Andhra Pradesh to review welfare schemes in aspirational regions under Viksit Bharat vision

VIJAYAWADA: Chairman of the Andhra Pradesh 20-Point Programme Implementation Committee, Lanka Dinakar, announced on Monday that a detailed review of Central and State welfare schemes in aspirational districts and blocks will be undertaken shortly. Addressing the media at the Secretariat, Dinakar said the review aligns with the Viksit Bharat – Swarna Andhra@2047 vision, aimed at fast-tracking development in the backward regions. He proposed that Sathya Sai, Prakasam, and Annamayya districts be added to the aspirational district list due to their socio-economic challenges. Currently, AP has three aspirational districts—Alluri Sitarama Raju, Parvathipuram Manyam, and Kadapa—and 15 aspirational blocks. He credited the progress made since 2014 to the 'double engine government' led by CM N Chandrababu Naidu and PM Narendra Modi. 'Extreme poverty has dropped from 16.2% in 2011-12 to 2.3% in 2022-23,' he said, attributing this to effective welfare delivery and DBT transfers totalling Rs 45 lakh crore to 55 crore Jan Dhan accounts. Dinakar emphasised the '3Cs' approach, 'Convergence, Collaboration, and Competition', as key to measurable development. He said the State would ensure the timely release of matching grants for central schemes.

Extreme poverty in India has plummeted from 16.2% in 2011–12 to just 2.3% in 2022–23, thanks to welfare-centric governance under Prime Minister Narendra Modi, said Lanka Dinakar, Chairman of the 20-Point Programme Implementation Committee. He was addressing a press conference at the State Secretariat on Monday. Citing global assessments that forecast further decline in poverty levels, Mr. Dinakar said more than 20 crore people have escaped extreme poverty over the past decade. He attributed this progress to flagship initiatives like Jan Dhan Yojana, which enabled direct benefit transfers of over ₹45 lakh crore to 55 crore bank accounts — effectively eliminating middlemen and leakages. Highlighting the Centre's targeted development strategy, Mr. Dinakar noted the identification of Aspirational Districts — including Alluri Sitharama Raju, Parvathipuram Manyam, and YSR Kadapa in Andhra Pradesh — as a transformative move. These districts are receiving focused attention through the convergence of Central and State schemes along with Corporate Social Responsibility (CSR) funds. Performance-based monitoring He said the double-engine government of Andhra Pradesh, under Chief Minister N. Chandrababu Naidu and Deputy CM K. Pawan Kalyan, is committed to accelerating development. As part of the Viksit Bharat – Swarna Andhra 2047vision, the State will soon begin performance-based monitoring of 'Aspirational Blocks' and 'Districts' across 49 key indicators spanning health, education, agriculture, financial inclusion, and infrastructure. 'This approach will foster healthy competition among districts, eliminate regional disparities, and place Andhra Pradesh on a fast-track development path,' Mr. Dinakar added.

Marking the completion of one year under the leadership of Prime Minister Narendra Modi at the Centre and Chief Minister N. Chandrababu Naidu in Andhra Pradesh, Twenty Point Programme Implementation Chairmen Lanka Dinakar addressed the media at the State Secretariat at Velagapudi on Monday, highlighting key milestones and governance reforms during the NDA regime. Mr. Dinakar announced that Phase-1 reviews of Twenty Point Programme were completed across all 26 districts. 'The State is transitioning from the destruction under YSRCP to the vision of Swarna Andhra,' he said and claimed that the State had secured investment MoUs worth ₹9.34 lakh crore and was working to generate 25 lakh jobs. He detailed flagship projects including Amaravati capital development, Visakhapatnam economic zone, Polavaram Project Phase-1 by 2027, and industrial zones in Kopparthi-Orvakal. He emphasised a shift from YSRCP's 'anti-people, arrogant governance' to 'public participation and policy correction.' Mr. Dinakar criticised the YSRCP's 'failures' in housing, JJM, and AMRUT schemes, citing inflated progress reports and mismanagement. He also accused the previous regime of misusing ₹96 crore in media surveys and liquor policy corruption. He affirmed the current government's focus on women's empowerment, decentralised development, and large-scale recruitment drives. 'With Mr. Modi's Viksit Bharat vision and Mr. Naidu's leadership, Andhra Pradesh is being steered towards a $2.4 trillion economy,' he said.

In view of the proposal to reform and rename the 20-Point Programme Implementation, its Andhra Pradesh chairperson Lanka Dinakar conducted a review meeting with the officials of the State Planning Department at the Secretariat on Friday. Mr. Dinakar emphasised the need to align the schemes and project information with the NITI Aayog's Sustainable Development Goals (SDGs), and in line with Prime Minister Narendra Modi's vision of Viksit Bharat and Chief Minister N. Chandrababu Naidu's Swarna Andhra mission. He asked the officials to ensure seamless integration of data across websites and dashboards, and work in tune with the Chief Minister's development priorities. Joint Secretary Anant Shankar said preparation of the district and mandal-level Swarna Andhra vision documents had been completed. He said the Assembly constituency-level plans were in progress. the vision plans for key sectors — agriculture and allied, industries and infrastructure, and services — were underway, he added. APSDPS Executive Director A. Venkateswara Rao said 30 lakh poor households had been identified through survey, including 58,000 Bangaru Kutumbalu. Similarly, 53,000 Margadarsulu were also identified, he said.
