Patna: Rural works department (RWD) minister Ashok Chaudhary on Sunday said Bihar has witnessed comprehensive progress over the past 20 years under CM Nitish Kumar's "model of holistic development," which, he claimed, has transformed all key sectors and accelerated the state's growth. Speaking at the Jan Samvad programme in Belhar (Banka district) and Tarapur (Munger) on Sunday, and earlier at Jamui and Chakai on Saturday, Chaudhary highlighted a range of initiatives implemented under the RWD to improve rural infrastructure. These included schemes for road and bridge construction, such as the CM's Road Connectivity Scheme targeting tolas (rural hamlets), and the CM Bridge Construction Scheme. Describing Nitish as "efficient, sensitive, and visionary," Chaudhary called him the "sootradhar (originator) of holistic development" in Bihar. At events in Belhar and Tarapur, he said, "The aim of the RWD schemes launched by the CM is not merely to increase pace and momentum, but to take the light of development to every village and tola to ensure inclusive and integrated growth." Chaudhary stressed that the visible development across the state is not mere statistical manipulation. "It is the result of his people-oriented vision, administrative commitment, and sound financial management. His development model reaches the last person in society," he said at Belhar. At Tarapur, he emphasised that for the first time since independence, an arrangement has been made for the procurement of pulses and oilseeds from farmers at minimum support prices (MSP). "This recognises the hard work of farmers and is a step towards increasing their income," he said. The minister also cited key economic indicators, including a 10% average growth rate, a significantly expanded state budget, and increased budgetary allocations over the past two decades, contrasting them with figures from before 2005.

Accusing the Bharatiya Janata Party (BJP) of being against the Backward Classes, the Congress on Saturday (June 28 2025), alleged that the BJP government in Madhya Pradesh has been wilfully delaying passing on the benefits of 27% reservation in State government jobs and institutions despite a law enacted by the State Assembly. The party demanded immediate implementation of 27% reservation for the OBCs in Madhya Pradesh as it has been categorically cleared by the Supreme Court of India as well. Addressing a press conference at the All India Congress Committee (AICC) headquarters, senior party leaders, including former Chhattisgarh Chief Minister Bhupesh Baghel, AICC in-charge for Madhya Pradesh Harish Chaudhary, MP Congress chief Jitu Patwari, and the head of the Congress's OBC department Anil JaiHind, said the delay in implementing the reservation is revealing the State government's anti-reservation and anti-Backward Class mindset. Mr. Chaudhary said in 1994, the Congress government had provided 14% reservation to the OBCs and subsequently, in 2003, proposed the quota to be raised to 27%. However, since then, the BJP has been in power in the State and it never took any decision to implement the decision. When the Kamal Nath government was formed in December 2018, it brought an Ordinance to provide 27% reservation for OBCs in 2019. 'The BJP challenged it in court, which then directed that a law be enacted on the matter. We subsequently got the Bill passed in the Assembly. But the BJP formed the government again, and it did not implement the reservation,' Mr. Chaudhary said, adding that the pleas against the 27% quota were by the High Court and the Supreme Court as well. Chhattisgarh issue Mr. Baghel said that the Congress government in Chhattisgarh had unanimously passed a law in December 2022 for providing 27% reservation to the OBCs, but the Bill is still to get the nod of the Governor. 'This is because the BJP does not want to provide 27% reservation to the OBCs,' the former Chhattisgarh Chief Minister said. 'We will not only fight the issue legally, but will raise it publicly to build pressure on the BJP government to implement it,' he added. Mr. Patwari said that it was strange that Prime Minister Narendra Modi said he belonged to the OBCs but was not providing the community its rightful due. 'The OBC Chief Ministers of MP belonging to the BJP, including Uma Bharti, Shivraj Singh Chouhan and Mohan Yadav, have all betrayed their own community,' he said.

