Probe panel set up as man claims drug sale at Ropar rehab centre

1 2 Patiala: A viral video, in which a patient alleged that drugs were being sold inside a govt-run de-addiction centre at the civil hospital in Ropar, has led to the formation of a three-member probe panel. In the video, the man also shows alleged drug-related items and accuses staff of facilitating the distribution of narcotics. Former Punjab chief minister and serving Congress MP Charanjit Singh Channi shared the video on social media on Saturday, calling it the "real face" of the Aam Aadmi Party govt's anti-drug campaign, 'Yudh Nashian Virudh'. "This is the ground reality of the so-called war on drugs. The govt must be held accountable," he wrote. Ropar deputy commissioner Varjeet Walia has since ordered an investigation by a three-member committee comprising the local SDM, Ropar civil surgeon, and a DSP. The panel has been directed to submit its report within a week. Ropar civil surgeon Dr Balwinder Kaur said a preliminary inquiry had found the claims to be "factually incorrect" and orchestrated by "anti-social elements". "The video content is misleading and does not reflect the actual situation at the centre," Dr Balwinder Kaur said. She added that during the preliminary inspection, all staff, security personnel, and police were found on duty, maintaining hygiene and patient care standards. Patients interviewed during the inquiry expressed satisfaction with the treatment being provided, she said. Dr Balwinder added additional measures had also been implemented. "The centre is staffed with seven security guards and eight ward attendants, with 24/7 surveillance by Ropar police. A woman security guard will also be deployed to enhance oversight, and thorough checks of patients and their visitors have been made mandatory," she said.

Chandigarh: Contradicting Punjab power minister Harbhajan Singh's claim that it approved three 800-MW power units in Punjab, the Union ministry of power has clarified it had not received any such proposal. The clarification came in response to a query in the Lok Sabha by Congress MP Charanjit Singh Channi, who sought details regarding central govt's approval to three new thermal units of 800 MW each — two in Ropar and one at a new location. Responding to Channi's question, the ministry stated: "No such proposal has been received in the ministry of power." The rebuttal follows Harbhajan Singh's announcement on June 7, after the Conference of North Indian Power Ministers in Delhi, chaired by Union power minister Manohar Lal Khattar. The conference was attended by energy representatives from Punjab, Haryana, Himachal Pradesh, Chandigarh, Rajasthan, Uttar Pradesh, Uttarakhand, Jammu and Kashmir, Ladakh, and Delhi. Harbhajan Singh claimed that the Centre approved the setting up of two additional plants, each of 800 MW capacity, at Ropar. Additionally, he claimed, approval was granted to setting up a new 800-MW power plant at another location to meet Punjab's growing electricity demand. Despite repeated attempts, Harbhajan Singh could not be contacted for comment on the Union ministry's disclosure. However, the Union ministry clarified that under Section 7 of the Electricity Act, 2003, setting up power generation units was a de-licensed activity. This means states and private entities do not require prior central govt approval to establish power plants, provided they comply with grid connectivity and technical standards. The ministry stated said ensuring adequate power generation to meet electricity demand within a state fell under the jurisdiction of the respective state govt or its power utility. Addressing a query on coal supply, the ministry highlighted several ongoing national initiatives aimed at reducing bottlenecks in coal logistics. It said coal linkage rationalisation had been implemented to reduce transportation distances between coal mines and power plants. Flexibility has also been provided to state and central generating companies (Gencos) in utilisation of domestic coal by state/central Gencos amongst their generating stations to reduce the cost of power generation by allocating more coal to their most efficient plants as well as by saving in transportation cost. The Coal Logistic Plan and Policy, spearheaded by the Ministry of Coal, focuses on enhancing supply chain efficiency through key railway infrastructure projects that reduce logistics costs and improve the timeliness of coal deliveries across the country.

The state also implemented the PM SHRI (Pradhan Mantri Schools for Rising India) Scheme in 347 schools. In the 2025–26 financial year, the central govt allocated a total of Rs 1,656.6 crore to Punjab under two key centrally sponsored schemes—Samagra Shiksha and PM SHRI—to support the implementation of NEP. Under the Samagra Shiksha scheme, Punjab received an allocation of Rs 1,350.7 crore, which includes Rs 8.18 crore for teacher training and Rs 66.73 crore for digital infrastructure. This funding is aimed at enhancing access to quality education, improving learning outcomes, and integrating technology into teaching and learning across govt schools. In addition, the state was sanctioned Rs 305.9 crore under PM SHRI scheme. This allocation includes Rs 69 lakh earmarked for teacher training and Rs 200.75 crore for strengthening digital infrastructure in these model schools.
