PNP: 12K personnel to be deployed for SONA

The Philippine National Police (PNP) on Monday said that around 12,000 personnel will be deployed for the fourth State of the Nation Address (SONA) of President Ferdinand 'Bongbong' Marcos Jr. on July 28. 'Around 12,000 personnel are being deployed at iba pang law enforcement agencies and civilian support units para sa activity na ito sa House of Representatives,' PNP chief Police General Nicolas Torre III said in a briefing. Torre said that the PNP will deploy an advance team on July 26 while full deployment will take place on July 27 until the early hours of July 28. He clarified that no threats have been monitored so far. 'Wala tayong namo-monitor na threat. Natural lang 'yang mga usual na intelligence estimate natin. Normal naman, usual lang. Ang pinaka threat natin ngayon weather. Hopefully mag clear up ang weather so mas maganda ang ating deployment,' he said. (We are not monitoring any threat. Those are just our usual intelligence estimates. It's normal, just the usual. Our main threat right now is the weather. Hopefully, the weather clears up so our deployment will be better.) Meanwhile, Torre said that the PNP will consult the Department of the Interior and Local Government regarding a gun ban. When asked if the burning of effigies will be allowed during SONA, Torre said the PNP will play it by ear, but expressed hope that this will not take place.?? 'Pero sana 'wag naman dahil at the end of the day kasi freedom of expression nga, eh alam naman ng mga tao na 'yan na according to the environmental law ay bawal ho 'yan. In just two months, authorities arrested a third person for allegedly selling a chainsaw illegally online, this time, a 65-year-old woman in Kidapawan City. The woman was arrested during an entrapment operation. Personnel of the PNP Anti-Cybercrime Unit-12 and the Department of Environment and Natural Resources-SOCCSKSARGEN (DENR-12) arrested the suspect after she allegedly offered a 36-inch chainsaw for sale on Facebook without proper permits. Authorities seized the chainsaw and a mobile phone allegedly used in the transaction. DENR-12 said the operation was conducted after online monitoring and surveillance. Meanwhile, the PNP Anti-Cybercrime Group reported that a 46-year-old man was also arrested for the alleged online sale of a chainsaw without permits in Agusan del Norte. 'We remind the public that the sale and use of regulated tools like chainsaws require proper authorization. Unauthorized online selling of such equipment violates the law and poses risks to our environment. The PNP ACG remains firm in enforcing regulations to protect both public safety and natural resources,' PNP Anti-Cybercrime Group Acting Director, Brigadier General Bernard Yang, said. The two suspects are facing charges for violation of the Chain Saw Act (RA 9175) and Cybercrime Prevention Act (RA 10175). In May 2025, a 28-year-old man was arrested in an entrapment operation for allegedly selling a chainsaw online illegally in Alabel, Sarangani. Authorities said the suspect was selling the chainsaw for P15,000 on social media. The suspect did not have a permit that authorized him to sell the regulated equipment. The suspect claimed he was unaware that selling a chainsaw requires a permit from the Department of Environment and Natural Resources (DENR). According to the Department of Trade and Industry (DTI), selling a chainsaw requires both business registration and a special permit from DENR.

Reticulated python turned over to DENR Bicol

A concerned resident in Legazpi City, Albay turned over a juvenile reticulated python or "sawa" to the Department of Environment and Natural Resources (DENR) Bicol. According to DENR Bicol, Rey Vincent A. Agustin from Barangay Arimbay brought the snake to the DENR Regional Office in Barangay Rawis, Legazpi City on July 3, 2025. He said it was for the safety of both the animal and the community. Personnel from DENR's Conservation and Development Division (CDD) and Enforcement Division (ED), led by Assistant Regional Director for Technical Services Atty. Ronnel C. Sopsop, received the python. After a quick health check, they released it within the Mount Mayon Natural Park. The reticulated python (Malayopython reticulatus) is classified as 'Other Threatened Species' under DENR Administrative Order No. 2019-09. DENR said this means that while it is not yet considered vulnerable, it is at risk due to threats like over-collection. All wildlife in the country are protected under Republic Act No. 9147 or the 'Wildlife Resources Conservation and Protection Act.' DENR Bicol Regional Executive Director Francisco E. Milla Jr. encouraged the public to help protect native wildlife. 'I-report po natin agad sa DENR kung may makita tayong wildlife, buhay man o sugatan. Sama-sama tayong magbantay para sa ating kalikasan,' Milla announced.

