Mizoram's Chakma council has had 7 heads since 2018. Why VK Singh won't have the 8th as BJP loses power

The latest round of instability hit the council on 16 June, when a no-confidence motion was passed against CEM Molin Kumar Chakma, who had formed the first BJP-led executive committee of the CADC, which is made up of 20 elected and four nominated members, in February this year. The executive committee of the council, formed in 1972 under the Sixth Schedule of the Constitution for the welfare of the ethnic Chakma people, has been in a state of flux, with the Chief Executive Member (CEM), the head of the body, changing seven times since May 2018. New Delhi: Mizoram's Chakma Autonomous District Council (CADC), which had emerged as a symbol of the region's ever-shifting political loyalties after the BJP joined hands with the Congress to govern it in May 2018, has been placed under Governor's Rule for the second time in just over three years, due to 'constant political instability'. The motion was passed as 12 BJP members of the council quit the party, switching over to the ruling Zoram People's Movement (ZPM), which secured the support of 16 members—five more than the halfway mark of 11. Lakkhan Chakma of the ZPM staked claim to the post of the CEM. However, despite having the required numbers, the ZPM will not be able to govern the council, located in south Mizoram's Lawngtlai district, as Governor VK Singh took over. The ZPM had dislodged the Mizo National Front from power in Mizoram in December 2023. 'Hon'ble Governor is of the firm opinion that the constant political instability is extremely detrimental for the CADC, and is certainly not what is intended by the Sixth Schedule to the Constitution of India, which envisions the effective administration of the tribal areas for the good of the people,' read the 7 July notification of the Mizoram District Council and Minority Affairs, declaring the Governor's move. 'And whereas, opinion of the Council of Ministers was obtained and whereas, as provided under Para 16(2) of the Sixth Schedule, the Hon'ble Governor is satisfied that the administration of the CADC cannot be carried on in accordance with provisions of the Sixth Schedule.' The ZPM hit back at Gen Singh (Retd), with Mizoram Home Minister K. Sapdanga calling the imposition of Governor's Rule a 'breach of democratic principles'. When contacted by ThePrint, Mizoram Chief Minister Lalduhoma's office said that Sapdenga had already spelt out the ZPM's position on the issue. Sapdenga told reporters that following a request from the Governor, the council of ministers held a meeting and unanimously disapproved the dissolution of the CADC. On 4 July, it also recommended to the Governor that the ZPM be allowed to form the next executive committee in the council. 'It is unfortunate that the Governor, despite seeking an opinion, made a decision ignoring the views of the council of ministers. Though we are fully aware of the governor's discretionary power over the ADC, we see his action as a breach of democratic principles,' Sapdenga said. According to the Sixth Schedule, 'if at any time the Governor is satisfied that a situation has arisen in which the administration of an autonomous district or region cannot be carried on in accordance with the provisions of this Schedule, he may, by public notification, assume to himself all or any of the functions or powers vested in or exercisable by the District Council'. The last time CADC was placed under Governor's Rule was in December 2022. The 'constant change of administration due to political maneuvering is extremely damaging for the welfare of the CADC and its people, and is certainly not what is intended by the Sixth Schedule of the Constitution of India, which envisions the effective administration of the tribal areas', read the notification then. The previous four years had been politically tumultuous for the CADC. The BJP-Congress alliance, formed in 2018, had lasted for about five months, collapsing a month before the assembly elections in the state in November 2018. Following that, the council went on to be led by four more CEM's. The CADC is among the 10 autonomous district councils spread across Sixth Schedule areas in Assam, Meghalaya, Mizoram and Tripura. In Mizoram, apart from one for the Chakmas, there are two councils for the Lai and Mara ethnic tribes. Parliament warns against stalling Bela Act implementation

