New Website Launched To Showcase Kaipara

Kaipara District Council has unveiled a brand-new website to highlight the district's exceptional lifestyle and economic potential. The platform is designed as a central hub, positioning the district as an ideal place to visit, live, work, and invest. The website content has been shaped with local input and reflects the distinct character, values, and aspirations of its people, with updates and new additions as the website is developed. The web design concept was created and developed over fifteen months by Brand with Soul and Max Ostler, both Kaipara based. From regional data and success stories to practical tools for investors, entrepreneurs, and new residents, the website offers a comprehensive introduction to life in the district. Kaipara District Council Mayor Craig Jepson says the website is a milestone for the district's development. 'This website gives us a platform to tell the world who we are. It showcases the best of Kaipara – from our strong local businesses to the beautiful places we call home. It's a great step forward in how we welcome growth, celebrate our uniqueness, and invite others to be part of our future.' Kaipara District Council Deputy Mayor Jonathan Larsen, Chair of the Economic Development Committee says 'the stars are aligning for Kaipara District. The Proposed District Plan offers the potential for significant new residential, commercial and industrial rezoning right across the district. Planning for a four-lane motorway to our southern boundary is well advanced with construction schedule to commence in late 2026. We have a major opportunity to use our competitive advantage right on the border of Auckland to attract new business and employment which will help our communities thrive. This creation of this website was a key action of the committee to get the word out that Kaipara really is the place to be.' Welcoming Communities Advisor Misty Sansom says the website supports new residents to make a strong start in the district. Annual Plan Adopted For Year Ahead

Kaipara District Council has unanimously adopted its Annual Plan for 2025/2026, with an average rates rise of 8.3% after growth. This includes a new targeted rate for three of the district's museums. Originally, the museums rate was expected to be on top of a previously signalled rate increases of 8.9% after growth for the coming year, but cost savings across other areas have reduced the final figure. Kaipara District Council Mayor Craig Jepson says the outcome reflects careful planning. 'We understand that any rates increase can be challenging for many members of our community, but this represents a significant achievement for our small rating base, especially given the current national economic climate.' Roading remains a key priority, with around $30 million planned on capital works this year, and around $13 million on operations and maintenance (excluding work carried forward from the previous financial year). Approximately $8 million is set aside for Cyclone Gabrielle and other extreme weather event-related repairs, of which up to 92% is funded by NZ Transport Agency Waka Kotahi (NZTA). Recovery work includes repairing under and over slips, road surfaces, remediating slips, fixing our bridges, and replacing damaged drainage systems. Some of the projects planned for this year include pumpstation upgrades for Dargaville, the progression of the Proposed District Plan, local elections, and Wood Street revitalisation stormwater and surrounds. The Annual Plan for 2025/2026 comes into effect at the start of the financial year, with new rates taking effect from 1 July 2025. Final digital versions can be viewed on the council website from next week. Print versions will be available at council offices and libraries across the district in late July. What is a Long Term Plan and an Annual Plan? Every three years Council develops a Long Term Plan (LTP) in consultation with the community. Our Long Term Plan 2024-2027 was adopted on 31 July 2024. It outlines the services we will provide, the projects to be undertaken, the cost of doing this work, how it will be paid for and how the performance for each shall be measured. Following major damage to local infrastructure during the 2023 weather events, Kaipara is one of eight councils with an unaudited three year LTP focused on recovery, rather than the typical ten year outlook. In the two years between adopting an LTP, an annual plan is developed. The Annual Plan is a yearly update on what has been agreed through the LTP, highlighting any budget changes and work plans for each specific year. Kaipara District Council Mayor Craig Jepson led the ceremony, celebrating both long-serving community champions and inspiring new residents. 'These awards celebrate the very best of Kaipara, people who serve selflessly, lead with humility, and care deeply for our community and environment. They inspire us all to be better neighbours, volunteers, and citizens'. 2025 Citizen Awards Jacqui O'Connor – Extraordinary Service by a Newcomer to the Kaipara District Since moving to Mangawhai in 2022, Jacqui has become a pillar of the community through Heart Place Hospital, a charity providing accessible wellness services for frontline workers, carers, and families. Known for her compassion and tireless efforts, she is recognised for making a meaningful difference in the lives of others. Ann Lupton – Long-Term Extraordinary Service Award Ann has dedicated 18 years to the Kaipara Heritage Machinery Club. While recently retiring from her role as treasurer, she remains an active member and has been instrumental in the success of events such as Krank Up Days, school outreach, and ongoing club communications. Chris Fife – Long-Term Extraordinary Service Award With over four decades of voluntary service, Chris has been a key figure in the rugby community. His leadership spans local clubs to regional boards, and he continues to support youth and emergency services through his role as an Ambassador for the Northland Emergency Services Trust. Gary Dallas – Long-Term Extraordinary Service Award Gary is a well-respected contributor to the Paparoa community, known for his hands-on support of numerous projects. As a trustee and Property Manager for the Paparoa County Depot Trust, and a member of the Paparoa Medical Society, Gary has also played a central role in establishing and maintaining local health and fitness facilities. Joyce Martin – Long-Term Extraordinary Service Award Joyce has dedicated decades to service through community and faith-based organisations. Her contributions include 10 years with Girls Brigade, 12 years volunteering with the Citizens Advice Bureau, and 15 years of service with the Methodist Church in various supportive roles. Kenny Finlayson – Long-Term Extraordinary Service Award Kenny has been at the forefront of many community improvement projects, from helping build the Maungatūroto wharf to enhancing public spaces and accessibility in the area. He currently chairs Kaipara Harbour Care and serves as Treasurer of the Paparoa Golf Club. Jim Wintle (posthumous recognition) – Long-Term Extraordinary Service Award Jim's legacy in Mangawhai continues to be felt across the community. He co-founded the Mangawhai Harbour Restoration Society, chaired the Mangawhai Community Trust, and helped develop the Mangawhai Historical Village. His leadership also extended to establishing community patrols and advocating for local heritage. Jim was posthumously awarded the 2025 Honorary Mayoral Award for his extraordinary service to Kaipara. 2025 Environmental Awards Ian and Heidi Baker – Environmental Action in the Community New Mangawhai residents Ian and Heidi Baker established the Mangawhai Community Clean Up, a volunteer initiative organising monthly events to maintain the natural beauty of both the village and the Heads. Kaipara Moana Remediation (KMR) – Environmental Action in the Community KMR has made a significant impact in just over three years, working with nearly 900 landowners to restore 640,000 hectares of land surrounding the Kaipara Harbour. Their work includes expert advice, environmental grants, and land restoration planning. Sustainable Kaipara – Environmental Action in the Community, Education, and Business/Industry Originally formed as Plastic Free Mangawhai, Sustainable Kaipara has led local waste minimisation efforts since 2016. Their community initiatives include composting workshops, beach clean-ups, and clothing swap events. 'Trump of the North' will not seek re-election as mayor

