Govt mandates vehicle owners to updatecontact details within 3 month
Patna: The state govt has made it mandatory for all vehicle owners in Bihar to update their cellphone number and address in the database of their vehicles within the next three months. Failure to do so will deny the vehicle owners the right to renew pollution certificate, registration certificate (RC) and driving licence (DL) of their vehicles, said additional director general of police (traffic), Sudhanshu Kumar, at a press conference in Patna on Tuesday. The ADG said the e-challan system approved by the Centre has also been implemented in Bihar. "The standard operating procedure (SOP) has been prepared for this. The campaign of updating the database will be run for everyone once a year, keeping in view the possibility of frequent changes of cellphone number and address," he said. It will be mandatory to pay the issued e-challan within 90 days. "If this is not done, the competent officer will electronically suspend the DL and RC after sending an alert notice to the vehicle owner 15 days in advance, he said. The ADG said the challan has to be settled within the stipulated period. He, however, clarified that only challans with stamping of time, place and date will be valid. "Challans made by taking photos from cellphones can be challenged before the competent officer," he said. "Challans will also be issued from body-worn cameras soon," he said. Under the SOP, a dashboard will be created at the state and district level to monitor the e-challan. "If one is dissatisfied with the e-challan, the vehicle owner will be able to challenge it before the designated grievance redressal authority within 30 days. In the event of retaining the notice or reducing the challan amount, it will be mandatory to pay within 15 days," he said and added that the vehicle owners will be informed about e-challan through SMS, WhatsApp and e-mail within three days and physically within 15 days.

NEW DELHI: The road transport ministry has proposed doubling of penalty for traffic rule violation by people driving with children, a move that will ensure safety and responsibility. Tired of too many ads? go ad free now It has also proposed a "merit and demerit (positive and negative) point system" for all drivers based on their compliance with or violation of traffic rules. The changes have been proposed as part of amendments to the Motor Vehicles Act, and these have been circulated among ministries for their feedback, TOI has learnt. Sources said the proposal of doubling penalty for traffic rule violation has been made considering rampant non-compliance of norms by parents and family members driving with children and by buses owned or hired by schools to transport students. The higher penalty is aimed at making both drivers and vehicle owners responsible. However, a section of road safety experts feel that any addition to the list of offences may end up only as a "better" legislative exercise and another avenue for corruption, if not implemented objectively. "Even now traffic cops catch and penalise drivers only for half a dozen offences such as speeding, drunk driving, jumping red signal, using phone and not wearing seatbelt or helmet, while the MV law covers over 100 offences. How will cameras installed identify if a juvenile is sitting in the rear seat of a car and will police personnel stop vehicles and check the age of people sitting inside? While framing laws and policies we don't think of India but Delhi, Mumbai, Chennai and big cities," an expert said. As far as the proposal of "merit and demerit" points system for drivers is concerned, govt will set a threshold for demerit points and any driver accumulating negative marks beyond that will face the risk of suspension and cancellation of his/her driving licence. The ministry has also proposed to link insurance premium to behaviour of drivers, which will be reflected through positive and negative points. Sources said the proposed amendments include mandatory driving test for DL holders applying for renewal before expiry of licence, if they have violated traffic rules.

Seasoned Indian steeplechaser Avinash Sable sustained a minor injury due to a nasty fall during the Monaco Diamond League two days back, but he will be all right in quick time, his long-time coach Amrish Kumar said on Sunday. Asian Games champion and national record holder Sable failed to finish the men's 3000m steeplechase event on Friday as he fell during the water jump early in the race. He was seen clutching his lower thigh area just at the back of the knee as he left the race. 'Sable has suffered a minor injury around the knee. He will take rest and he should be all right in one or two weeks at the maximum. It is not much to worry about,' Amrish, who is with the Army Sports Institute in Pune, told PTI. 'He (Sable) was trying to protect the runner ahead of him and who just jumped over the water barrier. While doing that, he himself fell, this kind of things happen in a race,' he added. The athlete ahead of him lost balance and went down, causing Sable to stumble as well. It was Amrish who spotted Sable after he joined the Indian Army in 2012. Amrish made Sable shift to steeplechase from cross country run in 2017 and nurtured him into a top athlete.. The last DL meeting which has men's 3000m steeplechase in the roster is in Brussels on August 22. On Friday, the sports ministry has approved Sable's training in Colorado Springs, USA, from July 15 to September 3 to prepare for the World Championships (September 13-21) in Tokyo, for which he has already qualified.
