Only 30% of MahaRERA recovery warrants executed; Rs 527cr still to be recovered
Pune: MahaRERA's progress on recovery warrant has remained slow, with only 31% of cases executed. Despite state govt's directive to dispose of these cases within three months, merely Rs 233 crore has been recovered out of Rs 760 crore due in 1,212 cases across Maharashtra, officials told TOI on Saturday. The slow progress contradicts revenue minister Chandrakant Bawankule's assurance during the state budget session, where he emphasised speedy execution of MahaRERA's recovery warrant orders and clearing the backlog within three months. The recovery warrants are issued under Section 40(1) of the Real Estate (Regulation and Development) Act (RERA) against developers who neither complete projects nor refund homebuyers. Once issued by MahaRERA, these orders are forwarded to district collectors for action, including property attachment and recovery of dues. The districts of Mumbai Suburban, Pune and Thane continue to report the highest backlog of such pending cases. These cases are in legal limbo, adding to the frustration of affected homebuyers, stated officials In a broader push for accountability, PM Narendra Modi had addressed the issue directly at the Pragati review meeting on May 29. Expressing dissatisfaction with the mere counting of "disposed" complaints, the PM questioned whether states genuinely ensured redressal. In response, Maharashtra chief secretary Sujata Saunik held a review meeting in the second week of June with collectorates across the state, directing officials to fast-track execution of recovery warrants and ensure accountability. Additional revenue officers have since been appointed to assist with enforcement. Senior citizen Arun Sheth, who has been waiting for over four years for action against a developer, said, "There's been no real movement on my case despite repeated follow-ups. It's just silence." Activists and consumer groups have also called for better monitoring tools. "MahaRERA should introduce a real-time dashboard like UP RERA's. There should be a clearly defined SOP and phase-wise targets, not just vague timelines," said activist R Prabhu. MahaRERA officials said the issue was likely to be raised in the upcoming legislative session. "It's important that revenue officials are able to give a concrete and time-bound plan for executing these orders," an official noted.

Revenue minister Bawankule pushes for vertical property cards
Pune: State govt is set to consider a revised proposal for issuing vertical property cards to flatowners during the upcoming cabinet meeting, with likely clearance in the upcoming assembly session, senior state revenue officials said on Tuesday. State revenue minister Chandrakant Bawankule told TOI that the vertical property cards would benefit people by serving as comprehensive documents containing crucial property details. "These cards will function as independent records of rights, acting as official registrations for individual residential apartments," he said. The proposed vertical property card will provide detailed information, including ownership rights, carpet area measurement and bank loan details, benefiting property owners, buyers and financial institutions. To implement this, the revenue department has submitted draft revisions to the Record of Rights and Registers for Apartments and Building Rules under the Maha Land Revenue Code, 1966, for govt approval, which will be presented to the cabinet and then the assembly for clearance. It is also expected to accelerate property registration processes and boost investor confidence, potentially impacting real estate prices positively. Maha hosts first state-level convention of dhol-tasha pathaks
PUNE: At the first state-level convention of dhol-tasha pathaks from across Maharashtra organised by the Dhol-Tasha Mahasangh Maharashtra at Tata Hall, BMCC College of Commerce, Pune, several demands were raised by the dhol-tasha pathaks before state revenue minister Chandrakant Bawankule who assured that these demands would be communicated to chief minister Devendra Fadnavis and efforts would be made to get maximum permissions for the dhol-tasha groups. A meeting regarding these demands is also to be held soon. The demands raised included having performances by dhol-tasha pathaks as Maharashtra's primary traditional musical act at the inauguration of various sports competitions, having dhol-tasha pathaks welcome ambassadors and guests from various countries or as part of government programmes, having permission for dhol-tasha performances from 6 pm to 9.30 pm starting one-and-a-half months before Ganeshotsav. The convention was inaugurated in the presence of state higher and technical education minister Chandrakant Patil, senior legal expert advocate Pratap Pardeshi, BMCC principal Rajesh Supekar, and Mahasangh president Parag Thakur. An exhibition of photographs was also inaugurated by the dignitaries as part of the convention. In the second session, prominent political leaders such as Bawankule, minister of state Madhuri Misal, MLA Hemant Rasane, and Dheeraj Ghate were in attendance. The convention saw participation from representatives of 250 dhol-tasha pathaks across 20 districts of the state including Nagpur, Nashik, Mumbai, Thane, Pimpri-Chinchwad, Sangli, Kolhapur and Solapur. Bawankule said, 'We must take the thunderous spirit of Maharashtra's dhol-tasha not just across the country, but to the world. Dhol-tasha is the soul of our cultural celebrations. Pune is the origin of this tradition, and it is an emblem of Maharashtra's identity. We all have a responsibility to preserve and promote this invaluable legacy,' Patil said, 'In the coming days, we will resolve pending cases between dhol-tasha troupes and police stations. If matters are in court, we will find solutions there too. Playing these instruments brings spiritual fulfilment and it's important to introduce variety into the music. This year, every troupe should include at least one new instrument.'
