Prayagraj: The mutilated body of a daily wage worker was found in Karchhana area of Prayagraj on Saturday morning. The victim, identified as Brijesh Kumar, was a resident of Bardaha village and worked as a mason. According to local sources, Brijesh left home on Friday afternoon for work but did not return by evening. Worried by his absence, family members began searching for him but were unable to locate him. On Saturday morning, villagers spotted a body lying behind a country liquor shop in the Kaithi Bazaar area of Karchhana. They immediately informed the police and the victim's family. When police arrived at the scene, they found Brijesh's body in a gruesome condition. The area below one of his ears appeared to have been bitten or torn, and there were injury marks on both of his eyes. Preliminary investigations suggest that he was struck on the head with a heavy object, which likely caused his death. The body was sent for postmortem examination. Authorities are questioning locals and checking nearby CCTV footage, if available, to gather leads. The motive behind the murder remains unclear at this stage. Police apprehended one person for interrogation after talking with the family members of the deceased. Further details are awaited. A 19-year-old man raped a 16-year-old girl with the help of a woman related to her, and also recorded a video of the incident, which he shared with others, police said, adding that the man was arrested on Friday while the woman is on the run. The incident took place three months ago in Shalimar Garden in Ghaziabad. The man and the victim are neighbours, police said. The woman is 25 years old, married and mother of a child, police said. 'The girl's family approached us with a complaint on May 13 after videos of the act went viral on social media. The accused was friends with the 25-year-old woman, and he sought her help to get friendly with the minor girl. On the day of the incident, the two came to the girl's house and the woman offered her a cold drink laced with a sedative. When the minor passed out, the 19-year-old raped her and filmed the act while the 25-year-old woman watched,' said Brijesh Kumar, station house officer of Shalimar Garden police station. The man shared the video with the 25-year-old woman, who forwarded it to her contacts, who shared it on social media. 'The videos went viral and recently came to the knowledge of the girl's family. They approached us on May 13. The girl told us that the incident happened three months ago,' Kumar added. Based on the complaint, an FIR was registered under Bharatiya Nyaya Sanhita sections for rape, criminal conspiracy, provisions of the Protection of Children from Sexual Offences Act and the IT Act. 'The girl, the accused and the woman live in the same neighbourhood. The woman will be arrested soon as she helped the accused,' said Atul Kumar Singh, assistant commissioner of police of Shalimar Garden circle.

Telangana has requested the Krishna Water Disputes Tribunal-II, chaired by Justice Brijesh Kumar, to rectify the anomaly of only 15% of the cultivable area in the Krishna Basin in the State being provided irrigation with assured water as against 95% in Andhra Pradesh. Presenting Telangana's argument before the Tribunal on Friday, senior counsel appearing for the State C.S. Vaidyanathan said given the rainfall variability and uncertainty, crop production is unviable and at least only irrigated-dry (ID) crop is needed to sustain the livelihood of farmers and farm workers in the backward areas of Telangana. He suggested that greater economy in use of water for irrigation should be considered by A.P. keeping in view the national policy of more crop per drop as Telangana has adopted the method of irrigating about 12,800 acres per tmc ft of water for ongoing projects, while A.P. had earmarked a higher usage of water — one tmc ft for irrigating just 8,400 acres under its existing projects. The counsel for Telangana also brought to the Tribunal's notice that KWDT-I Award held that 'in equitable allocation, future uses requiring diversion of water outside the basin are relevant but more weight should be given to uses requiring diversion of water inside the basin'. The future projects considered by KWDT-I are projects taken up after September 1960 and it allocated water to only inside basin projects under the head. However, the erstwhile A.P. had reallocated water to Srisailam Right Bank Canal project instead of reallocating it to inside basin project such as Srisailam Left Bank Canal project. The counsel stressed the need to revise the allocations made to SRBC as per KWDT-I Award. He also explained before the Tribunal (KWDT-II) how SLBC was deprived water allocation by the erstwhile A.P. while SRBC was taken up from assured water and argued for allocation of dependable water to SLBC, an inside basin project. Further, he also brought to the Tribunal's notice how erstwhile A.P. had placed before KWDT-I the demand for water for Jurala in the second priority set of projects and SLBC under set of surplus water based projects, while the projects as K.C Canal and Krishna Delta System with additional areas serving the outside basin were put under first priority set for allocation of dependable water. Telangana's argument was also heard by Members of KWDT-II Justice Ram Mohan Reddy and Justice S. Talapatra along with Chairman Justice Brijesh Kumar. The Tribunal posted the further hearing of Telangana's arguments for July 23 to 25.

‘No excuses now': Noida DM gives developers 15 days to register flats

Noida: In a crackdown on builders delaying flat registrations, district magistrate Manish Kumar Verma on Wednesday directed them to complete the registration process of pending flats by May 31, adding that failure to adhere to the order will result in stringent legal action. "I have made it clear to all builders that if pending flats are not registered within 15 days, we will initiate proceedings under the Indian Stamp Act and the RERA Act," Verma told TOI after chairing a review meeting with builders from Noida, Greater Noida, and the Yamuna Expressway. The meeting, held at the Collectorate Auditorium, was called after repeated complaints from homebuyers about the non-registration of flats despite the completion of projects. "Builders cannot continue to harass flat buyers without any valid reason. This kind of behaviour will not be tolerated," the DM said. He added that the administration had already issued notices to 30 builders under the Noida Authority and 65 builders under the Greater Noida and Yamuna Expressway authorities, directing them to complete all pending registrations for flats where Occupancy-cum-Completion Certificates (OCCC) and sub-lease permissions were granted on or before May 9. "Every eligible flat must be registered by May 31, no excuses. If these directions are ignored, we will act against the promoters directly," he said. Top district officials, including additional district magistrate (F/R) Atul Kumar, assistant inspector generals of registration BS Verma and Brijesh Kumar, deputy registrars, and representatives from all three development authorities were present at the meeting. Representatives from major builder groups such as ATS, Mahagun, Devika Gold Homes, Arihant Infra, and Vihaan Greens attended, along with homebuyers. According to officials, a total of 95 builders were summoned to the meeting, but several of them skipped it. Developers who failed to attend also came under the scanner. "I have instructed officials to take note of builders who skipped today's meeting and initiate action where necessary," the DM said. To speed up the process, officials from the stamp and registration department informed builders that registry camps can be organised as per requirement. "There should be no procedural excuse left. Registry camps will be held wherever necessary to make the process smoother for allottees," said Brijesh Kumar, assistant inspector general-2, stamps and registration department. Deputy registrars were directed to immediately address any issues raised by builders or flat owners to prevent further delay. The Noida stamps department registered 18,405 flats in FY 2024-2025, and 15,527 flats were registered in FY 2023-2024, as per official data.
