Then police inspector from Viveknagar station, KA Nanaiah, cracked the case with the help of mobile call detail records (CDRs) which was relatively new in those days. Police arrested Shubha, Arun and his associates, Venkatesh and Dinesh. In July 2010, a local court found all four guilty and sentenced them to life imprisonment. The court concluded that it was a pre-planned murder as Shubha wanted to marry Arun. The convicts appealed in Karnataka high court which upheld the trial court's orders of life imprisonment. In 2012, Shubha moved the Supreme Court challenging the conviction and was granted bail. Later, the others too walked out on bail. Passing the orders Monday, a two-judge SC bench comprising Justice MM Sundresh and Aravind Kumar observed, "We do not wish to end our judgment by merely rendering a conviction. We do believe that this court has a little more role to play." The court observed that the unfortunate incident could have been averted had the family shown greater empathy in understanding Shubha's mental confusion. "Despite having attained the age of majority, she was unable to decide for herself. Having said so, we cannot condone her action as it resulted in the loss of a young innocent man. We would only state at this juncture that Shubha committed this offence by adopting the wrong course of action to address her problem," the court said. "We now choose to examine the matter from a different lens - one that considers the possibility of offering the appellants a chance at rehabilitation," the court noted.

NEW DELHI: The three men accused of gangraping a student inside South Calcutta Law College on June 25 spent several hours drinking in the institute's guard room after committing the crime, police said on Saturday. 'After committing the crime, the three consumed alcohol in the guard's room and then asked security guard Pinaki Banerjee to keep his mouth shut about the incident,' an investigating officer was quoted as saying to news agency PTI. The trio later went to a dhaba along EM Bypass for dinner before returning to their respective homes the next morning, police said. Investigators believe the gangrape was not a spontaneous act but a planned assault. According to the officer, Call Detail Records (CDRs) revealed multiple conversations among the accused in the days leading up to the incident. The investigation further revealed that Monojit tried to seek help the next day. On June 26, he contacted an 'influential' person in Deshapriya Park, someone who had reportedly helped him in the past. However, that individual refused to assist this time, sensing the gravity of the situation, the officer added. After being turned down, Monojit reportedly tried reaching out to several of his so-called 'mentors' in different areas of the city. 'Monojit went to various parts of the city including Rashbehari, Deshapriya Park, Gariahat, Fern Road, and Ballygunge Station Road, trying to meet his mentors. RDA halts promotions amid fraud probe

Over a month after a major financial scandal involving Rs1.94 billion surfaced in the Rawalpindi Development Authority (RDA), the administration has begun implementing key reforms to restore financial discipline. As an initial step, the implementation of an irregular promotion has been halted, and a revised framework for financial authority has been introduced. Under the new structure, the director finance and deputy director finance have been jointly authorised to approve financial transactions up to Rs0.5 million. According to sources, these reforms come in response to ongoing investigations by the National Accountability Bureau (NAB), the Punjab Anti-Corruption Establishment, and a fact-finding committee set up by the chief secretary. The scandal involved the unauthorised transfer of Rs1.94 billion in public funds to various companies and individuals through Call Deposit Receipts (CDRs). In the first phase of corrective actions, the promotion of building inspector Nadeem Jamal has been suspended. Initially working in the engineering department, Jamal was promoted from Grade 11 to Building Superintendent (Grade 16) and subsequently to Assistant Director Engineering (Grade 17). However, a fresh directive has now halted the implementation of his most recent promotion, pending the committee's final decision. In parallel, significant reshuffling has taken place within the finance department. Sohaib Ahmed Qazi, previously Director Finance, has been appointed Deputy Director State Management while continuing to hold additional charge of Director Finance and Administration. Meanwhile, Masood Arshad, formerly Deputy Director of State Management, has been reassigned as Deputy Director Finance. Under the new management, both officials will co-sign all cheques up to Rs0.5 million and jointly manage the bank account used for RDA staff salaries, pensions, utility bills, and other routine expenses. It is worth noting that a dual-signatory system for higher-value cheques was already in place—requiring signatures from both the director general and director finance for amounts exceeding Rs0.5 million. However, years of weak oversight and poor monitoring enabled manipulation of the CDR mechanism, which ultimately led to the massive embezzlement. Investigations suggest the CDR-based system remained unchecked for nearly a decade, allowing for widespread misuse of public funds. NAB probes scam On the other hand, the National Accountability Bureau (NAB) has begun summoning both serving and retired officers of the RDA in connection with the alleged embezzlement in government funds. All former directors of administration and finance who served over the past decade are being called in phases, with summons already issued. Separately, the fact-finding inquiry committee set up by the Punjab chief secretary is scheduled to hold its second session on Wednesday (today) in Lahore to further investigate the matter. On Monday, several key officials, including RDA Director Land Malik Ghazanfar, who has been the Director of Admin and Finance in RDA, Assistant Director Finance Waqar Asghar Raja, retired Assistant Director Khawaja Arshad Javed, and other officials from the Finance Directorate, appeared before NAB, Rawalpindi.

