The first film to welcome audiences back to the venue on Friday will be the ode to the beauty of the cinemagoing experience, Giuseppe Tornatore's Cinema Paradiso (1988). Filmhouse is set to once again become a hub for film enthusiasts, offering a cutting-edge cinematic experience, a vibrant social space, and a platform for film lovers and filmmakers to engage with the very best in global cinema. Previously a three-screen venue, the new Filmhouse will become a four-screen cinema and soon will be unveiling a fourth screen with a capacity of 24, allowing for an even more expansive programme, as well as being available for private screenings and hires. The cinema's technical capabilities include 70mm, 35mm, 16mm, 8mm, and digital projection. The cinema also includes a Clipster Unit for creating Digital Cinema Packages (DCPs) required for festival and theatrical distribution. PM Modi's visit: 133 platoons of police force to be deployed in Bhubaneswar

BHUBANESWAR: At least 133 platoons of police force will be deployed in the state capital during Prime Minister Narendra Modi's visit to attend the BJP government's first anniversary celebration here on June 20. About 16 DCP rank officers, 33 additional DCPs, 93 ACPs, 100 inspectors and 450 SIs and ASIs will be deputed to maintain law and order. Earlier in the day, chief secretary Manoj Ahuja and DGP YB Khurania went to Janata Maidan, the venue where the event will be organised, to review preparedness for the event. The Special Protection Group also reviewed the security arrangements for Modi's road show and at Janata Maidan. Addressing mediapersons, police commissioner S Dev Datta Singh said adequate personnel of CAPF have also been stationed to ensure that the event passes off smoothly. Out of the total deployment, 25 platoons will be engaged for route lining during the PM's road show, he said. On the day, Commissionerate Police issued a traffic advisory to ensure the citizens do not face any inconvenience during the event. Police said significant traffic congestion is anticipated in and around the city, especially between Biju Patnaik International Airport (BPIA) to Janata Maidan via Capital Hospital Square, AG Square, Power House Square, Shastri Nagar, Behera Sahi, Xavier Square and Nalco Square. As all the lanes and bylanes on the above routes will be closed during the road show, traffic congestion is expected between 3 pm and 6 pm. Meanwhile, authorities said adequate arrangements have been made for dewatering if rains play spoilsport during the celebrations in Janata Maidan. 'Pipes are on standby for dewatering and drainage system has been kept ready in Janata Maidan to ensure there is no waterlogging inside the venue in case the city experiences heavy rains,' said sources. The venue had experienced waterlogging due to heavy rains when Modi had launched Subhadra Yojana on September 17 last year. Meanwhile, IMD said light to moderate rain or thundershower may occur at many places on Friday and Saturday.

The Karnataka government told the High Court on Thursday that over 1,000 police personnel, including the City Police Commissioner, DCPs, and ACPs, were deployed at the M Chinnaswamy Stadium on the day of the stampede, which resulted in 11 deaths. This comes a day after Deputy Chief Minister DK Shivakumar claimed that 5,000 police personnel were present to manage the High Court, earlier in the day, had taken suo motu cognisance of the stampede and issued a notice to the State Government. Appearing before a bench of Acting Chief Justice V Kameshwara Rao and Justice CM Joshi, Advocate General Shashikiran Shetty said, 'We are not taking an adversarial approach. Whatever direction the court gives, we are ready to act.' The Karnataka High Court remarked, "The intent to celebrate has led to a tragedy. We take suo motu cognisance of the same to ascertain the reasons for the tragedy and if the tragedy could have been prevented and steps that need to be taken in the future."The government said water tankers, ambulances, and command and control vehicles were also present, and this was 'far more' than what had been done for previous this, the state said the situation spiralled due to the arrival of over 2.5 lakh people, many of whom believed there would be free entry to the stadium. The stadium has a capacity of 35,000, and usually, only 30,000 tickets are to the state counsel, people started gathering at the venue by noon, and by 3 pm, the area was fully blocked. The crowd included people from outside the state as well. Shetty then presented a map of the stadium showing where the casualties took place: Gate 7 (4 deaths), Gate 6 (3 deaths), and Queens Road (4 deaths).When the bench asked how many gates the stadium has, the state replied that there were 21 gates, all of which were open, and people were seated inside as response to the court's question about a Standard Operating Procedure (SOP) for crowd control, the state said such steps are 'futuristic' and are currently being worked on. Shetty added that Chief Minister Siddaramaiah directed officials to come up with a new SOP, and work on it began the night of the state also told the court RCB and its event managers handled ticketing and crowd management. An FIR has been filed, and notices issued to concerned parties to investigate whether there was any negligence, said court said it would lay down specific aspects on which the next status report must be filed and directed the registry to formally treat the matter as suo motu. BENGALURU: Hebbagodi and Avalahalli police stations from the Bengaluru Rural District Police limits, and Kumbalagodu Police Station from the Ramanagara District Police limits have been included in the Bengaluru city police commissionerate. The decision comes after Dr MA Saleem,DG and IGP, wrote to the Bengaluru City Police Commissioner and Inspector General of Police (Central Range) to give compliance by June 6. 'The above-mentioned three police stations along with the existing staff from police constables to sub-inspectors should be handed over and taken over immediately. The existing staff, from police constables to sub-inspectors will continue to work in the same place on OOD basis from Bengaluru and Ramanagara districts to Bengaluru City Police for one month within which they should be replaced by staff of Bengaluru City Police,' the memo said. Additionally, re-organisation of jurisdiction through inclusion and exclusion of villages to the jurisdiction of Bengaluru City Police and Bengaluru and Ramanagara districts have also been ordered. 'With three police stations being added, Hebbagodi might be included to the South East division, Avalahalli to Whitefield division and Kumbalagodu to the West division. Chief Minister Siddaramaiah had said that the number of divisions will be increased from eight to 11. With three more divisions, the number of police stations will increase and three more IPS officers will be posted as DCPs in the city,' said an officer.