Gwarube told the committee she had issued draft guidelines to help provincial departments implement the act, but these were not binding. She said 10 task teams were working on finalising the regulations, two of which were nearly complete and under legal review. The minister denied being influenced from outside to issue the guidelines. However, the committee voiced concern about claims that the draft guidelines clash with the South African Schools Act (Sasa) and interfere with provincial administrative powers. Issues raised include confusion over the phrases 'collaborative vs after consultation', powers of the heads of departments and the appeals process. 'We have not been furnished with any guidelines or regulations. During our engagements with the provincial departments of education, it became apparent the guidelines differ from the Sasa. Some provincial departments of education are also confused by whether they received guidelines or regulations,' said Maimela. 'This is confusion we were concerned about from the start. If the provincial departments of education are confused, what about the general public and other stakeholders. We cannot allow the confusion.' Some provincial departments told the committee the council of education ministers (CEM) rejected the guidelines and referred the matter back to the heads of education departments committee, calling for focus on regulation drafting. The committee has asked Gwarube to submit a full report within four working days detailing how the guidelines came about. 'The committee is of the view that the time spent for draft guidelines could have been used rather for drafting regulations. We need the detail of what led to the guidelines as we must discuss if we need to write to the office of the president and explain the confusion created in the sector,' said Maimela. The committee also noted challenges raised by provinces, including infrastructure issues, funding for compulsory Grade R, stipends and training for grade R, and stipends and training for Grade R practitioners. It refused to engage with the Western Cape education department's presentation, citing a lack of substance. Maimela said: ' The department has been told to amend its presentation and address the shortcomings. The Western Cape education department had a seven-slide presentation, but only three of the slides had the required information. We took a dim view as we noted the department seems to disregard our oversight role. We informed it to prepare a more detailed presentation that speaks to the request we sent to them.' TimesLIVE

"Proud moment": Pramod Boro on PM Modi hailing Bodoland CEM Cup

Guwahati (Assam) [India], June 29 (ANI): The Chief Executive Member (CEM) of the Bodoland Territorial Council, Pramod Boro, on Sunday expressed profound gratitude to Prime Minister Narendra Modi for highlighting the Bodoland CEM Cup during the 123rd episode of 'Mann Ki Baat' on Sunday, stating that it was a 'proud moment' for the people of Bodoland, emphasising the event's role in fostering unity, peace, and youth engagement in a previously conflict-hit region through sports. 'Today it's a proud moment for the people of Bodoland as PM mentions the CEM cup that's been happening since last month in Bodoland, where more than 3700 clubs and around 70,000 players are participating. It's a mega event in Bodoland for the first time. This event was done for engaging the youths of our rural area to motivate them towards sports and also their fitness and career and also moving ahead in their journey with positive thoughts,' he stated. He credited the initiative to the inspiration drawn from PM Modi's visit to Bodoland in February 2020, where the Prime Minister urged the people of the region to move beyond violence and embrace a new dawn towards peace. Boro highlighted the transformative impact of the Bodoland government over the past four and a half years, focusing on sustaining peace and unity after decades of conflict. 'In the last four and a half years, the Bodoland government has done so many things with the inspiration of the Prime Minister... Prime Minister visited Bodoland in February 2020... At the time, he made some requests to the people that Bodoland should not be a place of violence anymore and that it was a new dawn that started in Bodoland... When we established our government, we addressed these issues as we maintained our peace, unity, and unity among the people... There was hatred among people, anger among people and mistrust for many reasons happening due to so many conflicts and violence in the four decades-long borderland regions,' he explained. This came after PM Modi, during his 'Mann Ki Baat' show earlier today, praised the Bodoland CEM Cup as a 'celebration of unity and hope', noting the participation of over 3,700 teams and nearly 70,000 players. 'Bodoland today stands out in the country with a new face, a new identity. The energy and confidence that the youth here have are most visible on the football field. In the Bodo Territorial Area, the Bodoland CEM Cup is being organised. This is not just a tournament; it has become a celebration of unity and hope,' PM Modi stated. The Prime Minister also acknowledged the emergence of Bodoland's football talents on the national stage, naming players like Halicharan Narzary, Durga Boro, Apurba Narzary, and Manbir Basumatari as symbols of a new generation. 'The football players hailing from here are now making their mark at a high level. Halicharan Narzary, Durga Boro, Apurba Narzary, Manbir Basumatari - these are not just the names of football players - they are the identity of that new generation who catapulted Bodoland from the field to the national stage,' he stated. Meanwhile, Assam Chief Minister Himanta Biswa Sarma also extended his gratitude towards PM Modi as he spoke about the football players of Bodoland, saying, 'Today in the Mann Ki Baat, PM Modi mentioned the football players of Bodoland. The PM has been mentioning the success of Assam in his Mann Ki Baat. I extend my gratitude to the PM and the players of Bodoland.' (ANI)
