The European Commission has allocated nearly €2.8 billion (~$3.27 billion) in EU grants to 94 transport projects under the Connecting Europe Facility (CEF). Rail transport will receive the largest share, with 77 per cent of the total funding directed towards infrastructure upgrades, including Rail Baltica in the Baltic region, high-speed rail development in Czechia and Poland, and the European Rail Traffic Management System (ERTMS) across 11 Member States, European Commission said in a release. Maritime and inland waterway projects will focus on reducing emissions and improving resilience, including the installation of shore-side electricity at ports and digital traffic management systems. Additional investments will enhance road safety, air traffic management, urban mobility, and bolster transport links to Ukraine. The projects are expected to improve regional trade, strengthen infrastructure resilience, and contribute to the EU's green transition. The Commission will formalise the selection by October 2025. The European Commission is pushing to create a massive industrial policy fund by merging up to 14 existing budget lines in its next multiannual financial framework spending plan, draft legislation seen by Euractiv shows. The blueprint for a long-awaited European Competitiveness Fund (ECF) as part of the bloc's coming seven-year spending plan is the Commission's flagship reform to revamp Europe's productivity gap. The aim is to create a dedicated funding pot to help catch up with the US and China across the 2028-2034 budget. The draft regulation contains no numbers, but says the ECF will merge activities under up to 14 different budget lines listed in the current €1.2 trillion seven-year budget. Those include the Innovation Fund, Digital Europe Programme, and the €2 billion component of the Connecting Europe Facility (CEF) dealing with digital projects. It also covers the European Defence Fund, the Act in Support of Ammunition Production (ASAP), the European Defence Industry Reinforcement through Common Procurement Act (EDIRPA), the European Defence Industry Programme (EDIP), EU4Health and the European Space Programme, satellite programme IRIS², and InvestEU. The huge new cash pot will aim to plug some of Europe's investment gap by using public funds to free up larger amounts of private capital, according to the document. However, the biggest EU programmes remain outside the consolidation effort or are absorbed only in part. For example, Horizon Europe (€93 billion), a big part of the Innovation Fund (€40 billion) and the bulk of the Connecting Europe Facility (€20 billion) dealing with transport and energy projects, will remain mostly outside the ECF. Norne and Port of Aalborg Sign 30-Year Exclusive Agreement, Accept EU CEF Grant and Launch Construction of CO2 Hub

Backed by an EU Connecting Europe Facility Grant, the project will deliver world-scale CO₂ reception infrastructure and unlock economies of scale for Denmark and the European Union. AALBORG, Denmark, June 4, 2025 /PRNewswire/ -- Since establishing an exclusive partnership in 2021, the Norne Carbon Storage Hub ("Norne"), a Fidelis New Energy, LLC portfolio company, and the Port of Aalborg have executed definitive agreements for the Norne CO2 reception facility with the initial site designed to handle 15 million tonnes of CO2 per year. As co-applicants, Norne and the Port of Aalborg, were awarded a Connecting Europe Facility ("CEF") Energy grant by the European Union. CEF is an EU programme focused on accelerating the development of strategic cross-border energy infrastructure. The grant will co-fund the development and construction of a new quay to support the Norne CO2 reception facilities serving multiple Danish onshore and near-shore CO2 storage facilities as well as the beneficial use of CO2 in industrial applications and decarbonised fuels. Norne has completed the front-end engineering and design ("FEED") studies for both the CO2 reception facility and a connecting pipeline to nearby CO2 storage. In addition, extensive environmental and ecological assessments have been completed. Norne's designation as a Project of Common Interest ("PCI"), by the EU in 2023, further streamlines the permitting process, enabling a faster Environmental Impact Assessment for the pipeline than otherwise would be possible without the already completed work and the PCI status. Building on the exclusive lease agreement and the CEF grant award, Norne and the Port of Aalborg will commence construction of a new 500-metre quay in the Port of Aalborg, corresponding to an area of 60,000 square metres of quay space. The new quay space will host the CO2 reception and connecting infrastructure, advancing Denmark's carbon capture and storage ecosystem. Norne will provide European emitters access to an excellent deepwater port and cost-effective and safe onshore and nearshore CO2 storage. Norne's PCI status ensures prioritised permitting, as the project is recognized as an urgent project of the highest national significance and it is considered a project of overriding public interest by the EU when carrying out the relevant environmental assessments. The PCI status also opens the door for additional CEF Energy grants, which Norne is actively pursuing to support further development across the CO2 value chain.
