How the Data Team measured heat stress in Chennai

Your experience of a 36°C day may not be the same as everyone's. We at The Hindu Data Team have explored this concept in our latest interactive story titled: 'Taking on the heat.' The story covers the day-to-day experiences of four working class individuals across Chennai, with varying levels of exposure to direct sunlight. It details the respondents' heat management mechanisms and potential help they could receive for the same from the State. Where our stories generally explore sociology, policy, and more via numbers, our approach for this story differed, as we combined originally sourced data, reportage, and interactive graphics. The idea gained momentum when Dr. Srinivasan Ramani, deputy national editor at The Hindu, found inspiration in The New York Times' article 'Who Gets to Breathe Clean Air in New Delhi?' He noticed that they had taken recourse to a Raspberry-Pi Device along with air pollution monitors to build an interactive story, earlier in this decade, on differential impact of air pollution on two children from different class segments in New Delhi. Knowing that Arduino-based devices cost much lower than a Raspberry-Pi mini-computer, Dr. Ramani along with hardware engineer Mr. Sanjeevi Maran procured and built this device for measuring heat stress in Chennai. We scoured hobbyist/electronics sales' websites to buy the components for the device -- an Arduino Nano micro-controller, a DH22-temperature and humidity sensor, a data recorder/logger module, SD Card to store the data and batteries, all of which were to be fitted in a DIN case -- all of which cost us less than Rs 2,000 per device. We asked our respondents to keep the devices on for 24 hours from 9 AM on June 9 to 9 AM on June 10. Once this data was collected, the Data team sifted through the datasets procured from the SD cards and calculated the respondents' heat index. The goal was to determine how much heat stress one is suffering, not just the air temperature. Using this data, we gauged which parts of the day brought the most discomfort to our respondent. We spoke to them about their routines, which parts of the day were particularly unbearable and tried to understand the specificities of their experiences. Our photographers made sure to capture this visually. With the guidance of our Deputy Science Editor, Vasudevan Mukunth, we also consulted various experts on the subject of heat stress; its impact on the body, what amplifies it, how it can be reduced, and what is and is not being done about it. Our principal correspondent, Vignesh Radhakrishnan, and our editorial coder, Areena Arora, concocted how to best put forth the subtle distinctions in their day-to-day lives. We felt that loading the story with heat stress data on readers wouldn't have delivered the true impact of working in 60°C plus temperatures and we risked it reading like a scientific story. At the core of this project, while there is rich data collection and analysis, is a human, sociological aspect. Using intentional elements like a moving time counter, illustrated images and showing both real and heat index temperature really brought home the point - some professionals are exposed to dangerously high heat levels. We collaborated with our National Design Editor, Kannan Sundar, for art direction and our Chief Illustrator, Soumyadip Sinha who brought our respondents' stories to life through his illustrations. The correct tablets are white or off-white and octagonal. If your bottle contains any round tablets, which are not the correct shape, or if you're unsure, return the bottle to your pharmacy for a replacement. If you are unable to get a replacement immediately, continue to take your medication as directed, but do not take the round tablets as these are the wrong medication. Contact your health care professional if you are dizzy, have unusually low blood pressure or slow heartbeats. If you are unable to access a health care professional and you are experiencing these symptoms, call 911. Affected products Issue Nora Pharma is recalling one lot of NRA-Amlodipine 5 mg tablets because some bottles may contain the wrong tablets, which have been identified as metoprolol succinate prolonged–release 12.5 mg tablets. NRA-Amlodipine treats high blood pressure and chest pain in adults and children aged 6 to 17. The tablets are white or off-white, octagonal, flat, and scored in the middle with '210' and '5' on one side. The metoprolol succinate prolonged-release 12.5 mg tablets are white, round and scored in the middle. While metoprolol is also used to treat high blood pressure and chest pain, substituting amlodipine (5 mg) with metoprolol (12.5 mg) can lead to serious side effects such as dangerous blood pressure changes (especially dangerously low drops), difficulty breathing, or an abnormally slow heart rate. Patients with other conditions (especially heart failure, asthma, severe peripheral arterial disease, pheochromocytoma, or diabetes) and those taking other medications could experience different side effects with varying levels of severity. Children taking the wrong medication may face a higher risk of serious side effects and potential harm. Health Canada is monitoring the company's recall and investigation, including its implementation of corrective and preventive actions to stop this issue from reoccurring. What did CA post on X about the current Income Tax Scrutiny process? Can you actually see the final order before it is issued? What is Income Tax Scrutiny? The Income Tax Department recently highlighted a Chartered Accountant 's post on X regarding the working of the current income tax scrutiny process. The Income Tax Department stated that the post by the CA highlights the transparency and accountability measures in place, such as selection of only a minuscule percentage of cases for scrutiny, DIN-based verifiable notices, the faceless assessment system, ample opportunity for taxpayers to present their cases, and taxpayer safeguards in the form of High-Pitched Assessment Committees to the post on X, Pradeep Goyal, a chartered accountant, said the following:Scrutiny is conducted every year for very small % of total returns filed. Notices are issued under DIN so no scope of sending fake notices in order to blackmail you. Check the authenticity of the notice using DIN at the are two types of selection- CASS & Compulsory (limited or full).Most of the cases are under limited scrutiny wherein officers limit herself to those specific is conducted in a totally faceless manner and no scope of bribe and harassment. You will get ample opportunities to reply. Upon receipt of the show cause notice or draft assessment order, the assessee (or their authorised representative) may also request a personal hearing, including the option to make oral submissions through video conferencing before the designated income-tax authority or unit.'Adding further, he said, 'Failure to grant such an opportunity for personal hearing, particularly when requested, may amount to a violation of the principles of natural justice and could render the assessment order susceptible to legal challenge. However, in practice, it is often observed that Assessing Officers (AOs), having already formed a predetermined view at the stage of the draft order or show cause notice, proceed to finalise the assessment without adequately considering the assessee's objections. This undermines the very objective of the provision and compels the assessee to seek appellate recourse against such final assessment orders.''This trend is contributing to a substantial buildup of cases before the Commissioner of Income-tax (Appeals), further straining the already burdened appellate machinery. With significant delays in the disposal of appeals at the CIT(A) level, genuine taxpayers are often left waiting for years to obtain relief. Further, a primary procedural concern arises from the timing of these notices. In many instances, show cause notices and draft orders are issued toward the end of the limitation period for completing the assessment, thereby leaving insufficient time for meaningful engagement by both the AO and the assessee. This last-minute approach compromises the quality of the assessment and defeats the intended objective of a fair, participative, and transparent process,' the CA he said, 'There is a pressing need to institutionalise timely and continuous communication between the Department and the assessee throughout the assessment cycle, rather than deferring critical interactions to the final days before the time bar.'The Income Tax Department issues notices under Section 143(2) to the taxpayer when his/her income tax return is selected for scrutiny assessment. The income tax notice can also be issued under Section 143(3) for a detailed assessment or detailed assessment is carried out to confirm the correctness and genuineness of various claims, deductions, etc., made by the taxpayer in income tax return.
