CM to launch ration card distribution on July 14

Hyderabad: Staying clear of poll code restrictions, Chief Minister A Revanth Reddy will launch the much-awaited but much-delayed distribution of ration cards at a public meeting organized at Tirumalagiri in the Thungathurthy Assembly Constituency on July 14. The government has planned to distribute 2.40 lakh ration cards the same day across the state. The distribution of new ration cards will benefit around 11.30 lakh poor people. With this lot, the total number of ration card holders in the state would increase to 94.72 lakh, benefiting 3.14 crore people in the state. Officials said that among the fresh applicants, those who had submitted applications for ration cards manually were being given priority in the new ration card distribution program this time. Previously, the state Civil Supplies Department issued ration cards only to online applicants. Many applications submitted during the Praja Vani programme will be disposed of in the fresh drive to issue ration cards. Holders of the new ration card can avail the benefit of fine rice distribution through fair price shops only after their names are included in the list of the PDS beneficiaries in their respective areas. Officials said that the new ration cards had more safety features to ensure that they could be used for multiple purposes in the future.

Rice exporters told to follow govt guidelines

Guntur: Minister for Civil Supplies Dr Nadendla Manohar made it clear that the coalition government in the state is not against rice exports. He said that the government will check illegal transport of PDS rice. Exporters should follow the guidelines issued by the government for rice exports. He conducted a meeting with joint collectors and Civil Supplies Department officials of Kakinada, Visakhapatnam, Nellore at the Secretariat on Wednesday. He warned that if PDS rice is found mixed in the rice exports, they will take stern action against the exporters. He directed the officials to slap PD Act, Section BNS in addition to Section- 6A and instructed the officials to increase check-posts, staff in Visakhapatnam, Kakinada and Nellore to check illegal transport of PDS rice. He directed the officials to set up check-posts on the national highways also. Referring to illegal transport of rice, he said 85 cases were booked in Kakinada, 92 cases were booked in Visakhapatnam and 62 cases were registered in Nellore.

Aimed at strengthening consumer protection and regulatory oversight, the Government of Telangana has initiated the formulation of State-specific monitoring guidelines for the direct selling sector. The initiative, led by D.S. Chauhan, Commissioner, Civil Supplies Department, builds on the Consumer Protection (Direct Selling) Rules, 2021, issued by the Government of India. With the direct selling sector rapidly expanding, Telangana aims to create a robust, locally tailored framework to regulate business practices, ensure consumer safety, and prevent exploitation. As a part of it, a consultative meeting was held involving key departments such as Industries & Commerce, Commercial Taxes, Legal Metrology, Drugs Control, Excise, Preventive Medicine, and Police, along with representatives from national industry bodies like the Association of Direct Selling Entities of India (ADSEI), the Federation of Indian Direct Selling Industries (FIDSI), and the Indian Direct Selling Association (IDSA). Speaking at the meeting, Mr. Chauhan emphasised that consumer safety is a constitutional responsibility and that the guidelines are designed to foster transparency, accountability, and trust in the direct selling ecosystem, while strengthening regulatory oversight and safeguarding consumer rights. Bhavesh Mishra, Secretary, IT E&C K. Haritha, Commissioner of Commercial Taxes; and K. Venkata Lakshmi, SP, CID were among present.

People are complaining of long waiting times at fair price shops due to a section of family cards being classified as Priority House Hold (PHH). 'I was asked to place my palm on the scanner twice. The first time was for rice and wheat and the second was for sugar, palm oil, and dal. Since the scanner did not work properly, I had to place my palm a few more times, which took time,' said Viswanathan of Pattabiram, and a PHH card holder. If a PHH card holder needs more time to ensure the biometric data matches what is in the records, other customers are also forced to wait their turn. 'Why is there a need for two bills and scans. All of us get the same items. The government should allow iris scans if the palm print data does not register properly,' said S. Vaidehi, a homemaker. Viswanathan of Chitlapakkam said that at the fair price shop in his area, there were only 100 PHH cards, and if internet connectivity was slow, the shopkeeper would ask consumers to bear with him. 'Since there aren't many PHH card holders, people don't have to wait long,' he said. Consumer activist T. Sadagopan said some other system should be implemented to reduce the waiting time for those with non-PHH cards. 'Even with PHH cards, visiting the local fair price shop is not a very pleasant experience for many. The scanning devices need replacement,' he said. A retired official of the Civil Supplies Department said the Centre was supplying rice and wheat to PHH cards holders, which was why there were two bills. Officials could not be reached for a response.

Wanaparthy: Even as the government is keeping a strict vigilance on paddy procurement and supply, the Civil Supplies Department in Wanaparthy has allegedly allocated paddy to several rice mills lacking mandatory Satex and FRK machines; the equipment essential for rice quality inspection and fortification. Reportedly, out of the 74 mills that received paddy allocations during the current Yasangi (Rabi) season, nearly half of the raw rice mills are functioning without the required machines. The government has mandated that every rice mill must be equipped with a Satex machine to check grain quality and an FRK machine to meet nutritional guidelines. Shockingly, allocations have allegedly been made without verifying the operational status of the mills or ensuring the presence of storage space, electricity, or functioning machinery. Inspections have reportedly been bypassed, with officials relying on incomplete or manipulated inspection reports. In Wanaparthy mandal alone, a raw rice mill without a Satex machine was allotted 3,000 metric tonnes of paddy. So far, it has received 5,800 bags of fine variety and 3,500 bags of coarse variety paddy, with another 65,700 bags reportedly in the pipeline. Officials claim the mill owner submitted a declaration promising to install the Satex machine within two months. At procurement godowns, technical assistants are expected to certify the rice quality before approval. However, serious questions are being raised about how paddy from unqualified mills is passing quality checks. When contacted, District Supply Officer Kashi Vishwanatham admitted that 15–20 mills are operating without the mandated machines but have been told to install them. Additional Collector (Revenue) Venkateswarlu stated that only previously approved mills are being allotted paddy and that no new mills are receiving allocations.
