Held/acquired by officers: ED asks ministries, Divisions to obtain assets declaration
ISLAMABAD: The Establishment Division has asked all the ministries/Divisions to get declaration of assets held and acquired by the officers for the financial year ending June 30, 2025 under their administrative control. In a letter to all the ministries/Divisions, Establishment Division has referred to Rule 12 of the Government Servants (Conduct) Rules 1964 and administrative instructions issued by the Establishment Division from time to time, on the issue of assets declaration. Establishment Division has requested ministries/Divisions to obtain declarations of assets and liabilities for the financial year ending June 30, 2025, from the officers belonging to occupational cadres serving officers and officials of the respective Ministry/Division on the prescribed proforma, which is also available on the Establishment Division by July 25, 2025. NA passes amendment requiring top officials to publicly declare assets According to the letter Establishment Division maintains the record of Declaration of Asses of PAS, PSP, Secretariat Group and OMG Officers. Therefore, Declarations of the officers belonging to these Groups should be forwarded to it. However, Officers belonging to these Groups serving under the respective Provincial Government may send an advance copy of their Declaration to Establishment Division to avoid delay. The Declarations of Assets in respect of all other service group/cadres will be l be maintained their respective ministries/Divisions/departments. The Establishment further stated that non-compliance of the prescribed Rules and Instructions issued thereof from time to time, tantamount to 'Misconduct' within the meaning of Rule 2(k) of the Civil Servants (Efficiency and Discipline) Rules, 2020. Further, in light of Rule 7 (j) of Civil Servants Promotion (BS-18 to BS-21) Rules.2019 'the civil servant who has not submitted his/her annual declaration of assets liabilities forms for the last five years' will be deferred from promotion in the respective promotion boards. A certificate to the effect that such declarations have been obtained from all employees other than those under administrative Control of Establishment Division should be forwarded to the Establishment Division no later than September 25, 2025. Officials told to explain Nankana encroachments
The Evacuee Trust Property Board (ETPB) has issued show-cause notices to three officers over their alleged failure to prevent encroachments and unauthorised construction on trust properties in Nankana Sahib. The action came over findings presented in a report prepared following a visit to Nankana Sahib by the ETPB secretary under directives of a commission established on the orders of the Supreme Court. The report highlighted widespread encroachments and unauthorised structures on ETPB properties found over the past six months with photographic evidence. The officers served notices are Deputy Administrators Adnan Ahmad Hassan and Ejaz Ahmad, and Security Supervisor Arsalan Naeem. According to the report, the officials had failed to fulfill their core administrative responsibilities of safeguarding trust properties from encroachment and illegal occupation. It noted that the officers had neither identified the encroachments in time nor taken effective action to prevent or remove them. After reviewing the report, the ETPB chairman concluded that disciplinary action could be taken under the Civil Servants (Efficiency and Discipline) Rules, 2020. The possible punishments include dismissal from service. The officers have been directed to submit a written explanation within 10 days, justifying why disciplinary action should not be taken against them. They have also been given the option to appear in person to present their defence. Failure to respond within the stipulated time may result in ex parte proceedings. The show-cause notices were issued by ETPB Secretary Fareed Iqbal with the approval of the chairman.

FBR suspends senior tax auditor
ISLAMABAD: On complaints of harassment, the Federal Board of Revenue has suspended a Senior Auditor (BS-17) who was posted under Section 40B of the Sales Tax Act 1990 at the premises of a feed mill to monitor the supply of taxable goods. As per the FBR notification issued under Rule 5(1) of the Civil Servants (Efficiency and Discipline) Rules, 2020, the Senior Auditor of the Regional Tax Office, Multan, has been suspended for a period of 120 days or until further orders, whichever is earlier. When contacted for comments, Shahid Jami, tax advisor of the feed manufacturers, lauded the prompt action by the chairman FBR, who has assured the industry representative that no instance of any harassment reported to the FBR will be tolerated in the future. FBR begins action against companies However, Jami urged the FBR that staff posted at the factories be provided logistic support and the requisite facilities so that posting there for 30 days or more is not burdensome for the compliant taxpayers. He further urged that where monitoring of taxable supplies matches with the declared version and there is a progressive trend of voluntary compliance, such measures be avoided in future for at least two years or until there is some definite information about underreporting, he added.
