Cop fined Rs 16k for riding with wife seated on fuel tank, recording reel
Cuttack: In response to two incidents of dangerous bike riding that have gone viral on social media, Cuttack district collector Dattatraya Bhausaheb Shinde has initiated a probe and directed immediate legal action against the violators. The regional transport officer (RTO), Cuttack, imposed a fine of Rs 16,000 on a police officer, who was filmed riding a motorcycle with his wife seated precariously on the fuel tank, both without helmets. The couple was apparently recording a reel while navigating a busy road, endangering themselves and others. The video, which has been widely circulated on social media platforms, has drawn sharp criticism for their reckless behaviour and blatant disregard for traffic rules. In a separate video, a young woman was seen riding a motorcycle without a helmet on the Angul-Cuttack route, performing stunts amid the traffic. The clip too gained significant traction on social media, sparking condemnation. Reacting to public outcry and social media appeals, Shinde said, "I have ordered an inquiry and asked the RTO to immediately take action against the errant riders. Rajesh Behera, a commuter from CDA, said, "Roads are already unsafe with increasing traffic. When people, especially police officers, start making reels while riding, it sends the wrong message. Strict action is the only way to stop this trend." Lalmohan Sethi, additional commissioner of the State Transport Authority (STA), said the RTO has been informed to take immediate action. "This kind of reckless riding, whether by civilians or govt officials, is a serious violation of the Motor Vehicles Act. We are verifying the details, and action will be taken, including suspension of licence and penalties under relevant sections," he said. Sethi also highlighted ongoing efforts to promote road safety. "We have organised several awareness camps across the state to prevent such life-threatening illegal acts," he said.

No ICCs, no salary to staff: Cuttack administration tells HEIs
BHUBANESWAR: The Cuttack administration has decided to stop the salaries of all employees of colleges and higher secondary schools in the district till they submit the mandatory compliance reports on constitution of internal complaints committees (ICCs) under the POSH Act in their institutions. Principals of the colleges will also face suspension if they fail to ensure that the directive is followed. District collector Dattatraya Bhausaheb Shinde said the higher educational institutions have to ensure strict compliance of the government directive on ICCs and no delay will be tolerated in this regard. Following the self-immolation incident on the FM Autonomous College campus in Balasore on July 12, the Higher Education department had on July 15 directed all colleges and universities in the state to submit compliance reports on ICCs under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, or the POSH Act, within 24 hours. The institutions were also directed to publicly display the names and contact details of ICC members for students' awareness. Subsequently, the Cuttack administration had asked for the compliance reports from principals of aided, non-aided government degree colleges and higher secondary schools and also sought details on complaints of sexual harassment made by students of the institutions so far. However, till July 21, no institution except Mahanga Women's College had submitted the report or case details following which the collector directed the additional district magistrate (ADM) and sub-collectors to withhold salaries of employees of defaulting institutions. 'Appropriate action may be taken against the head of defaulting institutions by withholding the salary of the entire establishment of the defaulting offices,' the collector's directive read. In addition, college principals were warned of suspension if complete ICC reports were not submitted within 24 hours. ADM Shibo Toppo said they have written to the heads of the institutions for the second time since July 15 seeking the ICC constitution reports, case details and action taken on such cases. There are 70 degree colleges and 131 higher secondary schools in Cuttack district. Following the warning, Cuttack City College submitted its report to the administration. There are close to 1,057 degree colleges and 17 universities in the state and till last week, nearly 500 of them had submitted the ICC compliance reports.

