After success of Kolathur centre, four more study spaces planned in city

Chennai: After the success of Muthalvar Padaippagam) in chief minister M K Stalin's Kolathur constituency, the Chennai Metropolitan Development Authority (CMDA) has decided to build four more such common study centres centres in core city areas. The CMDA has floated tenders for the study spaces, which will feature digital libraries, reading areas, book lending rooms, and workstations. The work bays will feature a minimum of 100 seats, with computers and Wi-Fi, and a maximum of 300+, depending on the location and size of the building. The buildings are expected to be completed in seven months from the date of awarding the tender, said officials. The centres are coming up in Ayanavaram, Pulianthope, Aminjikarai, and Perambur, with each costing from 1.5 crore up to 10 crore. As per the designs, the one proposed at Ayanavaram will have three floors and a 350-seat capacity on the ground, first, and second floors. It also has a parking facility for around 100 bikes and about 30 cars. The Perambur centre will also have a landscaped area. The centre at Aminjikarai will have a digital library where six people can sit at once and a lending section for people to borrow books. CMDA minister P K Sekarbabu said the one in Kolathur became a big hit with at least 200 students using it at any point of the day. "Six people who used the facility aced the TNPSC exam. The new ones will help expand the initiative," he said. The centres are busy throughout the day. "From college students to PhD scholars, everyone is coming," he said, adding that they plan to expand the number of computers in the digital library section. "If the centres can also provide free premium access to news portals and study websites, it would further help researchers," said K Sanjana, 39, who uses the centre in Kolathur. Officials said they will look at adding premium subscriptions.

CHENNAI: The city's next master plan, being prepared by the Chennai Metropolitan Development Authority (CMDA), aims to move away from rigid land-use zoning and instead focus on the realities of how Chennai actually works — including informal jobs such as gig work, street vending, and home-based industries. A new report by the Indian Institute for Human Settlements (IIHS), submitted to the CMDA, has recommended a shift in urban planning. Rather than relying only on land parcels and population forecasts, the report suggests planning based on economic activity, labour patterns, and real-time shifts in migration, capital flows, and employment. The report titled Spatial Distribution of Employment and Income Categories, maps how residential areas have organically turned into mixed-use economic hubs, with small businesses, IT services, and informal trade operating alongside homes. 'Our planning has always prioritised the elite,' said K.P. Subramanian, former professor of urban engineering at Anna University. 'If we don't centre the needs of the poor, migrants, and informal workers in urban and employment planning, we only deepen inequality. The first and second master plans, with their rigid land-use zoning and regulations, have been poor guides for dynamic urban growth. Designating land as 'industrial' won't create jobs unless it's supported by housing, transit, and utilities,' he added. To make urban planning more flexible, IIHS recommends the use of Local Area Plans (LAPs) that can respond to local needs — whether in informal settlements, heritage zones, or transport corridors. It also identifies older industrial areas as spaces that can be redeveloped into hubs for MSMEs and service industries. While areas like Sriperumbudur, Oragadam, Manali, and Ambattur have seen rapid industrial growth, they still lack affordable housing and public transit. The report calls for land to be set aside for worker housing and other amenities, alongside better coordination between the CMDA, SIPCOT, SIDCO, and the Tamil Nadu Urban Housing Board. Commercial zones are being redefined into IT clusters, business districts, and transition areas — mid-to-high-end residential neighbourhoods like Adyar, Mount Road, and Anna Nagar are evolving into commercial enclaves. In IT corridors such as OMR and Siruseri, the report suggests Transit-Oriented Development (TOD) models and Floor Area Ratio (FAR) incentives to ensure affordable housing and maximise the benefits of metro and bus infrastructure. Historic trading hubs like Georgetown, Parry's Corner, Koyambedu, and Mylapore are seen as vital economic centres. The report highlights how these areas should be integrated into the master plan as mixed-use wholesale commercial zones, avoiding resettlement that disrupts livelihoods. Connectivity upgrades — including pedestrian-first street design, better vehicular flow, structured parking, and last-mile options like electric shuttles — round out the recommendations.

Chennai: The long-awaited Kuthambakkam bus station will be operational by the end of August, as Chennai Metropolitan Development Authority (CMDA) has fast-tracked key infrastructure projects under the North Chennai Development Scheme, said CMDA minister P K Sekarbabu. On Friday, Sekarbabu, along with senior officials, reviewed the progress of multiple works —including bus stations, healthcare centres, and civic offices — aimed at bridging infrastructure gaps in Kolathur and surrounding areas. "Initially, the infrastructure for a major project such as Kuthambakkam bus station was developed without fully accounting for passenger needs, which led to technical errors and delays due to the need for inter-departmental coordination," the minister said. "We're now addressing those gaps by factoring in traffic flow, monsoon-related waterlogging, and essential commuter amenities. A lot of additional work is being done. Chief minister M K Stalin is personally reviewing progress and has directed us to fast-track the completion." Sekarbabu inspected other ongoing projects under the North Chennai Development Scheme in Kolathur constituency. As a first step, development works have commenced at 13 bus stations, including Tondiarpet, ThiruVi Ka Nagar, Ambattur, Periyar Nagar, Mullai Nagar, and Kaviyarasu Kannadasan Nagar, under the CMDA. Madras HC suspends one-month prison sentence of senior IAS officer

CHENNAI: A division bench of the Madras High Court on Thursday suspended the one-month simple imprisonment imposed on IAS officer Anshul Mishra by a single judge last month after finding him guilty of contempt of court. The bench comprising justices MS Ramesh and V Lakshminarayanan passed the interim orders on the appeal, filed by Mishra, challenging his conviction. It can be recalled that the single judge himself had suspended the sentencing for a month to provide time for the officer to prefer an appeal. The division bench on Thursday directed Mishra to deposit Rs 25,000 within three weeks and adjourned the next hearing on the appeal petition to July 21. The single judge found the officer guilty of contempt on finding that its order, issued in November 2023 to consider the petitions of two elderly siblings, was not complied with by Mishra in his capacity as the member secretary of Chennai Metropolitan Development Authority. The siblings had been fighting for long to retrieve a small portion of their land that was acquired by the Tamil Nadu Housing Board but was not utilised.

Rs 54 crore to boost police infrastructure in north Chennai

CHENNAI: Acting on Chief Minister M K Stalin's directive, the state government has sanctioned Rs 54.36 crore for strengthening police infrastructure and public safety under the North Chennai Development Plan (Vada Chennai Valarchi Thittam). The funds, approved through the Chennai Metropolitan Development Authority (CMDA), will be used to enhance surveillance, build new facilities and promote welfare initiatives for police personnel and the public. Key allocations include Rs 16 crore for a new integrated police station at V-6 Kolathur and Rs 15 crore for a new building at Peravallur station. The Kolathur facility will house law and order units, crime and cybercrime wings, a women's station, barracks, and a fire station. To strengthen surveillance, Rs 9.16 crore will be used to instal automatic number plate recognition cameras at 45 locations. A sum of Rs 90.6 lakh has been earmarked for getting 60 two-wheeler patrol vehicles.