Kaipara Mayor Craig Jepson will not be seeking re-election to the top job. Photo: NZME A controversial Northland mayor will not be standing for a second mayoral term. In a shock move, Kaipara Mayor Craig Jepson on Tuesday confirmed he would not be standing for the $138,441-a-year position in the October local election. Mangawhai's Jepson (67) is instead backing Kaipara District Council (KDC) Deputy Mayor Jonathan Larsen (54). Jepson appointed Larsen to the deputy role in October 2022. And Jepson - who has referred to himself as the "Trump of the North" - will be standing as a councillor in his Kaiwaka-Mangawhai ward. The position pays $68,719 annually. Jepson's about-turn comes after consistently indicating he will be standing for a second tilt at the Kaipara mayoralty. He would not be drawn on the reason for the tack change, other than to say he wanted to step down from the top job and spend more time on issues close to his heart as a councillor. Jepson's political move comes as first-term KDC councillor Ash Nayyar said for the first time that he would be taking a tilt at the top job. Dargaville's Nayyar believed too many KDC decisions were being made behind closed doors, and unnecessary pet projects were being adopted by the council. He said he was unhappy KDC, in his opinion, had generally ignored the voice of the people during public consultation. Nayyar claimed Kaipara's west had been neglected and as Mayor he would do all parts of the district justice. He has a Master of Business administration, Bachelors of Commerce and Law and 40 years' banking experience. Photo: NZME Topuni's Larsen was first elected onto KDC in 2010. He resigned in protest in August 2012, just under two years into a three-year term. He said he left over his dissatisfaction with the council making closed-door decisions on the future of the controversial Mangawhai wastewater scheme , including $30 million in extra spending on the project. Larsen said he had brought this matter to the attention of the Auditor-General. government ministers and Ombudsman. The government appointed commissioners to run KDC in September 2012. Larsen was re-elected in 2016 and has been a KDC politician since. If successful in October, it would see him elected for a fifth term. He has a Bachelor Science, and an Executive Master of Business Administration with first class honours. Photo: NZME In his first controversial move, Jepson canned karakia from council meetings in November 2022, just two months into the job. KDC later became the only council to can its Māori ward in August 2024 after government law changes - one of Jepson's proudest achievements, and one which was also backed by Larsen. Jepson said he was proud of his council's "small" 8.2 percent rates rise for 2025/2026. He said another positive move was his council withdrawing from national councils' representative body Local Government New Zealand. The mayor said there were a range of issues he wanted to work on as a councillor. Getting rid of mangroves would be one of the major issues he wanted to invest in. "I want to get rid of mangroves from our harbours, not just Mangawhai Harbour, but Kaipara Harbour and the whole of Northland," Jepson said. Photo: Susan Botting, Local Democracy Reporter Northland Jepson said he also wanted to boost the fight against Auckland's Dome Valley landfill - which is just across the local political border in Auckland Council - and educate people about the merits of waste to energy technology. He has strongly campaigned for such a plant in Kaipara. Larsen and Jepson jointly conducted information visits to constituents around Kaipara on the plants. Meanwhile, Jepson has long-challenged current science backing climate change. KDC axed its Ruawai-based Northland climate change pilot midstream . KDC also got rid of its key climate change policy in 2023 in a move brought to the council table by Larsen. Larsen said that even if climate change was a reality, the actions of Kaipara's 18,000 ratepayers would not make a jot of difference in a world with 8 billion people. Jepson was elected with a big majority in 2022. Jepson said that many had encouraged him to stand again, to do a "lap of victory", but being a local politician was not about ego.
