U.P. targets 50% cut in road deaths by 2030: Transport commissioner

Uttar Pradesh aims to reduce road accident fatalities by 50% under its 'Vision 2030' roadmap, with regional inspectors (RIs) playing a crucial role, transport commissioner Brajesh Narain Singh said on Sunday at the National Regional Inspectors' Conference. RIs handle key responsibilities, driving tests, fitness certification, ATS operations, and enforcement, while also feeding into policy and procedural upgrades. He stated that the state was implementing the 5E strategy, Education, Enforcement, Engineering, Emergency, and Environment, in line with national road safety objectives. Singh highlighted the growing role of digital tools and platforms such as Sarthi, Vahan, e-Challan, iRAD (integrated road accident database), e-DAR (electronic detailed accident report), and VLTD (vehicle location tracking device). He added that AI-based chatbots and faceless services were transforming the sector. 'RIs are the bridge between advanced technology and on-ground enforcement,' he said. RIs handle key responsibilities, driving tests, fitness certification, ATS operations, and enforcement, while also feeding into policy and procedural upgrades. Over 250 automated driving testing centres (ADTCs), 75 driving training centres (DTCs), over 10 institutes of driving and traffic research (IDTRs), and 16 driving training and testing institutes (DTTIs) are under development across the state, with each district to have three ATS units. Singh urged RIs to evolve into data-driven, AI-capable professionals. 'Any misuse of authority or bias can damage the credibility of the entire system,' he warned.

Lucknow: The transport department of UP recorded an increase of over Rs 240 crore revenue in the first two months of the current financial year. During April-May 2025, the department collected a total of Rs 2,083.6 crore in revenue, compared to Rs 1,842.1 crore in the same period last year — a gain of Rs 241.5 crore, marking a 13.1% increase. Tired of too many ads? go ad free now In May 2025 alone, revenue stood at Rs 1,040.5 crore, which is around Rs 128 crore more than May 2024 — a 14% increase. In May 2025, 3,62,134 non-transport vehicles were registered compared to 2,92,331 in May 2024 — an increase of 69,803 vehicles, or 23.9%. Two-wheeler registrations rose by 26.9% (an increase of 67,225 vehicles). In May 2025, 40,311 transport vehicles were registered, compared to 36,686 in May 2024 — an increase of 3,625 vehicles, or over 9.9%. The e-cart segment recorded an exceptional 65.1% growth (from 2,381 to 3,932). Furthermore, 50,626 electric vehicles were registered in Apr-May 2025, indicating an estimated 35% growth over the previous year. Major contributors include e-rickshaws (23,277), two-wheelers (10,845) and passenger three-wheelers (7,745). Additionally, 3,664 electric cars were registered in just two months — a rise of approximately 11.8%. The total number of on-road vehicles in the state increased from 4.9 crore in Mar 2025 to over 5 crore by May 31, 2025, adding over 7 lakh vehicles in just two months. This represents a 1.6% growth in Apr-May alone, with the annual growth rate projected to exceed 9% by year-end. Transport commissioner Brajesh Narain Singh said, "The department is steadily progressing in revenue growth, service quality and public satisfaction. Other positive indicators include over 90% of tax and vehicle-related revenue being collected through online platforms, reflecting strong digital adoption and transparency. Driving licence fee collections for May alone stood at Rs 29.5 crore, confirming that licensing services have become faster and more automated, officials said.

