Delhi LG approves continuation, renewal of 410 Part Time Vocational Teachers

New Delhi [India], July 8 (ANI): In a move that would further strengthen the education system in Delhi Government Schools by ensuring uninterrupted teaching facilities, Delhi LG, VK Saxena has approved the continuation and renewal of Part Time Vocational Teachers (PTVTs) engaged in Government and Government-aided schools in Delhi for the Academic Session 2025-26. According to the release, the Education Department of the Delhi Government had sought the extension of 410 PTVTs - comprising 402 qualified and 8 non-qualified teachers - in Delhi Government schools from 01.04.2025 to 31.03.2026, which was approved by the LG. In addition, Saxena has approved the renewal of contracts for 02 contractual Part Time Vocational Teachers appointed under the Hospitality and Tourism vocational stream, for the period from 01.03.2025 to 28.02.2026. The proposal also covers the continuation of 09 Part Time Vocational Teachers currently deployed in 04 Government-aided Senior Secondary Schools in Delhi for the academic year 2025-26. Part Time Vocational Teachers have been serving in Delhi schools since the late 1970s and early 2000s on a contingent or contractual basis. They were originally engaged to teach vocational subjects and they continue to do so under the National Skills Qualifications Framework (NSQF), which was introduced by the CBSE to replace the earlier vocational stream. These teachers are currently engaged in delivering skill-based education to students in Classes 9 to 12, in alignment with the NSQF. The Department has highlighted that the number of PTVTs has been steadily decreasing due to superannuation and the absence of fresh recruitment, making it crucial to retain the existing teachers for continuity in skill education. Of the 505 PTVTs presently working in Delhi Government schools, 410 are contingent-paid, whose continuation has now been approved, while the remaining 95 are working against temporary posts that are renewed annually with the concurrence of the Finance Department. Union Home Minister Amit Shah on Wednesday said memories of the Emergency must be kept alive so that no one can impose dictatorial thoughts on the country. Addressing an event organised on 50th anniversary of proclamation of Emergency, Shah said when it comes to social and national life, such events must be remembered eternally so that the country's youth and adolescents are aware and prepared to resist injustice. Shah said the country will never forget the injustice and atrocities committed by the Congress during the Emergency that was proclaimed on this day 50 years ago and hence Prime Minister Narendra Modi has rightly decided to observe the day as 'Samvidhan Hatya Diwas'. The Indira Gandhi government had imposed the Emergency on June 25, 1975. The Modi government observes this day as 'Samvidhan Hatya Diwas'. 'Today, we are gathered here to remember a dark chapter in the history of post-Independence India. We must keep the memories of the Emergency alive so that it is never repeated, and so that the youth of the nation (grow up) cultured and organised,' he said. Shah also released a book 'The Emergency Diaries: Years That Forged a Leader' which is based on first person anecdotes from associates who worked with young Modi, and using other archival material. The book is a first of its kind that creates new scholarship on the formative years of the prime minister. The book paints a vivid picture of PM Modi fighting for the ideals of democracy and how he has worked all his life to preserve and promote it. 'The book chronicles his experiences as a young activist during the Emergency, a period in which he was actively involved in the movement for 19 months. At that time, secret newspapers were published and PM Modi played a key role in distributing them in marketplaces, among students and to women,' Shah said. He said the story of how a 24-25 years old Modi led a resistance movement in Gujarat is in this book. 'PM Modi worked underground disguised as a sadhu, a sardarji, a hippie, an incense stick seller or a newspaper vendor,' Shah said. The function was also addressed by Union ministers Gajendra Singh Shekhawat, Ashwini Vaishnaw, Delhi LG V K Saxena and Chief Minister Rekha Gupta.

