Galway city council to decide on infrastructure loans

Councillors in Galway city will today be asked to approve plans to seek €60 million in loans, to fund what are described as essential infrastructural improvements for the city. A significant portion of the money would be used to fit out and finish a new headquarters for the local authority. The council purchased the office block at the Crown Square development in Mervue in December 2022, for a total cost of almost €44.5 million. This figure includes VAT, stamp duty and the cost associated with 200 car park spaces. The structure is still unoccupied and plans to move staff there have been subject to protracted negotiations with trade union representatives. Councillors will be told that it would be "fiscal folly" not to proceed with the relocation, given the cost implications of alternative arrangements. The local authority says the existing City Hall is no longer fit for purpose. Latest estimates suggest it would cost €108 million to refurbish the building, lease an alternative location in the meantime and then move back four or five years later. City councillors voted in 2022 to approve plans to buy the Crown Square building. It was funded by a loan from the Housing Finance Agency, with an agreed interest rate of 1.95%, fixed for 30 years. The loan was drawn down in December 2022, when the sale was finalised. The council executive said extensive due diligence was carried out before the deal and has vigorously defended the decision to recommend the purchase. But a recent commercial valuation of the property shows it has fallen in value by around 20% over the last two and a half years. In May 2025, the building at 3 Crown Square was valued at €28 million, a decrease from the 2022 cost of €36 million (excluding VAT and stamp duty). Councillors are being given another briefing on the plans ahead of this afternoon's meeting of the local authority. They will be asked to approve the €60 million loan to cover the fit-out costs of the new council building, with other money going towards a redevelopment of the City Museum and the purchase of land for recreational use and post Storm Éowyn repairs. Galway City Council CEO Leonard Cleary said funds would only be drawn down when required and that alternative funding arrangements would be employed where possible.

Children's Museums Are Embracing Risky Play

When the City Museum in St. Louis opened in 1997 at the site of an old shoe warehouse, it was considered an outlier in the world of children's museums. Built using salvaged materials and featuring a massive playground that looks more like an active construction site, the institution was among the first to encourage more adventurous and less structured play — as opposed to more educational experiences. Its emphasis on exploration and risk-taking has since beengradually embraced by other interactive kids museums around the US — even as City Museum itself has had to tame some of its most unhinged aspects. The shift comes as childhood habits are changing, with fewer kids spending time outdoors or unsupervised, contribute Amanda Abrams writes. Today on CityLab: Where the Wild Children's Museums Are

Where the Wild Children's Museums Are

Hiding behind a deceptively boring name lies one of the strangest and most unique family attractions in the US — City Museum in St. Louis. Sited in a 600,000-square-foot former shoe warehouse and built using salvaged objects like baking pans, bowling balls, and conveyor belt rollers, the museum looks more like a giant outsider art installation than a family-friendly attraction in a Midwest city. There's a real school bus hanging halfway off the roof, a decommissioned airplane atop a crane accessible only by clambering through scaffolding, and paths, tunnels and slides leading in all directions.

Look: 309 people don banana hats to break world record at Missouri museum

April 3 (UPI) -- A Missouri museum gathered 309 people in banana hats to break an "a-peel-ing" Guinness World Record. The City Museum in St. Louis took on the title for the most people wearing banana hats at 5:30 p.m. on Wednesday. An official Guinness World Records adjudicator was on site and confirmed the museum took the record with 309 participants. "We gathered a bunch of friends to set the a-peel-ing Guinness World Records title for most people wearing banana hats with 309 participants! We couldn't have split this record without the help of Explore St. Louis, Slalom St. Louis, Rasta Imposta Costumes and, of course, YOU," the museum said on social media.
