The Kuwaiti Ministry of Interior has announced that individuals whose citizenship has been revoked will be granted a one-year grace period to adjust their legal status. The policy, effective as of July 20, 2025, lays out a structured framework of rights, responsibilities, and limitations for those affected, allowing them to retain select benefits while mandating compliance with administrative procedures. According to the Ministry, the measure is part of efforts to ensure legal and social stability and uphold the principles of justice and transparency, particularly for individuals whose nationality was withdrawn under the 'Grand Acts of Worship' clause, typically awarded for moral or religious contributions. One of the most significant provisions permits affected individuals to continue using their Kuwaiti passports for four months following the issuance of the citizenship withdrawal decree. This applies retroactively to all revocations before July 20 and prospectively to new cases, giving individuals time to secure residency permits or travel documentation from their country of origin. The Ministry urged individuals to immediately begin coordinating with their respective embassies to retrieve passports or obtain alternative legal residency documentation. Failure to initiate this process within the first three months may result in the cancellation of benefits, unless sufficient proof is provided showing serious efforts to rectify the individual's status. Despite the revocation of citizenship, the Ministry affirmed that individuals may continue working in government or government-affiliated sectors under existing contracts, though they will no longer be eligible for senior or supervisory roles. Educational continuity is also preserved, with students allowed to complete their current diploma, university, or postgraduate programs and retain any previously granted scholarships. In terms of housing, individuals are permitted to retain one private residence in Kuwait. Those with multiple spouses may retain more than one home. Individuals who received land and full housing loan disbursements from the Credit Bank must repay the loans within one year, while those who received land but have not yet built must complete construction and occupancy within two years at their own expense. The new regulations also maintain the right to sponsor domestic workers and own private vehicles, provided all relevant conditions are met. However, individuals lose the right to own state public property such as chalets, farms, or commercial and industrial plots. These must be transferred within five years to a first-degree Kuwaiti relative, without incurring fees. Personally-owned commercial or investment properties must also be transferred, through sale, gift, or assignment, within the same timeframe. However, all benefits will be suspended immediately if an individual is convicted of a felony, a crime involving honor or trust, or any offense related to state security or deemed offensive to religion, prophets, or national symbols. Additionally, if a person fails to secure either their original nationality or a legal residency document within one year from the publication of the decree, all entitlements will be terminated. The Ministry reaffirmed that individuals may submit grievances to the Citizenship Withdrawal Grievance Committee, established under Cabinet Resolution No. 207 of 2025 and amended by Resolution No. 493 of the same year.

KUWAIT CITY, July 10: The Ministry of Interior on Thursday announced a comprehensive set of regulations concerning individuals whose Kuwaiti citizenship has been revoked under the "noble deeds" clause. The newly issued directives outline procedures, eligibility for continued benefits, conditions for status adjustment, and cases that may result in suspension of privileges. In a press statement, the Ministry emphasized the authorities' commitment to facilitating the transition process and ensuring continuity of benefits for those affected and their dependents. Notably, individuals against whom citizenship withdrawal decrees were issued before July 20, 2025, will be permitted to travel using Kuwaiti passports for a period of four months. For newer cases, this four-month window will commence from the date of the respective decree to help them regularize their legal status. The Ministry clarified that individuals must comply with the instructions and begin amending their legal status by coordinating with their respective embassies. This includes retrieving the passport of their previous nationality or securing another valid travel document recognized for residency in Kuwait. A one-year grace period, starting from the date of the decree's publication in the Official Gazette, has been granted for legal status correction. However, the first three months of this period are critical—individuals must initiate action and submit proof of steps taken. Failure to do so may result in the revocation of all associated benefits. Among the key benefits retained by those affected: Employment: Continued employment in government sectors or government-owned companies, as per existing contracts. However, they will be ineligible for leadership or supervisory roles.n Education: The right to continue education at all levels that began prior to the withdrawal of citizenship, including public schools, diploma programs, university, and postgraduate studies. Internal and external scholarships granted before the decree also remain valid.n Housing: Continued ownership of one private residence is allowed, except in cases of polygamy, where multiple homes may be retained for family use. Individuals who completed construction and received Credit Bank disbursements may keep their housing unit, provided repayment is made within one year from the date of publication. Those who have received permits but not begun construction must start and complete the project within two years at their own expense.n Assets and Vehicles: Sponsorship of domestic workers and ownership of private vehicles remain permitted under existing laws.n However, the Ministry stressed that those affected will no longer be treated as Kuwaiti citizens regarding specific rights—such as owning chalets, barns, agricultural, industrial, and commercial plots. A five-year window has been granted to transfer such properties to first-degree relatives who are Kuwaiti citizens, without incurring fees. As for personally owned commercial, investment, or vacant lands, a maximum of five years is allotted for the transfer of ownership via sale, gift, or waiver. The Ministry also outlined grounds for immediate suspension of benefits, including: A final judgment in felony cases or crimes related to dishonor, breach of trust, state security, or offenses against religion, Prophets, or the Amir.n Failure to amend one's status by not restoring the previous nationality or failing to obtain a valid official residence document within one year of the decree's publication.n Despite the outlined regulations, affected individuals retain the right to file grievances with the Grievance Committee for Withdrawal, Forfeiture, and Loss of Kuwaiti Citizenship, as per Cabinet Resolution No. 207 of 2025 and its amendment, Resolution No. 493 of 2025. KUWAIT CITY, Feb 4: The Kuwaiti Court of Cassation, led by Counselor Abdullah Jassim Al-Abdullah, has sentenced a Saudi national to seven years in prison for forging the Kuwaiti citizenship. The man, employed as a correspondent in the Ministry of Justice, was found guilty of impersonating the son of a Kuwaiti citizen who has gone missing since 1995. He unlawfully obtained approximately 498,000 Kuwaiti dinars in benefits, including 62,000 dinars in salaries from the Ministry of Justice, 5,750 dinars from the Credit Bank, 20,000 dinars from the Public Authority for Manpower, and 17,000 dinars from Housing Care. The court also imposed a fine equivalent to the amount fraudulently acquired.
