Bengaluru to get 4,500 electric buses under PM e-Drive scheme
The city is set to receive a significant boost in green public transport with the allocation of 4,500 electric buses under the Union government's PM e-Drive scheme. The development follows a nationwide tender floated by the Centre-owned Convergence Energy Services Ltd (CESL), which falls under the Gross Cost Contract (GCC) model as per the Ministry of Heavy Industries guidelines. The CESL tender, issued last month, aims to procure, operate, and maintain 10,900 electric buses across five major cities, with Bengaluru alone slated to receive the largest share. The tender also covers the development of supporting infrastructure such as charging stations and related civil works. The Karnataka government had submitted a formal proposal in May, seeking the inclusion of the State in the Centrally sponsored scheme. Transport Minister Ramalinga Reddy had personally submitted the request to Union Minister for Heavy Industries and Steel H.D. Kumaraswamy, highlighting the urgent need to improve public transport in urban areas like Bengaluru. Responding to the State's request, Mr. Kumaraswamy had earlier assured that Karnataka would 'definitely' be allocated buses under the scheme. The PM e-Drive initiative, with a budget outlay of ₹10,900 crore, aims to deploy 14,028 electric buses across nine major Indian cities between April 2024 and March 2026. Discussions between the Centre and participating State governments are ongoing to finalise plans for the necessary infrastructure, including bus depots, charging points, and maintenance facilities. In September 2024, the Union Cabinet approved a scheme with a total outlay of ₹10,900 crore to support the procurement of electric buses and the installation of over 72,000 charging stations across cities and highways, aiming to reduce 'range anxiety' among electric vehicle users. The scheme will allocate a total of ₹4,391 crore for the procurement of 14,028 electric buses by State transport undertakings in nine cities with population exceeding 40 lakh, including Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Surat, Bengaluru, Pune, and Hyderabad.

Co contracted by Union govt to operate 675 e-buses in Raj
Jaipur: Eight city transport corporations in Rajasthan, including Jaipur City Transport Services Limited (JCTSL), will soon sign agreements with Chartered Speed, a company contracted through a bidding process floated by the Union govt's subsidiary, Convergence Energy Services Limited (CESL), to operate 675 electric buses. Confirming the development, Narayan Singh, managing director of JCTSL, said CESL contracted this company to operate e-buses in 13 cities across the country, including Jaipur, under the Pradhan Mantri e-Bus Sewa Scheme. Of JCTSL's share of 675 e-buses, 150 will be kept for Jaipur and the rest distributed to seven other cities in Rajasthan. "Now, the company will sign separate agreements with all eight city transport corporations and equip the depots with infrastructure suitable for the operations of e-buses. Buses will be allotted in phases within the next five to nine months," Singh said. Two types of AC e-buses, one 9 metres in length and the other of 12 metres, will be operated under this scheme. The six other cities where the e-buses will operate are Bhilawara, Udaipur, Kota, Jodhpur, Alwar, Bikaner, and Ajmer. Under this scheme, the Union govt will bear Rs 20 of the subsidy amount." Besides, JCTSL will also procure 300 CNG-run minibuses to be operated by private operators. Officials, however, said the 150 e-buses and the 300 minibuses won't meet the need for city buses in Jaipur, which needs around 2,200 buses. At present, while JCTSL operates around 250 buses, there are around 600 private buses. Chief minister Bhajan Lal Sharma recently took up this issue with the Union govt. The centre is ready to provide more buses to Rajasthan under the Pradhan Mantri e-Bus Sewa Scheme, another official disclosed.

400 e-buses for Gurugram stuck on paper
Procurement of at least 400 electric buses for Gurugram has been pending for over past two years due to litigation and delays in bureaucratic approvals, officials familiar with the developments said. They said that the buses were to be procured in three batches, of 100, 100 and 200, and while litigation has held up the first batch, official clearances for the second batch are awaited and a tender is yet to be floated for the third batch. For the first batch, officials said that the central government cleared the allotment for 100 buses on November 13, 2023, and government subsidiary Convergence Energy Services Limited (CESL) finalised the supplier through bidding. However, the supplier accused the CESL of failing to reveal key information, following which CESL supplied a notice for cancelling the entire bid. The supplier moved the Delhi high court for a stay order, and a hearing is scheduled for April 30. With regard to the second batch, a senior official with the Gurugram Metropolitan City Bus Limited (GMCBL) said a requirement for 100 buses was raised by the Gurugram Metropolitan Development Authority (GMDA) on March 15, 2024, with CESL. While the supplier was selected, approvals from the state government's high-powered purchase committee (HPPC) are awaited, the official said. 'Followed by this demand, GMDA authority once again approved a proposal to procure 200 more electric buses on July 10 last year looking at the imminent need to boost the public transport network of the city and future expansion of Metro connectivity. A request letter was sent to CESL on August 16 last year for floating a tender for these buses too,' the official said on condition of anonymity. The official said that CESL is set to float a tender soon for procuring 200 e-buses. 'The subsidy benefit of ₹22 per kilometre for a period of 12 years will be available only for the first lot of 100 buses under the PM e-bus Seva Scheme while there will be no subsidy for the next two lots as the state government is procuring it,' the GMCBL official said. For the second batch, a final round of negotiation for the operation of buses is expected when the agenda is put up by the state transport department with the HPPC. The rate finalised in CESL tender is ₹63.5 per kilometre, which the government will pay to the supplier. 'However, further delays by officials in tabling the matter will lead to delays in the supply of buses. Due to the litigation on buses under the Centre's scheme, nothing can be said on when the delivery will take place,' the official said. Colonel (retd) Rameshwar Dass Singhal, general manager (mobility division), GMDA, said that while the exact date for the arrival of buses is yet to be confirmed, they are working on creating a robust infrastructure in the city to run and support these buses. 'The Sector 10 depot, spread across 13 acres, will be ready to house the electric buses by June this year as a 11kV substation, along with workshop and administrative building and combined charging sockets, are almost ready there.' 'Another depot to house electric buses at Sector 48 will be ready by December this year. Construction work is already going on there in full swing. These two depots can accommodate more than 200 electric buses,' Singhal said. He said that when the buses are delivered, GMDA and GMCBL will immediately start operations.
