Assam governor honours innovators, artists, educators with excellence awards

Guwahati: Assam governor Lakshman Prasad Acharya on Wednesday presented Governor Assam Award for Excellence 2025 in different categories at a function held at Raj Bhavan here in the presence of chief justice of Gauhati high court justice Ashutosh Kumar and speaker of state legislative assembly, Biswajit Daimary. The governor presented Governor Assam for Excellence in Science, Engineering, Medicine and Environment to Bapan Das, an entrepreneur who promoted antibiotic-free poultry farming. The governor presented the Award for Excellence for Social Work and Public Affairs to assistant professor at Dibrugarh University, Amar Upadhyaya, for his initiatives like plantation drives, blood donations camps, campaigns on education, digital literacy, women empowerment, among others. The award in the field of literature and education has been given to former head of the Assamese department in Gauhati University, Nagen Thakur posthumously in recognition to his role in Assamese literature. The award in the field of art and culture has been given to Umananda Dowerah for his role as a curator and archivist of old Assamese gramophone records who established a gramophone records museum at Moran in Dibrugarh district. The award for trade, industry and commerce was given to Abhinash Hazarika of Kakojan Kamar, Jorhat district in recognition to his role as an educator and professional trainer. In the field of sports, the award was conferred on Debashish Roy, a footballer who has brought laurels to the state through his achievements.

1 2 3 4 5 6 Dibrugarh: CM Himanta Biswa Sarma on Thursday launched a massive infrastructural development initiative in Dibrugarh worth Rs 504 crore, laying foundation stones for projects at Dibrugarh University and Assam Medical College & Hospital (AMCH). The comprehensive development programme encompasses two of the region's premier educational institutions, with Dibrugarh University receiving projects worth Rs 147 crore, while AMCH benefiting from a massive Rs 357 crore investment involving residential and academic infrastructure. "This is a historic day for the people of Dibrugarh. With these projects at Dibrugarh University and AMCH we have taken one step forward in our endeavour to establish Dibrugarh as the second capital of Assam. These projects will transform Dibrugarh University and AMCH into premier institutions with world-class facilities. Our govt is committed to providing students and faculty with an environment conducive to learning, research and holistic development," CM Sarma said. The CM's Special Grant will fund several critical infrastructural projects, including a girls' hostel block accommodating 324 students, 16 new housing quarters for faculty and staff, extensive repair and extension of internal roads, a modern sports complex and a fully equipped gymnasium. Under the PM-USHA scheme, the university will receive additional student accommodation through a girls' hostel block with 176 beds, along with academic infrastructure, including a six-storied academic building and a three-storied research centre. Later in the day, the CM laid the foundation for residential and hostel facilities at AMCH worth Rs 357 crore. The project will be executed by the public works (health & education) department and will come up on the 504 bigha AMCH campus. The project includes extensive faculty accommodation, with two residential blocks housing 40 senior faculty flats and three blocks providing 60 junior faculty residences. Special quarters for the principal, vice-principals and medical superintendent have also been planned as part of the housing scheme. Student accommodation will see substantial expansion with the construction of multiple hostel blocks, catering to different categories of students and staff. The plan includes a 500-capacity female MBBS hostel, a 225-bed male MBBS facility and separate postgraduate hostels accommodating 232 female and 200 male students.

1 2 3 4 5 6 Dibrugarh: Dibrugarh district administration has imposed a comprehensive ban on flying unmanned aerial vehicles (UAVs) and drones across four strategic locations during CM Himanta Biswa Sarma's four-day official visit to the district, which commenced on Tuesday. Additional DM Biraj Boruah issued the prohibition order on Monday, restricting drone operations within a one-kilometre radius of Assam Medical College & Hospital, Naharkatia HS School Field, CM's secretariat in Dibrugarh, and Dibrugarh University from 6 am on July 22 to 6 pm on July 24. The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023, cites public safety and security concerns as the primary reason for the temporary restriction. "It has been brought to the notice of the undersigned that the use of UAVs, commonly known as drones, poses a potential threat to public safety, security and law and order," the order said. While the directive does not explicitly mention the CM's visit as the reason for the ban, the timing coincides with Sarma's scheduled activities across the four restricted locations. The prohibition covers all types of drones, including commercial and recreational UAVs, with violators facing penal action under Section 223 of the BNSS 2023 and other relevant legal provisions. However, the order provides exemptions for govt agencies, law enforcement authorities, and emergency services, provided they obtain prior permission from the Additional DM or authorised officers. CM Sarma arrived in Dibrugarh on Tuesday and immediately proceeded to the CM's Secretariat, marking the beginning of his extensive itinerary in the district. His visit includes multiple foundation stone laying ceremonies and administrative meetings aimed at accelerating development projects in the upper Assam districts.

Dibrugarh: Historic Longtong Sema village in Tinsukia district came alive with vibrant colours, traditional music, and cultural fervour as the Sumi Naga community celebrated the annual Tuluni festival on Tuesday. Organised by the All Assam Sema Naga Council, the festival — rooted in agriculture and communal harmony — drew hundreds of attendees, including dignitaries, scholars, and locals from neighbouring villages. Tuluni, also known as Anni, marks the season of abundance and is the most significant traditional festival of the Sumi Naga people. Celebrated annually on the same date, it signifies gratitude for new crops, joy, and the strengthening of social bonds. The festival traditionally includes feasts, folk rituals, and prayers for a bountiful harvest, as well as reconciliation among community members. The celebrations took place in Longtong Sema village, a cultural stronghold established in 1904. The village, which once hosted former President APJ Abdul Kalam in 2003, remains a beacon of Sumi Naga heritage. "This festival is a reaffirmation of our identity, our connection to the land, and our unity as a people. Tuluni embodies the spirit of the Sumi Naga — our faith, brotherhood, and deep-rooted agricultural traditions," said G Kanato Chophy, assistant professor of anthropology at Dibrugarh University, who attended the event.
