3 out of every 4 Bihar electors have submitted their enumeration forms: ECI
New Delhi [India], July 11 (ANI): With 14 more days left before the last date of collection of Enumeration Forms, over 74 per cent of the 7,89,69,844 (nearly 7.90 crore) electors in Bihar have already submitted their forms, a press release from Election Commission (ECI) of India said. In the second phase of SIR, BLOs are going house-to-house to assist the electors and collect their filled Enumeration Forms. As per the ECI, field-level functionaries, including 38 DEOs, EROs covering all 243 Assembly Constituencies, and 963 AEROs, are regularly supervising the progress of SIR. Digitisation and uploading of Enumeration Forms are progressing smoothly. In line with Para 3(h) of the SIR guidelines, BLOs have successfully digitised and uploaded 3.73 crores Enumeration Forms through the BLO App/ECINet, out of the total Enumeration Forms collected by them so far. Today, a new module has been implemented in ECINet for the verification of the uploaded forms by the AERO/EROS. As of 6.00 pm today, 5,87,49,463 Enumeration Forms, which is 74.39 per cent of the total forms, have been collected in the last 17 days, since the issue of SIR instructions on June 24, 2025. Enumeration Forms can be submitted before July 25, 2025. According to ECI, 77,895 BLOs, along with the 20,603 newly appointed BLOs and other election officials, are working tirelessly to complete the exercise in time. Over 4 lakh volunteers are also supporting the elderly, PwD, sick and vulnerable populations, along with the 1.56-lakh proactive force of Booth Level Agents (BLAs) who have been appointed by all recognised political parties, resulting in the collection of 74.39 per cent of Enumeration Forms. Earlier, a press release from Election Commission of India said that active participation of Bihar electors in the Special Intensive Revision (SIR) and tireless efforts of 77,895 BLOs along with the 20,603 newly appointed BLOs and other election officials, over 4 lakh volunteers who are supporting the elderly, PwD, sick and vulnerable populations along with the 1.56-lakh proactive force of Booth Level Agents (BLAs) who all recognised political parties have appointed, has resulted in the collection of 66.16 per cent Enumeration Forms. The electors still have 15 more days left to submit the form. By 6.00 PM on July 10, 5,22,44,956 Enumeration Forms, which is 66.16 per cent of the total of 7,89,69,844 (nearly 7.90 crore) existing electors in Bihar, have been collected in the last 16 days, since the issue of SIR instructions on June 24, 2025. Maintaining the same momentum on the field, the exercise of collecting the Enumeration Forms could be completed well before the stipulated date, i.e. July 25, 2025. (ANI)

57.48% of enumeration forms collected in first 15 days in Bihar: ECI
New Delhi [India], July 9 (ANI): The Election Commission of India (ECI) has reported significant progress in Bihar's Special Intensive Revision (SIR) exercise, with over 57% of enumeration forms collected in the first half of the designated period, reinforcing the commission's commitment to maintaining pure electoral rolls across the country. Chief Election Commissioner Gyanesh Kumar emphasised the commission's unwavering dedication to Indian voters, stating, 'The Election Commission of India was, is and will always be with the electors of India,' while highlighting the importance of clean electoral rolls in strengthening democratic processes. The ongoing SIR exercise in Bihar has demonstrated remarkable momentum, with 4.53 crore enumeration forms collected by 6:00 PM today, representing 57.48% of the state's total 7.90 crore existing electors. This achievement comes with 16 days still remaining before the July 25, 2025, deadline, said ECI. The collection rate has shown particularly strong performance in recent days, with 83.12 lakh enumeration forms gathered in the last 24 hours alone, accounting for 10.52% of the total target in a single day. The success of the initiative has been attributed to the enthusiastic participation of Bihar's electorate, combined with the dedicated efforts of election officials, volunteers, and an extensive network of 1.56 lakh Booth Level Agents (BLAs) appointed by all recognised political parties. According to ECI data, approximately 7.90 crore forms were printed for the exercise, with nearly 98% of these forms (7.71 crore) already distributed to electors during the first 15 days since the SIR instructions were issued on June 24, 2025. The commission has made special provisions for electors who have temporarily migrated, in accordance with Section 20(1A) of the Representation of People Act 1950. These voters can access pre-filled enumeration forms through the official ECI website at ensuring their participation even if they are temporarily relocated. The SIR guidelines under Para 3(d) provide multiple convenient options for form submission. Temporarily migrated electors can print and sign their enumeration forms and submit them through family members or various online means, including WhatsApp and similar applications, before the July 25 deadline to ensure their names appear in the draft Electoral Rolls. Maintaining the same momentum on the field, and with just about 42.5 % forms remaining to be collected, the exercise of collecting the Enumeration Forms could be completed well before the stipulated date i.e. July 25, 2025, Claims ECI. The Election Commission continues to monitor the exercise closely, with regular updates on collection rates and procedural adherence to ensure the revision process maintains its high standards of accuracy and inclusivity. "Pure electoral rolls inevitable for strengthening democracy," says CEC Gyanesh Kumar on Bihar SIR
