MIRI (June 30): The Department of Irrigation and Drainage Malaysia (DID) was called to Kampung Bungai to monitor the coastal embankment area following the recent collapse of a house after it was hit by waves. Deputy Minister of Women, Childhood and Community Wellbeing Development Datuk Rosey Yunus said the urgency was due to the many houses there that were at risk. 'DID must monitor and take the necessary actions to protect the residents. A sea wall needs to be built, because one house has already collapsed here in Kampung Bungai. 'So, I don't want to just hear about tender (process). What I want to see is actual implementation,' she said during a working visit to the collapsed house site last Saturday. Meanwhile, she said the Miri Welfare Department had been informed to come and assess the needs of the victim, and that necessary assistance would be channelled to them through the department. Following the incident, the houseowner, fisherman Bihie Ismail, 72, is temporarily staying with his children who live nearby. The collapsed house was said to be part of the Ministry of Agriculture and Food Security's Fishermen's Special Housing Project (New Construction) 2024 programme, and the implementing agency was the Malaysian Fisheries Development Authority.

Work is scheduled for completion before the northeast monsoon later this year. The nine sites are Kampung Kenangan, Kampung Tengah, Kampung Kuala Sungai Baru, Kampung Bukit Lancong, Kampung Batu 14, Kampung Seri Aman Bestari, Kampung Seri Puchong, Seri Serdang, and at the IOI Mall stretch along the Damansara-Puchong Highway (LDP). Subang Jaya mayor Datuk Amirul Azizan Abd Rahim said RM2.15mil had been allocated from the city's Infrastructure Services Fund for the works. 'These are critical areas where we want to act fast,' he said after chairing the Subang Jaya City Council (MBSJ) full board meeting at its headquarters. The state government, he said, had given approval for MBSJ and the Drainage and Irrigation Department (DID) to proceed with flood mitigation works. 'We will coordinate closely to ensure work is carried out simultaneously, so that there are no delays or overlaps.' Amirul said MBSJ and DID had each submitted their list of projects to Selangor Economic Action Council (MTES), which approved the initiative during a meeting earlier in the day. 'DID has 18 projects while MBSJ has nine. 'These short-term measures are meant to reduce the flood risk while we await long-term infrastructure projects being planned by DID,' he said. He added that a major new drainage system was also being proposed around IOI Mall in Puchong, to be implemented by DID under its long-term plan. After the full board meeting, Amirul told reporters that a strata unit owner from Subang Perdana Goodyear Court 6 in USJ8 was fined RM800 by Subang Jaya Magistrate's Court for failing to comply with a Strata Management Tribunal order. The tribunal had ordered the owner to provide access for the management body to carry out repair works and to reimburse RM500 in costs within a stipulated period, he said. 'Owners who disregard tribunal awards undermine the integrity of the shared management system and burden others in the community,' he added. On dengue, Amirul said cases in MBSJ areas dropped by 64.81% as of epidemiological week 25 this year. A total of 1,866 positive cases were reported compared to 5,303 during the same period in 2024. The four active dengue hotspots are PJS9/1 (Lagoon Perdana and shoplots), PJS11/26 (Sun-U Resident), Blocks H-K of Taman Puchong Perdana 4 flats and Blocks A-G of Mawar Jaya apartments in Kota Perdana KP4. Taman Sri Puchong and Taman Equine (Jalan Putra Permai 9), Amirul said, remained listed as uncontrolled outbreak areas.

JOHOR BARU: Many of the 222 delayed projects in the state are mostly due to technical issues which are under the purview of two government agencies with the necessary expertise, says a Johor state executive councillor. Johor works, transportation, infrastructure and communications committee chairman Mohamad Fazli Mohamad Salleh (pic) said that all the projects were under 14 ministries but only two agencies, namely the Works Ministry and Department of Irrigation and Drainage (DID) had the technical know-how. He noted that all the projects were registered under the MyProject system. However, he said some of these projects had yet to be updated, which led to some confusion. 'Also, six projects have been removed from the MyProject system recently due to reclassification, scope and cost changes,' he told reporters yesterday. Mohamad Fazli said that 127 of the projects were under his portfolio, with most of them involving the construction of schools, clinics and infrastructure projects. He was asked to comment on Johor Mentri Besar Datuk Onn Hafiz Ghazi's recent statement that more than 200 projects in Johor valued at RM10.8bil and approved under the 11th Malaysia Plan nearly a decade ago had yet to be implemented. Onn Hafiz said these projects were approved in 2016, but have since stalled despite funds already being allocated. Mohamad Fazli explained that he had met with the ministries to discuss reasons for the delay, adding that the state government was ready to provide assistance, especially on land and utility issues. Several projects, including school construction under the Education Ministry, have been delegated to the Works Ministry to manage matters related to land and technical requirements. 'If any issues arise during the process, the project will be put on hold until the respective ministry resolves them,' he said. He said each project would involve several stages namely finalising the scope and design, procurement process and construction phase. Several other projects are at the stage of providing the acceptance letter after procurement. Citing an example, Mohamad Fazli said the project to merge two halls for bus clearance at the Sultan Abu Bakar Complex (KSAB) was initiated in 2021. This comes under the Home Ministry. 'There are two independent halls there and presently we use only one hall and open up the other hall during congestion. 'So we planned to merge the two halls, but the project was delayed due to the scope of work,' he said, explaining that it involved detailed coordination related to design specifications, building size and facility requirements.