The Congress on Saturday accused the BJP of being "anti-OBC" and demanded that the ruling party leaders apologise to people for failing to implement 27 per cent reservation for the community in Madhya Pradesh. Addressing a press conference at the AICC headquarters here, Congress general secretary Bhupesh Baghel said the real face and character of the BJP has now been "exposed". "It has been proved once again that by putting an OBC face in front, the BJP only betrays the interest of the community," the former Chhattisgarh chief minister said, lamenting the non-implementation of 27 per cent reservation for OBCs in both Madhya Pradesh and Chhattisgarh. Baghel along with AICC in-charge for Madhya Pradesh Harish Chaudhary asserted that the the Supreme Court had made it clear that there were no judicial restrictions on implementing the quota. "RSS-BJP tried their best to ensure that the reservation is not implemented and spread confusion by calling this matter sub-judice," Chaudhary alleged. Live Events In 1994, Baghel rcealled, 14 per cent reservation was given to backward classes, and in 2003 during Digvijay Singh's tenure, it was made 27 per cent reservation. But the three BJP chief ministers from the OBC community -- Uma Bharti, Shivraj Singh Chouhan and Mohan Yadav -- unfortunately did not implement this reservation, Baghel said. "When the Supreme Court has given a clear order that there is no restriction on it, when it was passed in the assembly and the governor signed it, then what is the problem in implementing it," he asked. Baghel said in Chhattisgarh, on December 2, 2022, the Chhattisgarh Legislative Assembly unanimously decided to give 27 per cent reservation to the backward classes, but it is yet to be accorded the governor's sanction. "Today it is 2025, but it is still being studied. The governor misuses his powers. The Supreme Court has also reprimanded him in this matter," he claimed. "This is the real face of BJP. The BJP is anti-backwards and against farmers. It does not even believe in the Constitution. A living example of this is that the BJP is not implementing the bills passed in the assembly, on which court decisions have also come. This is a very unfortunate situation," the former chief minister of Chhattisgarh and Congress general secretary said. Chaudhary said that in 1994, the then Congress government in Madhya Pradesh had decided to give 14 per cent reservation to the backward classes. After that, the Congress government increased this to 27 per cent in 2003. "But that decision was stayed and it was said that it would be implemented after the elections. Then the BJP government came to power and it was not implemented by the BJP," he said. "The Supreme Court decided to implement 27 per cent reservation on January 28, 2025, and dismissed the PIL filed against it. Even after this, the Madhya Pradesh government did not implement 27 per cent reservation," Chaudhary said. On June 25, he noted, the Supreme Court again said that if "there is no problem with 27 per cent reservation, why is it not being implemented - but even after this comment the government did not take any action". "The BJP government in Madhya Pradesh is depriving the backward class people of their rights," he alleged. MP Congress president Jitu Patwari said OBCs constitute 50 per cent of the population in Madhya Pradesh. "The BJP is basically against OBC, reservations and the Constitution. They do not like social, economic and political equality," he claimed. The Congress state chief demanded that 27 per cent reservation should be implemented immediately and students "who have been harassed for six years should be given appointments immediately". "Shivraj Singh Chouhan and Mohan Yadav should publicly apologise to the people of the state for not implementing the 27 per cent reservation in the state," Patwari said. AICC OBC department chairman Anil Jaihind alleged that "Sangh (RSS) believes in inequality and disparity on the basis of birth while the Congress Party always believes in equality". "RSS does not believe in this Constitution and that is why their leaders keep talking about changing the Constitution," Jaihind said.

She was married to a Maharashtra-cadre IPS officer, Rajesh Kumar, who is posted as director,Maharashtra Police Academy, Nashik. Chaudhary was appointed DSP in 2004 and served on key posts, including Panchkula DSP. She was later inducted into the IPS and served as SP, Lokayukta, and state vigilance bureau besides being the Dadri SP. She was posted as SP, ACB, since September 2023 .Mourning her death, former Hisar MP Brijendra Singh posted on X: 'I'm deeply saddened by the untimely demise of a member of our paternal family, Haryana IPS officerSmiti Chaudhary. New Delhi: The skills landscape in India is driven by demand and market, said Jayant Chaudhary, Minister of State, for Education, stressing the need to recognise informal and experiential learning. Unveiling a report titled 'Skills for the Future: Transforming India's Workforce Landscape', developed by the Institute for Competitiveness, Chaudhary noted that the skill landscape must address the evolving needs of industry and workforce. The report, based on the data available in the public domain, presents a detailed examination of the skills landscape in India. It focuses on educational attainment, occupational distribution, and attainment of technical and vocational education and training of the workforce (TVET). 'Skilling is to be understood not merely as a supply-side intervention, but as a demand-driven, market-aligned, and outcome-oriented ecosystem that addresses the evolving needs of industry and the workforce. We must deepen pathways between education, vocational training and industry this includes recognise informal and experiential learning,' Chaudhary said. Chaudhary also suggested that a robust employability index will help in monitoring the impact of education and skilling on the employment prospects of youth in the evolving economic and technological environment. Atul Kumar Tiwari, Secretary, MSDE, said that skilling is an area of academic inquiry. He also stressed the need for creating a corpus of literature around skilling with data and evidence and also urged further deep diving into structural changes around skilling, education, and work continuum. Meanwhile, the report analysed India's skills landscape against the backdrop of the emerging knowledge-driven global economy. Data analysis based on Periodic Labour Force Survey (PLFS) shows that in 2023-24, 88 per cent of India's workforce is in low-competency occupations, while only 10-12 per cent are in high-competency roles. Further, using PLFS (2023-24) data the report identified five sectors -- IT and ITeS, textile and apparel, electronics, healthcare and life sciences, and beauty and wellness -- which accounted for over 66 per cent of vocational training in India. The report also recommended multifaceted and targeted interventions to develop a resilient and future-ready workforce. It urged for a dedicated, standardised data collection system to generate estimates about skill requirements and enable targeted evidence-based reforms and policies.
