to 60 years; "classified" files for up to 45 years; "confidential" material for up to nine years; and "restricted" documents for up to five years. The government should not restrict access to documents related to the Catholic Church or former King Juan Carlos, said the Association for the Recovery of Historical Memory (ARHM), a volunteer group dedicated to identifying victims of political violence during Spain's Civil War and Franco's dictatorship. It also warned that some documents may have already been removed or redacted, and it called for the immediate digitisation of records to ensure public access. Bolanos said that declassifying Franco-era files would be a gradual process given their volumes. The draft law must now pass through parliament, where Socialist Prime Minister Pedro Sanchez's minority government struggles to garner sufficient votes as it weighs concessions to disparate political factions. Speaking at a Labor Day event, Bolanos said the ministry will hold a series of forums in cities across the country from June to July to help shape a proposal for the gradual transition. Mexico currently has a 48-hour work week. Efforts to shorten the work week have faced delays. In 2023, a bill aiming to reduce the limit to 40 hours met resistance in Congress, and it was delayed again in 2024. Congress has not approved the legislation. The initiative is part of the broader labor reform agenda under President Claudia Sheinbaum.

Spain To Observe 3 Days Of Mourning For Pope Francis
Madrid: Spain will observe three days of mourning to honour Pope Francis after the Argentine pontiff's death on Monday aged 88, Justice Minister Felix Bolanos said in a televised address. "We regret the death of a good man and a great pope. Therefore, the government of Spain will declare three days of official mourning," Bolanos said, praising Francis's "reformist" 12-year papacy that "will leave a legacy for history". Francis "dedicated his life to the weak, to those who have nothing... a pope characterised by his struggle against inequality, injustices, his fight against climate change and his concern for all those on the peripheries", added Bolanos. "For that reason, the government of Spain has always felt close to his work and his values, especially his defence of peace," the Socialist minister continued. In Spain, historically a deeply Catholic country, "we loved him and what his papacy meant", said Bolanos. "With his papacy the Church has started to travel a path which must continue." UFC on ESPN 67 adds Gaston Bolanos vs. Quang Le to Des Moines lineup
The UFC's return to Des Moines, Iowa, has another fight. At UFC on ESPN 67 on May 3, Peru's Gaston Bolanos will battle Vietnam's Qaung Le in a three-round bantamweight bout at Wells Fargo Arena. Two people with knowledge of the matchup recently informed MMA Junkie of the matchup but asked to remain anonymous as the promotion has yet to make an official announcement. Bolanos (8-4 MMA, 2-1 UFC) competed nine times under the Bellator banner before he jumped to the UFC. After a debut win over Aaron Phillips, Bolanos lost to Marcus McGhee. He rebounded in his most recent outing with a win over Cortavious Romious. Le (8-2 MMA, 0-2 UFC) seeks his first UFC win in his third attempt. After establishing himself as a knockout artist on the regional scene, including wins in seven LFA appearances, Le signed with the UFC in mid-2024. He lost his debut to Chris Gutierrez before a knockout defeat to Xiao Long.