New Delhi [India], July 9 (ANI): The Election Commission of India (ECI) on Wednesday reaffirmed their commitment to the electors of India, as Bihar's Special Intensive Revision (SIR) saw active participation and made it possible to collect 57.48 per cent of the total Enumeration Forms required for verifying electors of the state ahead of the Assembly elections. 'The Election Commission of India was, is and will always be with the electors of India,' Chief Election Commissioner of India, Gyanesh Kumar, said in an official statement. The ECI also reaffirmed the need to keep the electoral rolls untainted, adding, 'Pure electoral rolls are inevitable for strengthening democracy.' The poll panel highlighted that around 4.5 crore forms have been collected from a total of around 7.9 crore voters in the state. According to an official statement, 10.52 per cent of the forms, over 83,000, have been collected in the last 24 hours (July 8-9). 'By 6 PM today, 4,53,89,881 Enumeration Forms, which is 57.48 per cent of the total of 7,89,69,844 (nearly 7.90 crore) existing electors of Bihar, have been collected in the last 15 days, since the SIR instructions on June 24, 2025. In the last 24 hours, from 6 PM yesterday, 83,12,804 Enumeration Forms have been collected, which amounts to 10.52 per cent collected in a single day,' the ECI's statement read. According to the EC, around 1.56 lakh Booth Level Agents (BLA) have been appointed to assist with the SIR in the state, all of whom were appointed by recognised political parties. 'Active participation of Bihar electors in the Special Intensive Revision (SIR) and tireless efforts of the election officials, the volunteers and 1.56-lakh proactive force of Booth Level Agents (NLAs) who have been appointed by all recognised political parties, has resulted in the collection of 57.48 per cent Enumeration Forms in the first 15 days of the exercise with 16 more days left,' the statement read. The SIR is expected to be completed by July 25, according to the EC. 'Maintaining the same momentum on the field and with just about 42.5 per cent forms remaining to be collected, the exercise of collecting the Enumeration Forms could be completed well before the stipulated date, July 25, 2025,' the statement read. The SIR exercise has been criticised by opposition parties as they accuse the poll panel of trying to steal the votes of the people, with All India Majlis-E-Ittehadul Muslimeen (AIMIM)chief Asaduddin Owaisi calling it the 'backdoor NRC (National Register of Citizens). 'By launching this so-called 'Intensive Revision,' the Election Commission of India (ECI) is casting doubt on all previous voter registrations and elections that it itself oversaw. Every *Special Summary Revision* is supposed to weed out duplicate or false entries and strengthen the integrity of the rolls. The last 'Intensive Revision' in Bihar was in 2003--just before the 2004 Lok Sabha and 2005 Vidhan Sabha elections,' he added. Earlier, during the Bihar bandh rally carried out in the state, Congress leader and Lok Sabha LoP Rahul Gandhi warned that the pattern of electoral manipulation seen in Maharashtra could be repeated in Bihar. Bihar Voter List Row: Chief Election Commissioner (CEC) Gyanesh Kumar on July 9 said the electors of Bihar have enthusiastically participated in the Special Intensive Revision (SIR) of the voters' list, asserting that pure electoral rolls are inevitable for strengthening democracy. Addressing a group of booth-level officers here, Kumar said the enthusiastic participation of the voters of Bihar has resulted in the successful collection of more than 57 per cent of the enumeration forms under the ongoing SIR in the state till Wednesday, with 16 days of the exercise still remaining. "The Election Commission of India was, is and will always be with the electors of India," the CEC was quoted as saying by news agency PTI. Kumar's comments came on a day when rail and road traffic were disrupted in parts of Bihar as workers of opposition parties hit the streets to enforce a statewide bandh called by the Mahagathbandhan to protest the ongoing special intensive revision (SIR) of electoral rolls in poll-bound Bihar. Opposition leaders, including Congress leader Rahul Gandhi, RJD's Tejashwi Yadav and several others of the INDIA bloc led a march to the Election Commission's office in Patna as part of the protest. The poll panel's SIR exercise, which started in Bihar on June 25, has triggered a political storm. The opposition Congress has dubbed it 'a rigging attempt' orchestrated by the Election Commission under instructions from the ruling regime. At least half a dozen petitions by political parties, individuals, and civil society groups have been filed in the Supreme Court against what they call a 'blatantly unconstitutional' exercise. Kumar, however, asserted that "pure" electoral rolls are inevitable for strengthening democracy. The Election Commission has always maintained that the revision, being held after 22 years, will cleanse the voters' list of ineligible people and duplicate entries and include those eligible to vote, in accordance with law. The apex court on Monday agreed to hear on July 10 a batch of petitions challenging the ongoing SIR of the electoral rolls in poll-bound Bihar. Several pleas, including a joint petition by leaders of the Congress, NCP (Sharad Pawar), Shiv Sena (UBT), Samajwadi Party, JMM, CPI and CPI(ML), were filed in the court against the poll panel's decision to conduct the SIR before Bihar went to polls later this year. This is a rigging attempt orchestrated by the Election Commission under instructions from the ruling regime. The Election Commission has said that the intensified revision's objective is to ensure that the names of all eligible citizens are included in the electoral roll so as to enable them to exercise their franchise, that no ineligible voter is included in the electoral roll, and that complete transparency is introduced in the process of adding or deleting electors in the electoral roll.
