Chatham-Kent responds to court ruling in Jubenville case

(Travis Fortnum/CTV News Windsor) The Municipality of Chatham-Kent has issued a response following a court decision that partially sided with Councillor Rhonda Jubenville in her legal challenge over a 2023 pay suspension. In a statement Thursday, the municipality acknowledged the ruling from Ontario's Divisional Court, which quashed its previous decision to suspend Jubenville's pay and ordered a revised report and penalty recommendation from the Integrity Commissioner. 'This means that the Integrity Commissioner was ordered by the Court to submit a new report with a reconsideration of her recommendation on the appropriate penalty to be applied to Councillor Jubenville,' said Dave Taylor, Director of Legal Services. 'Council is then required to re-consider its decision on the appropriate penalty to apply for the breach of the Code of Conduct.' As CTV News reported Wednesday, the court upheld one of two findings against Jubenville, ruling it was reasonable to conclude that her social media posts breached rules around discreditable conduct. But the judge rejected the Integrity Commissioner's interpretation of a second rule — one prohibiting misuse of office — calling that conclusion 'unreasonable.' Taylor's statement Thursday confirmed the municipality is now awaiting further legal advice before taking additional steps. 'Chatham-Kent is not in a position to provide any further comments about next steps on this matter,' he said. 'Further legal analysis will be required by the external legal counsel that represented Chatham-Kent and the Integrity Commissioner in this matter.' The legal saga dates back to a 2023 report from then-Integrity Commissioner Mary Ellen Bench, who found Jubenville violated two sections of Chatham-Kent's Code of Conduct and recommended a 90-day pay suspension. Council adopted that recommendation in August 2023. Jubenville challenged the decision in court — and celebrated this week's partial win. 'They found that I was predominantly successful, and I was awarded the court costs that I asked for,' she told CTV News on Wednesday. 'So, I would say in a nutshell, that was a win for me.' The municipality has since appointed a new Integrity Commissioner, with SC Consulting taking on the role in November 2023. Taylor noted Thursday that Integrity Commissioners are independent figures appointed to investigate complaints under Ontario's Municipal Act. Council and the public, he added, 'will be provided with further updates as this matter progresses.'

