Therefore, as per the provisions of article 246 read with article 162 of the Constitution, State Legislatures have the power to legislate on matters related to betting and gambling," Prasada minister said that the states and union territories are primarily responsible for the prevention, detection, investigation and prosecution of crimes, including action on illegal betting and gambling."The Central Government supplements the efforts of the States/Union Territories through advisories and financial assistance under various schemes for capacity building of their LEA," Prasada said.

Govt to impose restrictions on Indian teams' international play under bill
The central government will have the power to "impose reasonable restrictions" on the international participation of Indian teams and individual athletes under "extraordinary circumstances", as per the National Sports Governance Bill that was tabled in Lok Sabha on Wednesday. Covered in the clause on "Power to issue directions and impose restrictions in national interest," it clarifies a grey area on participation that often crops up with regards to arch foes Pakistan. "The Central Government may, by an order, impose reasonable restrictions on the participation of any national team of a concerned sport in international sports competitions or participation of any individual in the activities of the national sports, under extraordinary circumstances and in the national interest," states the bill, which will become an act only after being passed in both houses of the Parliament followed by President's ascent. The question of allowing an Indian team to compete in an international event mostly comes up when Pakistan is involved. The government policy has been clear for several years -- no bar on participation if it's a multi-lateral event but bilaterals are "out of question." This has been the position since the 2008 Mumbai terror attack in which over 150 people were killed by Pakistan-backed terrorists. "This is an important step to ensure that the government has clear command on such decisions. Whenever national interest is involved, it's the government which faces the questions and it is only fair that it has the final say," a sports ministry source told PTI. The two neighbours' relationship nose-dived further after the Pahalgam terror attack this year in April in which 26 tourists were gunned down leading to a brief military showdown that ended on Pakistan's request for a ceasefire. The two countries have, however, engaged with each other in multilateral events even after Pahalgam as India is a member of the International Olympic Committee, whose charter bars any discrimination based on politics. India has also cleared the decks for Pakistan's entry to the country for international events like hockey's Asia Cup next month and the junior shooting World Cup later this year to remain compliant with the Olympic Charter. Compliance with the Charter is a must to land hosting rights of big events and India is gunning for the 2036 Olympic Games. Other discretionary powers Besides this, the central government will also have the final say on the relaxation of the clauses of the act, including the cap of number of Executive Committee members in national sports bodies, currently capped at 15. The sports ministry has assured that in case the international statutes differ from the provisions of the bill, the former will "take primacy". However, the final call on this will also be in the hands of the government after due consultation with the National Sports Board, which will have powers to recognise or de-recognise national federations. "...the Central Government may, after consulting the Board and the concerned International Sports Body as may be deemed necessary, issue a clarificatory notification in this regard," the bill states.

Karnataka gets 750 electric buses under PM-eBus Sewa scheme
) Karnataka has been allotted 750 electric buses under the Centre's PM-eBus Sewa scheme, but the government of Karnataka has been urging for direct subsidy instead of the Public-Private Partnership (PPP) procurement model. In response to a question raised by Rajya Sabha MP D. Veerendra Heggade, Union Minister of State for Housing and Urban Affairs Tokhan Sahu stated in Parliament that the Central Government had approved 750 e-buses for Karnataka under the scheme. 'As per the demand received from the State of Karnataka, a total of 750 electric buses have been sanctioned for all 10 eligible cities of the State under the PM e-Bus Sewa Scheme. Bengaluru and Udupi are not eligible as per the scheme's guidelines,' he said. Launched on August 16, 2023, the PM-eBus Sewa scheme aims to strengthen public transport systems by deploying 10,000 electric buses across India through a PPP model. 'Deployment of electric buses under the scheme is subject to completion of work related to associated infrastructure (behind-the-meter power and civil depot infrastructure). A total of 7,293 buses have been sanctioned so far out of which 6,518 buses have been tendered,' Mr. Sahu said. In Karnataka, Belagavi, Hubballi-Dharwad, Kalaburagi, Mangaluru, and Mysuru have each been allocated 100 buses while the remaining five eligible cities have been sanctioned 50 buses each. He emphasised that it was far more straightforward to procure and operate buses during the UPA era. 'Earlier, the Centre contributed 50% of the cost while the State and transport corporations shared the remaining 50% equally,' Mr. Reddy recalled. 'But now, under the NDA government, the subsidy is not given directly to States. Instead, private companies that win tenders receive the funding, own the buses, and are responsible for drivers and maintenance. The State-run corporations are only responsible for deploying conductors and paying the operator on a per-kilometre basis,' he added. Mr. Reddy has urged the Central Government to revert to the earlier model by directly providing financial assistance to State transport corporations for a more transparent and efficient rollout. Karnataka plans to introduce a total of 14,750 electric buses during the financial year 2025-26. A senior official from the Transport Department said that these buses would be procured through a combination of schemes, including PM-eBus Sewa, PM e-DRIVE, and other externally aided initiatives. In addition to the e-buses, the State intends to add 1,000 diesel buses under the Gross Cost Contract (GCC) model, which involves hiring private operators to run State-owned buses.

Cybercrime Cases In India: Cybercrime in India has seen a steep rise of over 140 per cent in the past five years, with cases more than doubling between 2018 and 2022, the Ministry of Home Affairs said on Tuesday. According to the latest report published by the National Crime Records Bureau (NCRB), the number of cybercrime cases registered in 2018 was 27,248. This figure rose sharply to 65,893 in 2022, Minister of State (MoS) for Home Affairs Bandi Sanjay Kumar said in response to a question in the Lok Sabha. These crimes include offences carried out using communication devices such as mobile phones, computers, and internet networks. However, the NCRB clarified that specific data related to complaints lodged by elderly citizens is not maintained separately. The Ministry of Home Affairs has stated that 'Police' and 'Public Order' fall under the responsibility of State Governments as per the Constitution. Therefore, the prevention and investigation of cyber crimes lie primarily with the States and Union Territories. However, the Central Government supports their efforts through advisories and funding under different schemes aimed at enhancing the capacity of local law enforcement agencies. To strengthen India's response to cybercrime, the Central Government has taken several steps. These include setting up the Indian Cyber Crime Coordination Centre (I4C), launching the National Cyber Crime Reporting Portal ( and starting the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) in 2021. According to the Ministry, over Rs 5,489 crore has been saved through timely intervention in more than 17.82 lakh financial fraud complaints reported under CFCFRMS. To further help citizens, a 24x7 helpline number '1930' has also been operationalised. In addition, the government has blocked more than 9.42 lakh SIM cards and over 2.6 lakh mobile IMEIs involved in cybercrimes. Awareness campaigns have also been a major part of the government's strategy, the Minister of State explained. From caller tunes in multiple languages warning against digital scams to ads in Metros, newspapers, and cinema halls, various channels have been used to educate the public. 'Even the Prime Minister spoke about the dangers of 'digital arrests' in his 'Mann Ki Baat' address on October 27, 2024,' MoS Kumar stated. The Government has also involved social media influencers, Prasar Bharati, and events like Raahgiri and IPL to spread awareness. Campaigns have reached schools, railway stations, and even religious events like Kumbh Mela 2025.