KUALA LUMPUR: A total of 220 projects have been approved under the Land Use Optimisation Programme in collaboration with state governments nationwide last year and this year, as of May 30. The Agriculture and Food Security Ministry said the projects encompass crop cultivation, livestock, fisheries, agro-tourism, and capacity-building for farmers, planters, fishermen and breeders. ALSO READ: Malaysia's food security at risk "Through Budget 2025, the Federal Government has allocated RM300mil to execute various agricultural development initiatives in partnership with state governments. "This programme includes improving, upgrading and carrying out agricultural activities on land which is under the joint jurisdiction of state governments and the ministry,' it said in a statement on Friday (June 20). The matter was announced at the first meeting of the Agriculture and Food Security Minister with state agriculture executive councillors for this year in Putrajaya on Thursday (June 19). The meeting also discussed a proposal for the official handover of 51 National Satellite Farm complexes built by the Veterinary Services Department using federal funds on state-owned land in Negri Sembilan, Johor and Perak. "The meeting agreed that the handover would resolve issues of unclear asset ownership and enable state governments to manage and maintain the assets more systematically, ensuring the continuity of livestock operations and optimal use of existing infrastructure,' the statement read. Meanwhile, on the role of state executive councillors addressing "grey areas" in rice bowl zones, one of the proposals raised was to transfer assets with unclear ownership to the state or district Irrigation and Drainage Department (DID), to ensure more efficient and effective padi field irrigation management. "This effort is expected to resolve overlapping responsibilities between the Integrated Agriculture Development Area and DID, thereby streamlining infrastructure management and boosting national padi production,' the statement added. ALSO READ: Ensuring food security in face of climate change Meanwhile, state governments are encouraged to leverage data from the 2024 Interim Agricultural Census and the Integrated Agricultural Statistics System (TaniStats) to formulate more focused and high-impact policies, strategies and development plans for the agri-food sector at the state level, it said. "The meeting also noted the urgent need for strategic action to address cross-border livestock smuggling along the Malaysia-Thailand border, to safeguard the sector from disease threats and ensure its continued competitiveness,' the statement read. The meeting was a platform for policy coordination, information sharing and aligning commitments between the Federal and state governments to drive a more integrated agri-food development agenda. – Bernama

MIRI (June 10): The Miri River Flood Mitigation Plan Phase 2, to be tendered by the end of this year, will benefit over 100,000 households in low-lying and flood-prone areas here, said Transport Minister Dato Sri Lee Kim Shin. Lee, who is also minister-in-charge of the Divisional Disaster Management Committee, said the RM50 million project has completed its design stage, and the Department of Irrigation and Drainage (DID) has submitted it for siting approval. 'Once the siting approval is obtained, DID will call for tender. Hopefully, by the end of the year, the tender can be awarded. We hope that the project can be completed within 24 months,' he told reporters after being briefed on the project by DID divisional engineer Daniel Chen here yesterday. Lee noted that Phase 2 of the project covers the Sungai Dalam catchment area, which includes Pujut Tanjong Batu, Sungai Dalam, Canada Hill, Miri Hospital, Taman Lopeng Jaya, Riam Institute of Technology, Chung San School, Miri Airport, Taman Tunku, SMK Taman Tunku and Kampung Lusut. It also encompasses the Assar Commercial Centre at Jalan Bypass Miri, Eastwood Valley Golf Club, Melia Residence and Richmond Park. 'The project primarily aims to address the issue of flooding in these areas. Taman Tunku, for instance, experienced flash floods in 2011, 2014, 2017 and 2019. Meanwhile, Pujut Tanjong Batu was hit by floods in 2014, 2018, 2019, 2021 and most recently in 2025,' said Lee. He added that during the earlier briefing, he had told DID that construction should begin in the most severely affected areas, and Riam, Pujut Padang Kerbau, Canada Hill and Taman Lopeng Baru have been identified as the main priority zones. 'This project will benefit over 100,000 households. We also hope it will at least minimise the risk of recurrent flooding in these flood-prone areas.' On a related matter, Lee said he had also requested DID to pay special attention to new development areas, ensuring that any drainage systems implemented are able to accommodate future growth. He noted that some of the current flooding problems stemmed from undersized drainage systems that were approved 10 or 20 years ago, prior to the development of surrounding areas. 'That is why the new plan includes the upgrading and resizing of existing drainage systems,' he said. Also present were Miri City Council councillors.