DENR to submit 'accurate, science-based' info to SC on Samal-Davao connector bridge

The Department of Environment and Natural Resources (DENR) said it will submit "complete and science-based information" to the Supreme Court after it issued a writ of kalikasan in connection with the Samal Island–Davao City Connector (SIDC) bridge project. 'In compliance with the Supreme Court's directive, the DENR will submit a verified return within ten (10) calendar days from receipt of the Order. This non-extendible submission will contain accurate, complete, and science-based information necessary to assist the Court in its deliberation,' said DENR Region XI in a statement. The regional DENR office is one of the respondents in an earlier petition seeking the immediate issuance of a temporary environmental protection order against the SIDC Project, arguing that this will result in irreversible damage to the coral reefs in Paradise Reef and the Hizon Marine Protected Area. The petitioners also sought a writ of kalikasan for the respondents to permanently cease and desist from the construction. A writ of kalikasan is a legal remedy under Philippine jurisprudence that protects a person's constitutional right to a balanced and healthy ecology. But the SC clarified that it is not directing the government to stop the project's construction. DENR Region XI, meanwhile, assured the public that all projects under its jurisdiction comply fully with the Environmental Impact Statement System and other applicable legal requirements. 'We are fully prepared to cooperate with the judicial proceedings and will provide all relevant technical documents, environmental assessments, and compliance records as may be required. The DENR remains an evidence-based institution committed to promoting development that is both sustainable and environmentally responsible,' it said. The toll-free, four-lane SIDC spans 4.76 kilometers and will link Davao City at the R. Castillo–Daang Maharlika Junction to the Samal Circumferential Road. The Department of Public Works and Highways (DPWH) earlier said that the bridge project is at 38% progress rate. The SIDC is being funded through Official Development Assistance from China. Coca-Cola Foundation Philippines Strengthens Water Access in Tingloy Island in Partnership with DENR and PBSP

Coca-Cola Foundation Philippines Inc. (CCFPI) continues to strengthen its commitment to help address water access and waste management in the country. It signed a Memorandum of Agreement on May 20, 2025 to formally launch the Flowing Opportunities: Clean Water, Healthy Ocean, and Entrepreneurship Project, aimed at providing clean water and supporting sustainable livelihoods for the island communities in Tingloy, Batangas. With a 5-year grant from CCFPI, Philippine Business for Social Progress (PBSP) and the Department of Environment and Natural Resources (DENR) will work together as key partners in technical support, implementation, and community engagement. A multi-sector approach to improving water access Tingloy is a remote municipality in Batangas that has long struggled with limited access to clean drinking water. The Flowing Opportunities project will establish two climate-resilient water refilling stations (WRS) in two barangays — Sto. Tomas and San Jose — each tailored to address the unique water challenges of the areas. In Brgy. Sto. Tomas, a solar-powered groundwater treatment facility will treat the area's groundwater supply. Meanwhile, the project will provide Brgy. San Jose with a solar-powered desalination system to convert its high saline water sources into potable water. These systems aim to address the long-standing water scarcity in Tingloy. The idea for the Flowing Opportunities project was conceived during a 2024 learning session hosted by PBSP's Water Alliance and CCFPI. During the event, DENR Undersecretary David noted the role of the private sector to help bring solar-powered water filtration to around 100 island communities as sustainable, community-run enterprises. He emphasized the need for community-led water enterprises that would sell treated water, ensuring both access and long-term sustainability of the systems. CCFPI joined forces with PBSP and DENR to develop a solution that is now underway in Tingloy, bringing safe water access and livelihood opportunities to its underserved communities. 'This initiative exemplifies our shared goal of providing more sustainable water solutions through collaborative effort. By working together, we can make a difference and improve the lives of these communities,' Del Rosario added. Sustaining the flow A key aspect of the Flowing Opportunities project is to build local capacity through the creation of a dedicated water association with an entrepreneurial mindset. PBSP and its partners will work with barangay local government units (BLGUs) to identify suitable people's organizations (POs) to manage the WRS. These POs will be formalized into Water Associations and trained to operate and maintain the system, ensuring its long-term sustainability and empowering the community to become self-sufficient. Beyond access to water, the initiative also supports sustainable solid waste management. Each barangay will be equipped with a materials recovery facility (MRF) or plastic bottle exchange storage. In partnership with Pure Ocean, these structures will serve as hubs for a 'palit-tubig' system, allowing residents to exchange plastic bottles for water to promote recycling and environmental awareness. The total project duration is 65 months, with continuous monitoring and progress reports to be submitted to CCFPI, DENR, and the LGU. This initiative reinforces CCFPI's commitment to water security and community empowerment, and supports The Coca-Cola Company's broader sustainability agenda on water stewardship, waste reduction, and community resilience.
