DOH: Over 1K health workers deployed to aid flood victims

The Department of Health (DOH) said it has deployed over 1,000 medical personnel in health centers nationwide to assist flood victims. At the same time, it said several government hospitals have been readied to increase their capacity to accommodate patients needing medical attention. In a public briefing on Thursday, DOH spokesperson Assistant Secretary Albert Domingo said a total of 1,184 doctors and nurses are ready, especially in areas hit by floods from the inclement weather. 'Naka-standby naman po at ready ang ating mga doktor at nurse sa ating mga health centers… Ito po yung mga doktor at mga nurse na naka-deploy sa Ilocos, sa Central Luzon, sa MIMAROPA, sa Bicol at sa Metro Manila. Maaring mas mataas po ang numero dahil ito pa lamang po yung dumadating sa amin ng preliminary numbers,' he shared. (Our doctors and nurses are ready and on standby in our health centers… These are the doctors and nurses deployed in Ilocos, Central Luzon, MIMAROPA, Bicol, and Metro Manila. The numbers may possibly increase because these are just the preliminary numbers that we got.) Domingo said health workers on duty are also receiving adequate care. 'Sinisigurado po ng ating kagawaran ng DOH ang proper rotation ng personnel. Mayroon kaming proper working hours and rotation, pinapahinga rin po natin para dun sa mga hospital na malalaki meron po mga dormitory, may mga tulugan na malinis kapag naka-off-duty ang mga health workers… Sila po ay pwedeng magpahinga, pinapakain po ng husto, pinapatulog, para nakakapahinga po, para ready again pagdating ng kanilang duty shift,' he shared. (The DOH is ensuring proper rotation of personnel. We have proper working hours and rotation, and are ensuring that there are dormitories in big hospitals for them to rest… They are also allowed to rest, eat properly, sleep, so that they are well-rested for their duty shift.) 'Hindi lamang po yung pasyente yung kailangang alagaan, yung mismong mga gumagamot po ay kailangang alagaan rin. Kasama rin po naman yan sa training naming mga doktor,' he added. (We take care of our personnel who attend to patients. That is also part of our training as doctors.) Meanwhile, Domingo said several hospitals have increased their bed capacity to attend to more patients. 'Kunwari po kung dati ay hanggang 100 beds lang ang hospital, meron po yung allowance na pwede nga tumaas by 10% or 20% additional beds, depende po sa layout ng hospital,' he shared. (Fo example, a hospital's 100-bed capacity can increase by 10 to 20 percent, depending on its layout.) Earlier, the DOH said it has deployed P31 million worth of emergency medicine nationwide, with an additional P180 million worth of medicine on standby for deployment. DOH also announced a price freeze for 148 types of medicine in 40 areas under a state of calamity amid the combined effects of cyclones Crising, Dante, Emong, and the Southwest Monsoon. —LDF, GMA Integrated News

DPWH: Engineering interventions only part of solution vs. floods

Engineering interventions are only part of the solution in mitigating the floods plaguing the country every rainy season, noting there are other factors that should be considered, said Department of Public Works and Highways Secretary Manuel Bonoan on Thursday. 'Ang engineering intervention is just one component of flood mitigation. Marami yung other factors that may cause yung flooding problems, hindi lang engineering intervention. Kailangan din natin pagtuunan ng pansin ang environment issues….Dito sa Metro Manila, yung pinag uusapan natin, ay kahit mayroon na tayong ginagawang mga interventions, kung ganun pa rin yung basura sa loob, hindi lang makadaloy yung tubig baha sa loob papunta sa mga pumping stations,' he said in an interview on 'Balitanghali'. (Engineering intervention is just one component of flood mitigation. There are many other factors that may cause flooding problems, not just engineering intervention. We also need to pay attention to environmental issues…. Here in Metro Manila, what we are talking about is, even though we have interventions in place, if there is still garbage in the sewage system, the floodwater inside will not be able to flow to the pumping stations.) Parts of the country, especially in Luzon, are flooded due to the heavy downpour brought by the Southwest Monsoon, or Habagat, as well as by the series of storms from Crising, Dante and Emong. Climate action group Aksyon Klima Pilipinas earlier called on lawmakers to conduct a legislative inquiry into the status and implementation of flood control projects nationwide and their effectiveness in mitigating flooding in their respective areas. Further, the DPWH chief said that floods are inevitable now. 'Hindi naman siguro mawawalan lahat ng pagbaha….Yung severe weather, may climate change po tayo ngayon, hindi naman siguro natin totally mawalan ng baha. Even yung mga mauunlad na mga bansa, ganun din yung kanilang mga problema ngayon, yung mga climate change phenomenon na sinasabi natin,' said Bonoan. (Flooding will always occur ... .With severe weather, we also have climate change now, maybe we won't completely eliminate flooding. Even developed countries, they have the same problems now, the climate change phenomena that we are talking about.) To recall, President Ferdinand Marcos Jr. vetoed or removed at least P16.7 billion worth of flood control projects in various regions nationwide under the P6.326 trillion national budget for 2025. But Marcos earlier instructed concerned government agencies to ensure the safety of the people amid the floods in Metro Manila and several other provinces, and to deliver assistance to flood victims quickly. — RF, GMA Integrated News

DepEd urged to expedite repairs of classrooms damaged by bad weather

Senator Sherwin Gatchalian on Thursday called on the Department of Education (DepEd) to fast-track the assessments and repairs of classrooms damaged by tropical cyclones Crising, Dante, and Emong, as well as the enhanced Southwest Monsoon or Habagat. Gatchalian, chairperson of the Senate Committee on Basic Education, said that the DepEd should work with the Department of Public Works and Highways (DPWH) and local government units in order to expedite the rehabilitation of affected classrooms. 'Kung mananatiling sira ang ating mga classroom, magpapatuloy ang banta sa kaligtasan ng ating mga mag-aaral at guro,' he said in a statement. (If our classrooms remain damaged, the threat to the safety of our students and teachers will continue.) Based on DepEd's situation report as of Wednesday night, its disaster risk reduction and management service recorded 1,876 classrooms with minor damage, 562 with major damage, and 531 that were totally damaged. Most of the classroom damage was logged in the Cordillera Administrative Region (738), followed by the Ilocos Region (732) and then Central Luzon (227). DepEd said that it had initiated the release of response funds to affected schools to support immediate clearing and clearing operations. Gatchalian also underscored the importance of making classrooms and school buildings climate-resilient 'not just to protect lives, but to break the costly cycle of repair and reconstruction every time disaster strikes.' 'Investing in resilient infrastructure now will save resources, safeguard learning, and ensure continuity in education,' the senator added. —VBL, GMA Integrated News
