Kallakurichi tragedy: Financial aid extended for 38 affected children who lost their parents

CHENNAI: The Department of Children Welfare and Special Services has said that the four children identified as orphans and 34 more children who lost one of their parents in the Kallakurichi hooch tragedy last year have received the state's monthly financial assistance of Rs 5,000 and Rs 4,000, respectively, till June 2025. A release said the 34 were enrolled in the centrally-sponsored Mission Vatsalya Sponsorship Scheme as Children in Need of Care and Protection (CNCP). It said the union government's share of funds for the scheme from October 2024 to March 2025 was received in April 2025. However, considering the immediate needs of the children, the state government diverted necessary funds from other permissible heads and disbursed the assistance to all the children till June 2025. TNIE reported on June 22 that the non-disbursal of assistance to the 38 children for a few months was swiftly resolved after it brought it to the attentions of higher officials.

Nashik: The Maharashtra State Board textbooks for Standard I, published by Balbharti, now feature the ChildLine helpline number 1089 on the penultimate page of all subjects. This initiative aims to raise awareness among children to seek assistance from the organisation dedicated to child safety. The textbooks also include information about "good and bad touch" and the Pocso helpline. Praveen Aher, the project coordinator of ChildLine Nashik, said, "ChildLine is a 24-hour toll-free emergency phone service that offers immediate legal help for children in need of care and protection (CNCP). It can be accessed by anybody by dialling 1089. The same number has now been printed on the penultimate page of the textbooks of Std I after the textbooks were revised and printed as per the National Education Policy (NEP). " He added as the books are updated for new standards each year, the helpline number will continue to be included. The primary beneficiaries of this information are the children. Aher said, "This new book will be handled by a large number of students from school, home, and relatives and neighbours out of curiosity, and they will come across this ChildLine message. Some children face a lot of issues, but don't know what to do. For them, ChildLine comes into the picture. Children or any adult can seek help from the system, but only for the help of a minor. " Kunda Shinde, a school teacher in a Nashik Municipal Corporation school, said the Protection of Children from Sexual Offences (Pocso) Act message is also included in the textbook. "A small message appealing to the children to 'press e-box' button available on ncpcr@ if someone touches them inappropriately and seek help under the provision of Pocso has also been printed on the page," she said. Shinde added, "It is another way of getting the system into the children's world and attempting to secure the environment for them." Shinde conducted an exercise with the children and dialled the number. She said, "Children were attentively listening to it. The receivers of the ChildLine phone number introduced themselves to the children, and the children told them about the school. The children and parents present even noted the number. Preparation of handbook on protection of rights of children with disability halted owing to resource crunch

Lack of resources has halted the progress of the handbook on 'Protecting the rights of children living with disability (focus on CiCL and CNCP) and intersectionality of disabilities with gender (including LGBTQIA+), caste, and community'. In May 2024, a joint committee meeting of the Protection of Children from Sexual Offences Committee and the Juvenile Justice Committee passed a resolution to create a handbook on 'Protecting the rights of children living with disability (focus on Children In Conflict with Law and Children in Need of Care and Protection) and Intersectionality of disabilities with gender (including LGBTQIA+), caste, and community etc'. The handbook was meant to recommend intersectional mechanisms to help disabled children, gender non conforming children, among others. Further, it was aimed to provide case studies and intersectional approaches for children requiring protection. However, a year later the handbook is yet to reach completion. The School Education Department, State Crimes against Women and Children, Welfare of the Differently-Abled Department, Institute of Mental Health and M. Gopi Shankar Madurai, intersex activist, were commissioned to prepare the handbook. Mx. Gopi has spent the past year gathering data for the handbook. When requesting resources to finalize it, they were advised to approach the State government for support, which would cover travel expenses for data collection, honorariums for research scholars, and a workspace to compile the handbook. 'About 60% of the handbook is complete but there is still more to do. When I sought resources, funds I was told to file a public interest litigation or to approach the State government. The High Court had passed the resolution to prepare one in the first place. It shows the lack of awareness regarding the importance of the subject,' said Mx. Gopi.
