Bhubaneswar: The National Conference on Good Governance Practices began Thursday at the Lok Seva Bhawan Convention Centre in Bhubaneswar, marking a significant step toward modernising the country's administrative framework. The two-day national conference, organised jointly by the department of administrative reforms and public grievances (DARPG) under the ministry of personnel, public grievances and pensions and the state govt, brings together over 400 delegates from across the country. Chief minister Mohan Charan Majhi and Union minister of state for personnel, public grievances and pensions, Jitendra Singh, inaugurated the conference, emphasising the importance of technology-enabled governance and regional collaboration. During his address, Majhi showcased Odisha's achievements in administrative reforms, particularly highlighting the state's transition to paperless operations and digital grievance management. "Odisha is proud to contribute not just as a host but as an active partner in India's journey towards responsive and transparent governance," Majhi said. The chief minister detailed successful initiatives, such as the Odisha Secretariat Workflow Automation System and the 'Work Passbook', presenting them as models for enhanced governmental efficiency and transparency. He emphasised the need to evolve from traditional bureaucratic systems to more responsive and data-driven approaches focused on outcomes. Singh underscored the significance of regional cooperation in governance reform. "Good governance means turning every challenge into an opportunity," Singh said, adding that conducting conferences like this across different states ensures governance models remain both locally relevant and nationally unified. The inaugural session was also attended by Surendra Kumar, the additional chief secretary of general administration and public grievance department, and DARPG's additional secretary, Puneet Yadav. The event saw the participation of ministers, senior bureaucrats and high-ranking officials from various states. A govt statement read that the conference aligns with Prime Minister Narendra Modi's vision of a Viksit Bharat by 2047, serving as a platform for sharing best practices, innovations and policy insights. Through collaborative discussions and knowledge exchange, the event aims to strengthen governance frameworks nationwide, marking a crucial step toward administrative excellence in India.

1 2 Gumla: Two of Jharkhand's development models will be showcased for replication in other parts of the country during a two-day conference in Bhubaneshwar, the Union govt has said. The Centre's department of administrative reforms and public grievances (DARPG) will organise the conference on July 17 and 18 in collaboration with the Odisha govt. While Gumla district's development model will be showcased at the event titled 'Good Governance Practices', the spotlight will also be on Seraikela-Kharsawan's efforts to transform and develop the district's aspirational block Ghamaria. During the conference, former Gumla deputy commissioner (DC), Karn Satyarthi, who has now transferred as the East Singhbhum DC, has been invited to address the event on the pioneering practices undertaken. At the same time, former Seraikela-Kharsawan DC Ravi Shankar Shukla has also been invited to share the efforts taken by the district administration to transform and develop the Gamharia block. While Gumla was honoured for the holistic development programmes for the district. Ghamaria bagged the prestigious award for the aspirational block programme that contributed to the national dialogue on impactful governance. Speaking about the issue, Satyarthi said, "The presentation from Gumla will emphasise how citizens were placed at the centre of transformative governance, resulting in practices that have since been replicated across several districts in the country. I will showcase the key initiatives we took up, including the Ujjana Bijjana Abhiyan. It was a campaign about promoting community-led sanitation and hygiene awareness. "

1 2 3 4 Aizawl: Mizoram minister for information, communication & technology Vanlalthlana on Wednesday said all the 41 departments in the state secretariat, including the chief minister's office, are now using e-office that has resulted in official files being moved faster and with fewer hassles Addressing a media conference in Aizawl, Vanlalthlana said 6,492 files have been created under the e-office and the files have moved 63,565 times. He said pending files are almost zero. "The state govt was in favour of introducing e-office and steps were taken in this regard since Jan 2024 and Rs 1.99 crore was received from the department of administrative reforms & public grievance (DARPG), Govt of India under the State Collaborative Initiative Scheme (SCI) on Oct 11, 2024," he said. The minister said the department of personnel and administrative reforms (DP&AR) is the nodal department for implementation of the e-office project while the ICT department is implementing the project. The national informatics centre (NIC) designed the software while deployment and hosting have been taken up by RailTel, he said. The minister also revealed that Mizoram's official websites have been subjected to cyberattacks, especially after the India and Pakistan conflict, requiring upgrade and improvement of the ICT infrastructure in the state. "It was decided that from Ctrl-S Data Centre where we used to host our server, we have been shifting to Google Virtual Private Server (VPS) which is regarded as more secure. Due to this exercise, an office circular was issued on June 12 that different govt websites will not be available for sometime due to server upgrade," he said, adding 23 official websites of different departments have become functional again. New Delhi: The total number of e-services provided across states and UTs in the country have touched the of 21,062 mark, with the majority of these services (7,065) falling under the Local Governance and Utility Services sector, according to a report released by the Department of Administrative Reforms and Public Grievances (DARPG) on Thursday. Another 424 new e-services have been added in April by various states and UTs, with Tripura contributing the highest number of additions across all focus sectors, the National e-Governance Service Delivery Assessment (NeSDA) report states. A total of 1,599 out of 2,016 mandatory e-services (56 for each of the 36 states/UTs) are now available online across all 36 states and union territories, achieving a saturation rate of over 79 per were 16 states and UTs that achieved over 90 per cent saturation, while Maharashtra and Uttarakhand achieved 100 per cent saturation. The report highlights Chandigarh's commitment to strengthening public service delivery through the Right to Services (RTS) framework. It also brings attention to ongoing efforts to unify service delivery and ensure real-time transparency for citizens. Comprehensive service delivery portals of Central government ministries/departments, the Goods and Services Tax Portal and National Cyber Crime Reporting Portal have been highlighted as examples of best practices in the report. The Department of Administrative Reforms and Public Grievances (DARPG) formulated the National e-Governance Service Delivery Assessment (NeSDA) Framework in 2019 to assess states and UTs and Central Ministries with regard to the delivery of their e-services as a benchmarking exercise, covering seven sectors. DARPG conducts the NeSDA study biennially. DARPG monitors the progress made in e-service delivery across states/UTs through inputs provided by them on NeSDA Way Forward Dashboard, NeSDA Way Forward monthly reports and regular review meetings with SPoCs from states and UTs. So far, 25 NeSDA Way Forward Monthly Reports and the Annual Report 2023 have been published to monitor the status of e-service delivery across states and UTs.
