UP unveils ambitiousplan to boost rural infra
Lucknow: In a step toward rural transformation, the state govt has unveiled an ambitious development plan under Mission 2031, aimed at modernising infrastructure and improving essential services in villages across Uttar Pradesh. As part of this long-term vision, the govt has submitted a proposal to the Central Finance Commission, seeking over Rs 2.15 lakh crore for strengthening rural local bodies. Under this roadmap, the govt has proposed Rs 1.74 lakh crore for gram panchayats, Rs 17,334 crore for block-level development, and Rs 22,940 crore for district panchayats. The funds are earmarked for essential infrastructure upgrades, repairs, and maintenance. Notably, the Mission 2031 blueprint also includes a Rs 1.29 lakh crore infrastructure development roadmap for the state's 17 municipal corporations, indicating the govt's dual focus on both urban and rural transformation. A senior govt official said that Chief Minister Yogi Adityanath has a clear goal—by the year 2031, every village in Uttar Pradesh should be self-reliant and prosperous. Lucknow, June 29(UNI) The Uttar Pradesh government is preparing to implement the 'Mission 2031' a large-scale development initiative focused on rural transformation. As a part of 'Mission 2031', the government aims to modernize and enrich villages across the state by significantly upgrading their infrastructure and services. In a recent meeting with the Central Finance Commission (CFC), the state government submitted a proposal seeking over Rs 2.15 lakh crore for rural local bodies. This proposal is seen as a major step towards realising the vision of a self-reliant and developed rural Uttar Pradesh. Officials here today said that as part of this roadmap, the state government has proposed Rs 1,74,755 crore for gram panchayats, Rs 17,334 crore for block-level development, and Rs 22,940 crore for district panchayats. The total allocation is earmarked for essential infrastructure improvements, repairs, and maintenance, marking one of the most comprehensive rural investment drives in the state's history. Kochi's Rs 4.8-crore 'sports mystery' frustrates city residents
It's a grand structure that stands tall in north Kalamassery, with its distinctive sloping-roof adding to the intrigue. But as one steps into the 1.5-acre compound, the initial charm quickly fades. Creepers have quietly claimed corners of the building, grass grows wild, and cobwebs cling to the window sills — making it appear as though the place has been abandoned for years. It resembles a ghost bungalow. We are talking about the Kalamassery Municipal Indoor Stadium and Multipurpose Hall, which was shut down soon after its inauguration five years ago. Why? That remains a mystery to most local residents. Nearly nine years ago, the project was launched with the aim of promoting indoor sports such as volleyball, badminton, and basketball. It was an ambitious initiative, developed at a reported cost of Rs 4.8 crore — Rs 3 crore funded by the municipality, and the rest through a grant from the Central Finance Commission. 'The land is owned by the municipality. In 1998, the area was meant to be used as an industrial estate as part of a state government project. However, the plan never took off,' says former Kalamassery municipal chairperson Jamal Manakkadan. 'Later, other proposals like building a fish market came through, but the local residents opposed the idea. With the land lying unused, the idea of a stadium was mooted.' The plan was to promote the sports culture, host competitions and put the barren land into good use, Jamal notes. 'The foundation stone for the stadium was laid in 2014 by then Chief Minister Oommen Chandy,' he adds. 'There were initial delays due to operational hurdles. Later, the 2018 floods stalled construction for over a year. Finally, it was inaugurated by then Sports Minister A C Moideen in 2020. Then, there were delays in getting electricity supply from KSEB.' Despite the delays, Kalamassery residents were buoyed. The locality, after all, was now home to a prime sports complex. The excitement, however, was short-lived — the building was never opened to the public.