Spaza shop fund under fire: Questions over R500m initiative

Image: Itumeleng English/Independent Newspapers A VIRTUAL briefing by the Department of Small Business Development (DSBD) on the progress of the R500 million Spaza Shop Support Fund descended into chaos last week, with MPs from across the political spectrum lambasting officials for 'lacklustre' responses, unresolved corruption risks, and a controversial 'middlemen' supply model that critics warned could hijack the initiative. The Fund, launched to bolster South African-owned spaza shops in townships and rural areas with stock, infrastructure upgrades, and training, was under intense scrutiny. Only 3 000 to 5 000 applications have been received — a fraction of the estimated 200 000 spaza shops nationwide — raising concerns about exclusion, bureaucratic hurdles, and whether foreign-owned shops were being sidelined. The most explosive revelations centred around the Fund's reliance on three unnamed Delivery Channel Partners (DCPs), private wholesalers tasked with supplying spaza shops. Opposition MPs accused the state of creating a 'monopoly' for connected insiders. 'Why are these DCPs not listed in the presentation? Who are they? What are their markups? This is a middlemen scheme!' charged the DA's Nico Pienaar, demanding the Gazette records detailing their selection. FF+'s Henk van den Berg echoed concerns: 'Do spaza shops have to buy from these DCPs? Who pays them, the Fund or the shop owners?' DSBD Deputy Director-General Qinisile Delwa sidestepped specifics, stating only that DCPs were 'vital intermediaries'. Lwandiso Makupula from the Small Enterprise Development and Finance Agency (Sefda) later admitted that 58% of spaza shops are Somali-owned and 25% Ethiopian-owned, leaving just 8% eligible for the Fund. But MPs were unmoved. 'This is a recipe for fronting. Cartels will use locals as fronts to access funds,' warned the ANC's Peter Mabilo. Pienaar slammed the Fund's 'reckless' exemption of spaza shops from immediate Companies and Intellectual Property Commission (CIPC) and tax registration, calling it a 'free pass for abuse'. 'We're bleeding taxpayers, yet here's a state fund allowing six months' grace before registration. This is anti-formalisation and anti-growth,' he said. DSBD offered no justification, deepening suspicions of lax oversight. With Gauteng dominating applications, rural provinces risk being left behind. 'Your roadshows are failing. Rural spaza shops are lifelines, why aren't they prioritised?' asked chairperson Sonja Boshoff (DA). The ANC's Moses Modise blasted the DSBD's 'pathetic' outreach: 'Where are the community radio ads? The local newspaper campaigns?' Municipal licensing emerged as another crisis point. Many townships lacked digital systems, leaving spaza shops in limbo. 'Some municipalities don't even have licensing capacity. Is DSBD engaging the South African Local Government Association (Salga)?' Boshoff pressed. Delwa conceded that only the Northern Cape was piloting e-licensing, while KwaZulu-Natal and the Western Cape lead. Despite Makupula's assurance that 'misused grants convert to loans', MPs remained sceptical. 'Where are the anti-corruption measures? Who monitors officials?' Boshoff asked. The MK Party's Sarah Mokoena highlighted registration chaos: 'The online system crashes constantly. Shop owners think they're registered when they're not.'