Chhatrapati Sambhajinagar: The Dharashiv district police on Sunday arrested Tuljapur municipal council's former president Santosh Kadam, the office-bearer of a political party, in connection with the Tuljapur drug trafficking case, which came to light on Feb 14 after the arrest of three people from Tamalwadi village with 45 grams of MD. Police seized synthetic drugs worth Rs 2.5 lakh on Feb 15, uncovering a network spanning Solapur, Naldurg, Pune and Mumbai. A priest from Tuljabhavani temple was among the main peddlers. The case now involves 38 accused, with 22 arrested and 16 still absconding, including some prominent individuals who have been on the run for two months. Dharashiv superintendent of police Ritu Khokar told TOI, "Kadam was named as an accused in this case and included in the chargesheet filed earlier in connection with the case. He, however, remained at large till the arrest was made last night (Sunday night) from Akluj in Solapur district." Tamalwadi police have arrested political party worker Jeevan Salunke from Solapur in the case. Gole, arrested from Mumbai, is alleged to be the kingpin of the operation. Her bank accounts reportedly show transactions amounting to Rs 5 crore. SIT focus on phones tapped before 2023 polls The SIT had earlier recorded the statements of former Principal Secretary (Home) Ravi Gupta, Director General of Police Dr Jitender, and former Intelligence chief Anil Kumar. According to sources, the accused had claimed that all these officers were members of the 'review committee' and had approved the list of phone numbers submitted for surveillance. Prabhakar Rao, the prime accused in the case, reportedly told the SIT that phones were tapped based on orders from 'higher officials'. The sources stated that the SIT inquiry is focusing on phones tapped up to a fortnight before the 2023 Assembly elections. The SIT is reportedly examining the entire list of tapped phones and trying to identify who gave the orders to surveil around 1,600 phones in the state, including those belonging to politicians, business personalities, film celebrities, IAS and IPS officers, and journalists. Sources from the SIT stated that they are investigating the entire tapping episode using the available data from service providers and the Telecom Department. The sources also said that SIT is going through the call records obtained by Prabhakar Rao, Praneeth Rao and other accused from March 2023 to the end of November 2023. The SIT is also trying to identify why the accused obtained call records data from the service providers and on whose orders this was done. The SIT officers are calling victims to record statements as witnesses by showing the Call Detail Records (CDRs) which were taken by the accused officers under key codes such as CAT 1, CAT 2, CAT 3 and so on. The SIT is also inquiring with the victims whether there was any intimidation, extortion, or other problems created by the accused officers between March 2023 and November 2023. If such activities are reported, the SIT is also accepting complaints from the victims and including these in the CRPC 161 statements. The SIT is likely to record the statement of former DGP M Mahender Reddy. Prabhakar Rao reportedly stated to the investigation officer that his appointment was made by Mahender and that he followed instructions from higher officials. Meanwhile, the SIT is also set to record the statement of Minister of State for Home Affairs Bandi Sanjay at a convenient time, likely Monday or Tuesday, as a witness, as his phone was also allegedly tapped by the accused officers.
