Egypt approves EGP 85 bln budget amendment to cover rising interest costs - Economy
Egypt's House of Representatives approved on Sunday a government-proposed amendment to the state budget for the 2024/25 fiscal year, adding EGP 85 billion in supplementary spending to cover rising interest payments. The revision is in response to the depreciation of the Egyptian pound and ongoing economic and geopolitical pressures, which have increased both domestic and external debt servicing costs. The additional funds will be allocated under Chapter Three of the budget, which covers interest payments. To offset the expenditure, an equivalent EGP 85 billion will be added to projected revenues under Chapter One (Taxes), according to the draft law passed by parliament. The amendment also requires changes to the treasury's legal budget schedules for the fiscal year, which ends on Monday, 30 June. A report from the parliamentary budget committee noted that when the 2024/25 budget was drafted — and passed under Law No. 88 of 2024 — the government aimed for a fiscal deficit of 7.3 percent of GDP and a primary surplus of 3.5 percent, in line with its debt-reduction targets. Why Ballerina's Director Sees The New John Wick Universe Movie As Something Beyond A Spinoff Or Sequel

When it comes to discussing franchises, there is a vast lexicon of terms that can be used to describe different installments. We live in an age where there are far more than just simple sequels: there are spinoffs, prequels, crossovers, team-ups, capstones, legacyquels, reboots, retcons, and more. It provides modern filmmakers with a lot of creative options when it comes to adding to an existing canon, and it's something that director Len Wiseman very much appreciates when it came to making his new action movie Ballerina starring Ana de Armas. Ballerina is a title that expands the breadth of the ever-growing John Wick universe (which announced a number of other exciting in-the-works projects a few weeks ago), and it sits in an interesting position within the continuity. When I spoke with the film's director earlier this year during a press day at 87Eleven Action Design, he explained how the movie slots into the timeline of the action franchise and noted that it's something a bit different than your standard sequel or spinoff. Said Wiseman, It takes place between Chapter Three and Chapter Four. It was a fun journey to find how it, how it intertwines with three. It was also more interesting to me of like doing that than in say a spinoff, because it's really more of a parallel story within that same world during chapter three and also how John Wick intervenes with our timeline. So I was more attracted to that because it was not like a sequel or a spinoff. It was definitely in that world within the thing. More Ballerina! 'It's A Rush. It's Traumatic.' Ballerina's Director Discusses The Surprise Reaction Ana De Armas Had The First Time She Set Someone On Fire With A Flamethrower Audiences who have seen John Wick: Chapter 3 – Parabellum have gotten an early look into the part of the canon world that will be further explored in Ballerina. In the 2019 movie, the titular Keanu Reeves character is looking for safe harbor as he is being hunted by every assassin on Earth, and he finds it in a theater with an old acquaintance known as The Director (Anjelica Huston). It's during the sequence at this location that we learn of a program that simultaneously trains young women to be both dancers and killers – and it's here that Ana de Armas's Eve Macarro enters the picture. The story in Ballerina essentially uses this sequence as a launching pad, and while it unfurls principally with Eve on a solo mission of personal vengeance, the plot also eventually sees her cross paths with the legendary Baba Yaga as he is gearing up for what audiences got to witness in 2023's John Wick: Chapter 4. It's a cool twist for fans who enjoying marathoning their favorite franchises in special watch orders. Further solidifying it within the John Wick franchise, Ballerina not only features Keanu Reeves' return as the world's most dangerous assassin and Anjelica Huston reprising her role as The Director, but it also has Ian McShane back as Winston Scott and Lance Reddick delivering is final performance as Continental Hotel concierge Charon. Long in the works, Ballerina will be arriving in theaters everywhere on June 6.

Legal hammer drops on manslaughter, debt fraud
KUWAIT CITY, May 11: A significant overhaul of Kuwait's Penal Code has been officially enacted through Decree-Law No. 65 of 2025, published in the Kuwait Alyomr. The amendments, which introduce new articles and revise existing ones, were approved by the Council of Ministers on April 22, signaling a comprehensive legislative effort to enhance justice, public safety, and economic integrity. The accompanying explanatory memorandum underscores the pivotal role of criminal penalties in maintaining the rule of law. 'Punishment is essential for law to function as more than moral guidance,' the memorandum states. It affirms that penalties must be sufficiently deterrent to dissuade individuals from wrongdoing and to ensure justice is served when violations occur. Strengthening Laws on Manslaughter and Accidental Injury The first major area of reform concerns crimes of manslaughter and unintentional injury. Notably, these provisions had remained unchanged since the Penal Code's inception in 1960. Recognizing the changing societal landscape and an increase in negligence-related incidents, lawmakers opted to modernize the law to better address contemporary realities. Key amendments include an increase in the maximum fines stipulated in Articles 154 and 164, as well as the explicit inclusion of legal violations as a form of criminal negligence. To avoid legal ambiguity, Article 44 was also amended to reinforce this interpretation. Two new articles—154 bis and 164 bis—introduce aggravating circumstances that can lead to enhanced penalties for manslaughter or accidental injury. These circumstances are categorized into three groups: Seriousness of the Offender's Error: This includes cases where the offender was under the influence of intoxicants or psychotropic substances during the incident, thereby impairing judgment. It also covers scenarios where the offender willfully failed to assist the victim after the incident, an act deemed a second, compounding fault.n Severity of the Outcome: Penalties are intensified if the crime results in multiple fatalities, injuries to two or more individuals, or causes permanent disability.n Combination of Circumstances: If multiple aggravating factors from the above categories are present, the law permits harsher sentencing to reflect the compounded gravity of the offense.n Crackdown on Debtors Who Evade Payment In a separate but equally critical reform, the decree introduces new legal provisions targeting fraudulent debt evasion. A new section under Chapter Three of the Penal Code—Articles 283 to 286—specifically criminalizes deliberate attempts by debtors to misrepresent their financial standing to escape legal repayment obligations. These articles aim to protect Kuwait's financial system from individuals who falsely claim insolvency or manipulate assets to avoid settling legally enforceable debts. Key points of the reform include: Asset Manipulation: Debtors who sell or transfer assets at prices far below market value with the intent of avoiding debt repayment may now face criminal charges.n Third-Party Involvement: Individuals who knowingly accept such assets—including spouses and family members—may also be held liable, unless they fall under legal exceptions such as guardianship or trusteeship.n Legal Protections and Prosecution: The law mandates the Public Prosecution to investigate and pursue these cases, while also laying out protocols for debt settlement, reconciliation, and creditor pardons.n A Measured Step Forward This legislative package, the government says, is designed to uphold the dual principles of justice and social stability. It sends a clear message that neither reckless behavior that endangers lives nor financial deceit will be tolerated. The law is also mindful of individual rights, seeking to balance societal protection with personal freedoms. It ensures that due process is followed, while clarifying legal responsibilities and closing loopholes that have previously hindered enforcement. Following Article 178 of the Constitution, the new amendments will come into effect one month after their official publication. Authorities have begun public awareness campaigns to educate citizens and residents about the changes, ensuring that both legal professionals and the public are prepared for the implementation of these critical reforms.
