System to help fin dept make paperless budget approved
Lucknow: The state cabinet approved a proposal to engage the Centre for Development of Advanced Computing (CDAC) to assist the state finance department in adopting the Integrated Financial Management System (IFMS). The adoption of the IFMS was recommended by the union minister of Electronics and Information Technology to simplify departmental operations, enhance transparency, and make processes as paperless as possible. Officials stated that once the IFMS is implemented, the process of creating budgets will become simplified and paperless. Instead of manually making and submitting proposals, various departments will be able to do so online. In due course, the department will develop a dashboard to operate a Management Information System. This system will aid in making informed and accurate decisions. It will also include a vendor management system, which will be useful in maintaining a repository of vendors. This can be utilised by other departments as well. Vendors will also be able to track payments for their work through the platform.

Vizag lacks premier training institutes for Engg & Tech students
The rapidly developing Visakhapatnam city lacks premier training institutes for engineering and technology students as they move to other places like Hyderabad and Bangalore to explore their knowledge in advanced courses as per the market demand. The existing educational institutions also lack adequate laboratories for the specific domains chosen by the students. Stakeholders including the state and central governments have been urged to focus on these major challenges in Visakhapatnam, which is the largest city in AP, and the governments are also focusing on making the city the Financial Capital. A (Electronics) student S. Nitish Kumar said, 'I did not find any options to go for training in my specific domains in the city. My seniors and faculty suggested me to join institutes like C-DAC, but did not find any such institute. It would be useful and beneficial for many students like me if the state government focuses on setting up such institutes.' C-DAC (Centre for Development of Advanced Computing) is the premier scientific institute of the Ministry of Electronics and Information Technology, known for its advanced computing and IT training programmes. It offers various postgraduate diploma courses, including the popular PG-DAC (Post Graduate Diploma in Advanced Computing), which aims to bridge the industry-academic skill gap. Agreeing with Mr. Nitish, GITAM Deemed-to-be University's Electrical, Electronics & Communications Department P. Bharani Chandra Kumar, said, 'Yes, Visakhapatnam does not have at least one leading training institute. As per the current market conditions, the city urgently needs a premier training institute related to Artificial Intelligence, as AI is currently an adjunct to every B. Tech program. Every student should have knowledge of Computer Science and its advanced applications and AI.' Some educationists are of the opinion that engineering education should not rely solely on theory, but should emphasise practical learning through well-equipped laboratories. Advanced laboratories should be created, and the existing laboratories should be continuously upgraded and guided by industry-experienced teaching professors as outlined in the National Education Policy. 'Strengthening the laboratory infrastructure will help students acquire better practical skills and be industry-ready without the need for external training elsewhere. If the laboratories are properly equipped, students can acquire knowledge at the college level itself. To be honest, no educational institution, including government and private ones, has such advanced laboratories with expertise in the laboratory itself in Visakhapatnam,' said a senior professor from Andhra University, who did not want to be named. Speaking to The Hindu, Rushikonda IT Park Association vice-president O. Naresh Kumar, said, 'The proposal for a C-DAC Visakhapatnam centre was made in 2014 itself, but there has been no progress even today. Since the current Centre-State relations are good due to the coalition government, this is the right time to focus on it. Apart from C-DAC, Vizag also needs a Nixi, national internet exchange of India.' Bihar municipal election: First State using mobile phones for voting, says State Election Commissioner Deepak Prasad
Ahead of the Assembly election in Bihar, voting for the municipal elections is being conducted through mobile for the first time in Bihar on Saturday (June 28, 2025) for six councils in Patna, Rohtas and East Champaran district. The polling started at 7 a.m. While voting is being done through EVMs at all the booths, voters, on the other hand, are also casting their votes, by sitting at home, through mobile app. Voting is being done at a total of 489 booths. These voters will decide the fate of 538 candidates. The facilities are available for those people who are unable to go to polling booths to cast their votes. To avail this facility, the voters need to install the app in their android phones. Senior citizens, disabled people and pregnant women can avail this option. 'To avail his facility, the voters have to install the E-SECBHR app and then they have to link the mobile number already added in the voters list. The app has been developed by the Centre for Development of Advanced Computing (C-DAC),' Mr. Prasad said. He however, did not mention anything whether this facility would be available during the upcoming Assembly election due in October-November 2025. One of the biggest fears of e-voting is the possible tampering, however, Mr. Prasad asserted that efforts have been made to maintain transparency and the voting process would be smooth and fair. Till last evening, around 10,000 voters have registered for mobile voting and around 50,000 voters are expected to cast their votes using websites.

Ahead of the Assembly elections, Bihar is set to become the first state in the country to allow voting with a mobile phone, according to State Election Commissioner Deepak Prasad on Friday. His remarks came on the eve of the voting for the six municipal councils across three districts – Patna, Rohtas, and East Champaran – slated for Saturday. However, it is not yet clear if the voting will take place in a similar manner in the upcoming Assembly Elections as well. Who Can Cast e-Vote In Bihar? The Election Commissioner said that the vote-by-mobile facility will be available to those who are unable to go to the polling booth to cast their votes. He said that the voters must have an app installed on their phone to be able to cast vote online. The official said that this facility can be availed by senior citizens, differently abled people, pregnant women and migrant voters. The Election Commission had also run an awareness campaign in this regard from June 10 to 22. The voters must download the e-SECBHR mobile application on their phone and link it to the phone number that they used to register their name on the electoral roll. Reports suggest that this app is currently compatible only with Android phones. Prasad said the app was created by the Centre for Development of Advanced Computing (C-DAC), and another app was made by the Bihar State Election Commission. The voters who do not own a mobile phone can also cast an e-vote on the Bihar Election Commission's website. Prasad said that around 10,000 voters had already registered for the e-voting system, and nearly 50,000 more are expected to vote online instead of going to polling booths. When asked how the voting process would remain safe and fair, he outlined strong digital security measures that have been put in place. 'The system will include features like blockchain technology, face matching, and scanning to make sure it can't be tampered with," he explained. He also added that there would be an audit trail—similar to the VVPAT (Voter Verified Paper Audit Trail) used with Electronic Voting Machines in Assembly and Lok Sabha Elections—to keep a record of the votes.