Long-time Cougars basketball coach Dave Taylor leaving for UBC
Dave Taylor, whose women's basketball teams won 280 regular-season games and appeared in nine national finals tournaments during his 19-year tenure at the University of Regina, has resigned as the Cougars head coach to join the University of British Columbia Thunderbirds. Taylor spent 13 seasons as an assistant to Christine Stapleton, with whom he won a national championship in 2001, and Jeff Speedy before becoming Regina's head coach in 2006. The Cougars won Canada West titles in 2013 and 2018 and appeared in the U Sports (previously known as CIS) championship games in 2008, 2009 and 2013. 'It was a very hard decision to leave the U of R,' Taylor said on the university's website in an article confirming his departure. 'My time has been filled with great memories of the people, the games, the fan support and the day-to-day enjoyment of the job. 'The program is in a great place and I feel the time is right to leave. I am very proud of the run of success.' The Cougars had a 13-7 conference record this past season and advanced to the Canada West quarterfinals before losing to UBC. Taylor will replace Isabel Ormond, who left UBC after two seasons to coach at her alma mater, McMaster University. 'UBC was the only job that could draw me away from a great situation in Regina,' Taylor said on UBC's website. 'I'm thrilled, honoured and grateful for the chance to coach at a school with the excellence in academics, community and athletics of UBC. The timing was right for our family to make this move and what an opportunity it is!' According to the U of R, Taylor has coached 61 of the team's 111 postseason victories and his teams never missed the playoffs. His 482 wins against U Sports opponents places him 10th all-time. A two-time conference and national coach-of-the-year, Taylor's programs have produced three first-team all-Canadians, six second-team all-Canadians and two U Sports rookies-of-the-year. Lisa Robertson, the Regina's director of sport, community engagement and athlete development, announced that assistant Michaela Kleisinger, who played from 2015-20 with the Cougars, will serve as interim coach during the 2025-26 season. A formal search is planned to hire a fulltime coach for 2026-27. Kleisinger was an assistant for two years at the University of Alberta, where she earned a Master of Coaching degree before joining Taylor's coaching staff in 2022. 'Both the University and the basketball community in Saskatchewan owe Dave a deep debt of gratitude,' said Robertson. 'We wish Dave and his family nothing but the very best. He will always be part of the Cougar family.' ‘Very proud': University of Regina Cougars' women's basketball coach stepping down after 19 seasons
University of Regina women's basketball coach Dave Taylor is stepping down, the school announced Thursday. (Source: University of Regina Cougars) After 19 seasons as head coach of the University of Regina (U of R) women's basketball team, Dave Taylor will be stepping down from the program prior to the 2025-26 season, the school announced Thursday. 'It was a very hard decision to leave the U of R,' Taylor said in a press release. 'My time has been filled with great memories of the people, the games, the fan support and the day-to-day enjoyment of the job.' 'The program is in a great place and I feel the time is right to leave. I am very proud of the run of success,' he added. Taylor had been the coach of the Cougars since the 2006-07 season and amassed a program-high 280 regular-season wins in his career. He led the Cougars to two Canada West titles (2013, 2018) and nine national tournament appearances, including trips to the national championship game in 2008, 2009 and 2013. The Cougars saw a great deal of individual successes on the national level under Taylor's leadership as well, including three U SPORTS First-Team All-Canadians, six second-team All-Canadians, and two U SPORTS Rookie of the Year award winners during his time. The team never failed to qualify for the conference playoffs under Taylor, who is a two-time winner of both the national and Canada West Coach of the Year awards (2011-12, 2022-23). 61 of the Cougars' 111 all-time playoff victories came with Taylor at the helm, and his .757 regular-season win percentage and .656 playoff mark are both tops in program history. His 482 wins against U SPORTS opponents ranks 10th all-time in U SPORTS women's basketball history and he leaves with the fourth-most playoff wins of all-time. 'Dave is truly a Regina basketball legend,' U of R Director of Sport, Community Engagement & Athlete Development Lisa Robertson said. 'Throughout his incredible career, he led the Cougars to heights that few programs ever reach, consistently keeping them among the nation's best and making them a powerhouse in the highly-competitive Canada West conference.' 'His teams brought our community together, filling the gym during thrilling playoff runs and unforgettable battles,' she added. Taylor's tenure with the Cougars expands long beyond his head coaching role, as he joined the program as an assistant coach at the beginning of the 1993-94 season. His time as an assistant saw the Cougars win a national championship (2001) and four conference championships (1999, 2000, 2001, 2004). He served as an assistant coach under both Christine Stapleton and Jeff Speedy for a total of 13 seasons before being named the program's ninth head coach in May of 2006. 'I want to thank my wife Jennifer and children Anna, Reese and Hayden who always supported me,' Taylor said. 'Thanks to all the amazing players I got to coach and the assistant coaches and staff who helped me run the program.' 'Thanks to the community for all the support that allowed us to compete at the highest level. I leave full of wonderful memories,' the coach added. 'Women's basketball in the province is stronger and richer because of Dave's leadership, passion, and dedication,' Robertson said. 'Both the University and the basketball community in Saskatchewan owe Dave a deep debt of gratitude. We wish Dave and his family nothing but the very best.' According to the U of R, Taylor has accepted the position of women's basketball coach for the University of British Columbia Thunderbirds. Michaela Kleisinger will take on head coaching duties in an interim role for the 2025-26 season. A comprehensive search will be conducted to identify the program's next head coach prior to the 2026-27 season.

Taylor introduces bill to connect rural communities with water resource programs
Jun. 9—WASHINGTON, D.C. — U.S. Rep. Dave Taylor, R-Ohio, introduced the Water Resources Technical Assistance Review Act to ensure the responsible usage of taxpayer dollars in federal programs and help rural communities navigate water funding resource programs available through the Environmental Protection Agency. Taylor serves as the vice chairman of the Water Resources and Environment Subcommittee of the House Committee on Transportation and Infrastructure. During the Biden-Harris Administration, the EPA established the Water Technical Assistance (WaterTA) Program, an initiative meant to address gaps in the accessibility of water resource programs. However, Taylor's office said they have received reports that this program has not been implemented correctly, ultimately boxing out rural communities from accessing the water resource funds that should be available to them. "Unfortunately, many rural communities in southern Ohio are left on the outside looking in when it comes to accessing federal funds, including the resources and technical expertise needed for critical water and wastewater projects," Taylor said. "I am leading the charge to reform this Biden-era program so rural communities can access the water assistance they should have been receiving all along." Specifically, the Water Resources Technical Assistance Review Act would: —Direct the U.S. Government Accountability Office to evaluate EPA's clean water technical assistance, authorities, initiatives, and programs from the past five years, with an emphasis on the WaterTA Program; —Require GAO to submit a report to the House Transportation and Infrastructure Committee and the Senate Environment and Public Works Committee outlining their findings, with recommendations to improve EPA's clean water technical assistance programs; —Require the EPA to develop and submit a compliance plan to Congress based on GAO's recommendations.