Delhi LG exempts 8.9-hectare site from tree curbs for GPRA

Delhi lieutenant governor (LG) VK Saxena has granted a special area exemption under the Delhi Preservation of Trees Act (DPTA), 1994, allowing a tree officer to take a decision on 856 trees that may fall in the way of a General Pool Residential Accommodation (GPRA) at Kasturba Nagar Phase-II over an area of 8.9 hectares, according to a gazette notification. (RAJ K RAJ /HT PHOTO) The exemption, granted under Section 29 of the Act in 'public interest', formally allows the Central Public Works Department (CPWD) to seek permission on from the tree officer. To be sure, tree officers can only take a decision on an area of one hectare, in usual circumstances. The exemption, issued via a gazette notification on June 13 but made public on Sunday, read: '… in public interest, (the LG) exempts an area of 8.90 hectares… from the limitation of maximum one hectare area under sub-section (3) of Section 9 of the said Act for construction of General Pool Residential Accommodation at Kasturba Nagar Phase-II, New Delhi under Delhi Preservation of Trees Act (DPTA), 1994.' This is the fourth instance that the provision has been invoked in recent weeks. Last week, it was applied to a 115.88-hectare construction site for the redevelopment of the New Delhi Railway Station. Prior to that, it was applied to two other sites, pertaining to Common Central Secretariat buildings and a flyover in northeast Delhi. While the exemption clears a key procedural hurdle, it does not constitute approval for cutting or transplanting any trees. It merely enables the designated tree officer to examine an application, which had previously been ineligible for consideration because of the site's size. 'This notification... shall not be considered as permission for transplantation/felling of trees,' the Act states. Upon receiving an application, the tree officer—the deputy conservator of forest (south division) in this case—will independently scrutinise the application, comprising due diligence under the DPTA, the Delhi Preservation of Trees Rules, 1996, and compliance with any court directions. 'The tree officer must apply due diligence and aim to minimise the number of trees affected by the project,' the gazette reads. Section 29 of the DPTA gives power to the government to provide exemption, citing public interest. Section 9(3), meanwhile, allows a tree officer to only consider up to one hectare in area for a project. The exemption essentially allows an area of more than one hectare to be considered by a tree officer. The Kasturba Nagar GPRA project is part of the Centre's plan to redevelop seven GPRA colonies across south Delhi. Of these, three are being handled by NBCC, while CPWD is in charge of four—two of them, Mohammadpur and Thyagraj Nagar, have already been completed. The remaining two—Kasturba Nagar and Srinivaspuri—are under construction. HT reported last month how the Delhi Urban Art Commission (DUAC) had, for the second time, rejected the revised proposal for the project after raising concerns over inadequate planning, inefficient land use and poor compliance with its earlier observations. Under Phase 2 of the Kasturba Nagar project, plans are afoot to create over 3,500 housing units in total, an anganwadi, convenience shops, a coaching centre, a banquet hall, a podium and a residential complex comprising 25 towers. In a notification published on June 17, the LG issued an exemption to a 115.88-hectare site for the redevelopment of the New Delhi Railway Station, with 887 trees falling in its way. On June 6, Saxena issued a similar exemption for a 5.037-hectare site at the Common Central Secretariat project, involving 476 trees. A day earlier, he cleared a 2.16-hectare stretch for a flyover at the Nand Nagri–Gagan Cinema junction, where 27 trees are affected. Opposition parties, however, criticised the move. Delhi Congress President Devender Yadav called the decision an 'environmental disaster'. 'This is a double blow to both the environment and social justice. The soul of Delhi resides in its slums, and its breath comes from its trees, and if both are destroyed, Delhi will face an existential crisis,' Yadav said. The BJP did not respond to a request for comment.

Yamuna riverfront to mirror Sabarmati, will be ready on time: Amit Shah

Union Home Minister Amit Shah on Thursday said the Yamuna riverfront project in the national capital will be developed along the lines of the Sabarmati riverfront in Gujarat and completed within a set timeline. He was speaking at an event marking the 65th foundation day celebrations of Gujarat and Maharashtra at Yamuna's developed floodplain, Asita. Union Minister of Labour and Employment Mansukh Mandaviya, Delhi LG VK Saxena, Delhi Chief Minister Rekha Gupta, Delhi PWD minister Parvesh Sahib Singh and ministers from Gujarat were also present at the event. Shah praised the Lieutenant Governor's efforts to clean the Yamuna banks and said Prime Minister Narendra Modi's vision to transform the area was progressing at a fast pace. "I appreciate the LG's efforts to clean the Yamuna banks and eliminate garbage. PM Modi has developed a plan recently to clean the Yamuna from Yamunotri to Prayagraj, and a riverfront in Delhi. "The work to create a riverfront on the Yamuna like the Sabarmati riverfront in Gujarat has already started. I am sure the plan will succeed and be completed on time," Shah said. He emphasised that cleaning the Yamuna River is not just a local issue but one of national importance. The BJP is committed to completing this project in a time-bound manner. Cleaning the Yamuna is very important for the people of the country. It will definitely be accomplished, he added. The home minister's comments are a part of the government's larger initiative to revitalise India's urban infrastructure and river systems. There have been multiple unsuccessful attempts to clean up the river, which has long been afflicted by pollution and encroachments. At the event, Shah also paid tributes to the victims of the April 22 Pahalgam terror attack, noting that the foundation day celebrations were kept simple in their memory. Touching on the significance of the day, Shah highlighted the peaceful bifurcation of the Bombay state in 1960 to create Gujarat and Maharashtra, calling both states "economic pillars of the country." Vibrant Gujarat and Magnificent Maharashtra are power pillars of development. Their contribution in industry, culture, and infrastructure is immense, he said. Shah shared that while he was born and married in Maharashtra, Gujarat is his "karmabhoomi, or place of work. The event also saw Delhi Chief Minister Rekha Gupta reiterating her government's commitment to celebrating the cultural diversity of the capital. Delhi is home to lakhs of people from every state. That is why it is truly a Mini India'. People from Gujarat and Maharashtra also reside in Delhi. I want to say that Delhi belongs to you all, and the Delhi government will always strive to provide everything from respect to good education and opportunities," she said. Delhi's development has contributions from people of all states, she added. Earlier this year, Gupta had announced that Delhi would officially celebrate the foundation days of all Indian states, recognising the multicultural identity of the national capital.
