91 per cent of TN cops think ‘custodial torture' is sometimes necessary: Report
The report, which threw light on the influence of public perception, said 37% of TN cops felt public pressure to a 'great extent' in treating suspected criminals with a 'heavy hand'. Moreover, 46% justified mobs punishing suspects in cases of sexual harassment or kidnapping of children 'to a great extent'. The survey showed that there wasn't a wide difference between the constabulary or IPS officers in the attitude towards extra-judicial measures, while those in the upper subordinate ranks showed relatively lesser inclination. In fact, IPS officers showed highest propensity to justify torture (34%), followed by the constabulary (32%). Only 35% in TN responded 'always' to the question on the likelihood of all arrest procedures being properly followed. Another 50% said 'sometimes' and 15% said 'rarely or never'. The survey, which also tried to capture institutional bias, showed that 44% of TN police felt Dalits are naturally prone to 'great or some extent' to commit crimes. Anoop Jaiswal, former DGP from TN, told TNIE that in India 'police interrogation' invariably meant 'roughing up' a suspect, which is not just illegal but criminal. Highlighting that the urgency to close cases swiftly by making suspects confess or recover stolen property was the key reason for custodial violence, Jaiswal said, 'Police should not commit bigger crimes to solve smaller crimes.' He stressed that officers at all levels, and not just in subordinate ranks, should undergo sensitisation programmes. Meeran Chadha Borwankar, former DGP from Maharashtra, who served as DG of Bureau of Police Research and Development (BPRD), responding to a set of findings shared with her by TNIE, raised doubts about the survey methodology as certain findings like TN police being more prone to adopting 'any means' to solve a case and IPS officers showing high propensity to justify torture did not seem correct. However, on the need for reforms, she said the basic and in-service training must have high emphasis on Constitution and human rights. She added that prompt action against deviant behaviour showed good results. While underlining that a well-resourced, trained and prompt criminal justice system will not have such violations, encounter killings in particular, she asked, 'The pertinent question is – are we ready to invest in it?'

Jaisalmer: An assistant sub-inspector at the cyber crime police station in Jaisalmer and resident of Kohra village, Dr. Jalam Singh, has earned a spot in the Asia Book of Records for his award-winning book Economic Crimes and Police. Written in Hindi while serving as a head constable in the Rajasthan Police, the book has brought recognition to both Rajasthan Police and Jaisalmer district. The book was published in 2020 by the Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs, Government of India. It was officially released on June 10, 2020. TNN

Centre conducting nationwide hackathon on CCTV solutions for law enforcement agencies
New Delhi: The Union Home Ministry is conducting a nationwide hackathon for developing "indigenous, secure, scalable and cost-effective" CCTV solutions tailored to specific needs of Indian law enforcement agencies , a government statement said Thursday. Organised by the Bureau of Police Research and Development (BPR&D), the hackathon aims at encouraging innovators, start-ups and research institutions to develop CCTV solutions for law enforcement agencies, it said. The curtain-raiser event was held on May 9 wherein four problem statements were released -- development of secure and indigenous CCTV hardware and systems, integration of Artificial Intelligence and smart video analytics, strengthening cyber security across CCTV networks, and designing affordable and efficient surveillance solutions . The grand finale of the hackathon is to be held in last week of June 2025, where top three entries will be awarded with cash prizes. The top entry will be given Rs 5 lakh with the second and third entries getting Rs 3 lakh and Rs 1 lakh, respectively. Five consolation prizes will also be awarded to select entries that demonstrate exceptional promise and creativity, the statement said. "Under the leadership of Prime Minister Narendra Modi and guidance of Union Home Minister and Minister of Cooperation Amit Shah, Union government is committed to creating a cyber-secure Bharat," the statement said. Hackathon is being conducted with the assistance of NCRB and technical support is being provided by CyberPeace Foundation , it said. "The winning solutions achieved from hackathon are expected to play a transformative role in enhancing transparency, accountability, and operational efficiency in policing," the statement said.

7 UP officers attend National Conference on Women in Police
Seven women officers from Uttar Pradesh Police attended the two-day 11th National Conference on Women in Police organised by the Bureau of Police Research and Development (BPR&D) and the Tamil Nadu Police in Chennai starting Wednesday. The delegation included Padmaja Chauhan, Additional Director General, Women and Child Safety Organisation (WCSO), Vrinda Shukla, SP (WCSO/1090) and Sambhal Additional Superintendent of Police (ASP) Anukriti Sharma. The conference was attended by women cops across ranks starting from constable to DG/ADG from all states and UTs, paramilitary forces and agencies like the National Investigation Agency (NIA), officials said. The aim of the conference was to brainstorm on ways of increasing the representation of women in the police force, mainstreaming them and making them progress in all kinds of policing roles. The themes of the conference were 1) recruitment, training, gender sensitive uniforms and accoutrements 2) mainstreaming and career growth 3) work life balance 4) welfare measures, including mental health 5) ?ideas and vision on empowerment of women and 6) best practices in prevention of human trafficking.

Women cops showcase UP model of responsive policing, Mission Shakti
Lucknow: A seven-member delegation of women police officers from Uttar Pradesh showcased the state's flagship Mission Shakti Scheme as a model for proactive and responsive policing for women's safety and empowerment , during the 11th National Conference on Women in Police, held in Chennai on May 14-15. Organised by the Bureau of Police Research and Development (BPRD) in collaboration with Tamil Nadu Police, the conference served as a national platform for sharing ideas on empowering women in policing. Led by ADG, Women & Child Safety Organisation (WCSO), Padmaja Chauhan, the delegation included Vrinda Shukla (SP WCSO/1090), Anukriti Sharma (ASP, Sambhal) and other officers. Themes of the conference included recruitment and training, gender-sensitive uniforms, career progression, work-life balance, mental health and welfare, and best practices in anti-human trafficking initiatives. SP Vrinda Shukla spoke on 'Ideas and vision on empowerment of women', putting spotlight on UP's Mission Shakti as a comprehensive model of women-centric policing . She discussed initiatives like women help desks, beat system, time-bound investigation protocols monitored via ITSSO portal, and rise in conviction rates in crimes against women. She attributed this success to institutional reforms and the political will of Chief Minister Yogi Adityanath. ADG Padmaja Chauhan was also among 14 police personnel honoured nationally for exceptional contributions. She was felicitated for expanding the mandate of women beat constables in Phase V of Mission Shakti. This included targeted drives against acid sale, obscene content, illegal spas, and inspection of women's shelter homes, along with tracking of repeat offenders. Intelligence gathered through these operations led to hundreds of FIRs and preventive actions across the state. Uttar Pradesh also earned distinction at the conference for having the highest number of women police personnel in the country, followed by host state Tamil Nadu. The event was inaugurated by Union minister of state for home affairs Nityanand Rai and concluded with remarks from Tamil Nadu deputy CM Udhayanidhi Stalin.