Hold back salaries in colleges that don't file Internal Complaint Committee reports: Cuttack collector
Bhubaneswar: Cuttack collector Dattatraya Bhausaheb Shinde has ordered over 100 colleges in the district to suspend disbursement of salaries to their employees for failure to submit reports of the Internal Complaint Committee (ICC) set up under the Prevention of Sexual Harassment Act. Cuttack collector Dattatraya Bhausaheb Shinde said principal who fail to submit ICC reports in the next 24 to 48 hours wpuld face suspension along with the withholding of staff salaries (X/CuttackDM) Shinde said the head of institutions that haven't complied with the mandate would be placed under suspension. No college will be allowed to delay compliance, especially in matters involving women's dignity and grievance redressal, he said Only some of the district's 210 institutions have complied with the directive. A July 21 notification stated that the salaries of the institution's staff would remain suspended until full compliance is ensured. 'Appropriate action may be taken against the heads of defaulting institutions by withholding the salary of the entire establishment of the defaulting offices,' the order said. It also threatened suspension of the principals in case of non-compliance. 'I don't have the exact number, but many colleges have not submitted their reports. If they fail to do so in the next 24 to 48 hours, they may also face suspension along with the withholding of their salaries,' said Shinde. Following the suicide of a 20-year-old woman at Fakir Mohan College in Balasore last week to protest official apathy over her complaints against a professor, the Odisha government directed all colleges and universities in Odisha to form Internal Complaints Committees within 24 hours, as mandated under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. There are over 700 government-run and aided colleges and 17 public universities in the state. They were also instructed to publicly display the names and contact details of ICC members for awareness. The state higher education department has also ordered universities and colleges to organise sensitisation workshops on the Sexual Harassment of Women at Workplace Act, 2013, and the UGC Regulations, 2015, for both staff and students to enhance awareness and prevent such incidents. The government also launched the Shaktishree Programme to ensure the safety of girl students in higher education institutions, under which permanent 'Shaktishree Empowerment Cells' would be set up in every college and university, managed by a woman student (Shaktishree Saathi) and a woman faculty member with five working women as mentors visiting every three months. A Shaktishree mobile app will be launched to allow students to report complaints via text, audio, or video directly to the ICC chairperson, with an option to escalate unresolved issues to a local committee. A code of conduct for teachers and non-teaching staff, requiring annual online training on women's safety, gender sensitivity, and professional ethics, is also being planned.

3.5 years on, evicted traders of CMC market complex yet to be rehabilitated
CUTTACK: Over three-and-a-half years have passed, but the Cuttack administration is yet to rehabilitate the 30 shopkeepers that it had evicted during the demolition of the CMC market complex in Ranihat to facilitate easy access to SCB medical college and hospital. Sources said, after the state government initiated steps for expansion of SCB MCH, the 30 shop owners who ran their stores in the CMC market complex were evicted and the structure demolished in November 2021 for expansion of the Taladanda Canal road to improve connectivity to the hospital. During eviction, the administration had provided cheques amounting to Rs 1 lakh to each affected shopkeeper towards compensation, and assured to rehabilitate them by constructing a market complex on a piece of land near Ranihat High School within six months. However due to some issues, the administration changed its decision and decided to construct the market complex adjacent to the land allotted to OPTCL for construction of grid station. Accordingly, a detailed project report (DPR) was prepared and tender floated by Odisha Bridge & Construction Corporation Limited (OBCC) for construction of a modern multi-purpose market complex before the general election. However, the new BJP government cancelled it after coming to power. 'Now in the last one year, the DPR has been changed thrice but the authorities concerned are yet to take a final decision. With no income to maintain their families, some of the evicted shopkeepers are under acute mental stress,' said former local corporator Bijay Kumar Sahoo, urging the administration to rehabilitate them soon. Collector Dattatraya Bhausaheb Shinde and mayor Subhas Singh could not be reached for their comments.

Cuttack's pvt hospitals to face compliance checks
Cuttack: The district administration on Monday decided to launch a drive to examine private hospitals' compliance with medical regulations. District collector Dattatraya Bhausaheb Shinde warned that criminal proceedings would be initiated against private hospitals found violating the Clinical Establishments Act. "No one will be spared if found guilty of violating medical, legal, or safety standards," Shinde said. Three specialized teams, led by an additional district magistrate, will conduct both scheduled and surprise inspections over the next month. The teams will scrutinise hospital licences, doctors' registrations, infrastructure, fire safety compliance, hygiene standards and patient record maintenance. The initiative comes as a response to growing concerns about unauthorised facilities and poor services in the private healthcare sector. According to the health department, Cuttack has over 700 clinical establishments that will come under scrutiny. Birendra Senapati, a medicine specialist who is into private practice, welcomed the move. "This initiative should have been implemented earlier. Many lives could have been saved if the monopoly of unruly private hospitals had been checked sooner," Senapati said, adding that the drive would enhance accountability and patient safety in private healthcare sector. Hospital administrators have been directed to ensure all documents are in order before the inspection begins. The drive, set to start this week, will continue until all private hospitals in Cuttack are verified. "This is not just about checking documents," Shinde emphasised. "It's about ensuring that citizens receive safe, ethical, and quality medical services."