LUCKNOW The Yogi Adityanath government has drawn up a comprehensive Vision-2030 Road Safety Action Plan aiming to halve accident deaths by 2030 in the backdrop of UP's status as the state with the highest number of road accident fatalities in the country. The move follows directives from the ministry of road transport and highways (MoRTH) under Section 136(A) of the Motor Vehicles Act, 1988, and Rule 167(A) of the Central Motor Vehicles Rules, 1989. The road map sets an annual fatality reduction target of 10% from 2025, using 2024 as the base year, with the goal of cutting total road accident deaths by 50% by 2030. In 2024, the state reported 24,118 road accident deaths — a 2% rise from 2023. Shockingly, the action plan reveals that nearly 40% of these victims died before receiving medical assistance, while 37% of fatal crashes were linked to speeding, 12% to drunk driving, and 8% to distracted driving such as mobile phone use. Children accounted for 8% of fatalities and 31% of serious injuries. The action plan prepared by the transport department, after extensive consultations with various stakeholders, will be forwarded to MoRTH after the state government's approval. It is grounded in a systematic, evidence-based and data-driven approach, anchored on the 5-E strategy: Engineering, Enforcement, Emergency Care, Education, and Environment. 'We have prepared Vision 2030, targeting year-wise reduction in fatalities. The action plan has been forwarded to the state government for final approval and will be submitted to the Centre through the state government very soon,' transport commissioner Brajesh Narain Singh told HT. The key steps include the establishment of empowered road safety committees in all districts, a state-level Integrated Command and Control Centre (ICCC), deployment of AI-based traffic management systems, CCTV surveillance and integration of databases like Vahan and Sarathi. He said states were preparing their Vision 2030 in compliance with the Supreme Court Committee on Road Safety directives to the centre. Under Vision 2030, the state will roll out a year-wise action plan from the current year to 2030 to overhaul road safety governance and implementation. District transport officers have been directed to submit inputs for the final plan, which also proposes strengthening enforcement mechanisms through coordination among key departments such as police, traffic, transport, PWD, and health. Special emphasis is being placed on addressing accident black spots, improving emergency response systems, and building capacities of trauma care facilities. The state also plans to upgrade driver training and licensing systems, integrate road safety audits into standard practices and run community-driven awareness campaigns, especially targeting school children and pedestrians. The institutionalisation of these efforts will be backed by the creation of a State Road Safety Authority, tasked with ensuring sustainability of reforms beyond 2030. The multi-pronged strategy calls for coordinated participation from departments, local bodies, NGOs, and private stakeholders to make UP's roads safer and protect its citizens. The plan outlines substantial infrastructure improvements across five phases: phase 1 (2025-26): focus on establishing foundational systems and emergency response protocols, phase 2 (2026-27): major highway safety upgrades and technology integration, phase 3 (2027-28): expansion to district and rural road networks, phase 4 (2028-29): implementation of advanced safety features and automation systems and phase 5 (2029-30): full system integration and performance optimization. The transport commissioner said a growing number of road accident deaths in the state was a matter of grave concern and the Vision-2030, he added, would help the state apply brakes to this worrying trend. 'In a move to make government services more accessible and efficient, the Uttar Pradesh Transport Department has launched a 24x7 WhatsApp chatbot to offer key transport-related services directly to citizens,' officials said on Saturday (May 3, 2025.) 'Vehicle registration services, driving licence details, challan status and more can be accessed without standing in a queue at the RTO office by using the chatbot,' they said. Launched on Friday (May 2, 2025), the initiative is part of the State's push for digital transformation. The new service aims to ensure that citizens receive transparent and timely support using a widely used platform. "This WhatsApp chatbot reflects our commitment to using technology for citizen welfare," Transport Commissioner Brajesh Narain Singh said. "It brings the Department closer to the public and is a step towards transparent, efficient, and responsive governance," Mr. Singh added. He explained the chatbot eliminates the need for citizens to stand in long queues or make repeated visits to RTO offices for routine queries and tasks. From checking challan details to renewing a driving licence, everything can now be managed from the comfort of home using just a smartphone. The service is integrated with the Central Vahan and Sarthi databases, ensuring that the information shared with users is real-time and authenticated. This guarantees accuracy and transparency, especially for services involving legal compliance or payment-related updates. To ensure inclusivity, the chatbot is available in multiple languages, allowing people speaking diverse languages to access and use the service with ease. "This feature is particularly helpful in a State as linguistically diverse as Uttar Pradesh," he said. In addition to providing quick answers, the chatbot also offers step-by-step guidance for commonly used services such as road tax payment, transfer of ownership, and application status tracking. 'This helps reduce confusion, cuts down on paperwork, and speeds up resolution,' the officer noted. Transport Department officials said citizens can start using the chatbot by saving the number 8005441222 on their mobile phones and sending a 'Hi' message on WhatsApp. 'The chatbot will immediately respond with a menu of available services, accessible 24x7,' they added.
