CAQM holds meeting with Haryana, Punjab on air pollution mitigation actions and strategies
New Delhi [India], July 5 (ANI): In a concerted effort to accelerate coordinated action towards abatement of air pollution in the region, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) under the Chairmanship of Rajesh Verma, held two significant high-level review meetings on July 3. The senior officials of the Commission, along with the Chief Secretaries and senior officers of the two State Governments, Haryana and Punjab, were present at the meeting. According to the release, the review aimed to strengthen interdepartmental coordination in the two States, as mentioned earlier and evaluate the implementation of key sectoral measures for the abatement of air pollution in the region. During the meeting with the State Government of Haryana, a detailed review was done on critical areas such as preparedness for the elimination of paddy stubble burning in 2025, as per the approved Action Plan; the use of paddy straw based biomass pellets in brick kilns and compliance of prescribed emission norms by thermal power plants, including a review on the progress made in r/o minimum 5 per cent biomass co-firing targets for 2025-26, as stated in the release. Other issues reviewed included road dust mitigation strategies, especially a review of the action plan formulated by the State Government for the redevelopment of identified roads and various directions issued by the Commission to curb vehicular emissions. These included the progress made towards liquidation of End-of-Life (EoL) vehicles and installation of Automated Number Plate Recognition (ANPR) camera systems in accordance with Direction dated April 23; fast-tracking of adoption of cleaner mobility vehicles services by motor vehicle aggregators, delivery service providers and E-Commerce entities; migration of all buses entering into Delhi including those operating under All India Tourist Permit and other service regimes to cleaner modes, besides such buses already covered under Direction Nos. 78 and 81; and enforcement of restrictions on the entry of polluting transport/ commercial goods vehicles into Delhi. The progress in phasing out all diesel-operated auto-rickshaws and transitioning inter-city buses to clean energy was also deliberated upon. On the same day, the Commission conducted another review meeting with the State Government of Punjab. The review revolved around the State's preparations as per the approved plan for elimination of paddy stubble burning and implementation of the plan of action for prevention and control of paddy Stubble Burning in 2025, targeting complete elimination; mandatory use of biomass pellets in brick kilns, and compliance of prescribed emission norms by thermal power plants, including the target for co-firing minimum 5 per cent bio-mass during 2025-26. The meeting also took stock of the implementation of directions related to vehicular pollution, including the migration of inter-city buses to cleaner fuel modes and restrictions on polluting transport/ commercial goods vehicles entering Delhi. The Commission emphasised the need for the proactive and timely implementation of all Statutory Directions to avoid deterioration in air quality in the region during the upcoming winter season. In addition to the review meetings held, the Commission's team also made field visits on July 4 to various projects/ installations related to ex-situ utilisation of paddy stubble, including, e.g. Pelletisation Plant, Compressed Bio-gas (CBG) Plant, Biogas Plant, 2G Ethanol Plant and Industrial Boiler in the States of Punjab and Haryana. These visits provided on-ground insights into technological and operational progress made by both States in strengthening ex-situ management of paddy stubble. The Commission reiterated the importance of enhanced coordination, targeted implementation of the Action Plans, and strict enforcement of the Statutory Directions issued by the Commission. CAQM appreciated the efforts made by both State Governments so far and urged sustained action and a shared commitment from all concerned stakeholders to ensure visible and measurable improvements in air quality in the region, particularly in view of the approaching winter season. Morocco's DGSN Rolls Out ‘AMANE': New AI-Powered Police Patrol Vehicle
Doha – Morocco's General Directorate of National Security (DGSN) has introduced 'AMANE' – meaning 'safety' – a new intelligent patrol vehicle that catapults the country's security capabilities into elite technological territory. The DGSN showcased the prototype at the 6th edition of its Open Days in El Jadida, where it quickly captured visitors' attention. Moroccan engineers from the DGSN fully developed AMANE themselves. The vehicle delivers a considerable technological leap in security logistics, integrating cutting-edge technology and artificial intelligence systems. The intelligent patrol vehicle features a network of onboard cameras that enable real-time license plate reading and facial recognition to identify wanted persons. These functions rely on deep learning algorithms devised by the DGSN's technical team. 'This patrol is equipped with advanced technological devices and artificial intelligence systems developed by the technical team in charge of these projects within the Direction,' explained Youness Kerbid, controller general and head of software monitoring and methodology at DGSN. AMANE also includes a 360-degree camera and a drone, providing extensive visual coverage of the surrounding environment. This enhancement considerably strengthens police surveillance and vigilance capabilities. The vehicle is based on Toyota's Land Cruiser 4×4 but has been specially adapted for patrol duties. It features a centralized digital command system for instant communication with command centers. An intelligent alert system capable of detecting suspicious behavior or vehicles in violation in real time is also incorporated into the vehicle's technology suite. According to Kerbid, who also oversees AI project development at DGSN, the main challenge in designing this vehicle was leveraging the technical expertise acquired by the team. They have been developing systems for about three years, focusing on real-time license plate reading through urban camera networks and facial recognition for provincial judicial identification services. This innovation aligns with DGSN's strategy to modernize police operations through intelligent solutions that keep pace with technological developments. The goal is to better meet security requirements and maintain public order. The intelligent vehicle will first be deployed at major sporting events, before gradually being integrated into police field operations across Morocco. The timing coincides with Morocco's preparation to host several major events, including the 93rd Interpol General Assembly, the 2025 Africa Cup of Nations, and the 2030 World Cup. The 6th edition of the DGSN Open Days is set to wrap up today at the Mohammed VI Exhibition Park in El Jadida, held under the theme 'Proud to serve an ancient Nation and a Glorious Throne.' Stirling landowner evaded legal order to replant 864 trees by selling site
Land in Stirling where more than 800 trees were unlawfully cut down has been sold without replanting taking place, prompting a scramble to contact the new owner. In March, The Courier reported that a legal restocking order issued by Scottish Forestry was ignored for more than three years, after hundreds of trees were either removed without approval or damaged at a former caravan park on Cornton Road. At the time, Scottish Forestry said it was 'considering next steps'. It has since come to light that the former landowner, Beechtree Wright Ltd, sold the site to another party in February 2024 without replanting the 864 trees. The land was sold for £80,000, and is now owned by James Stewart from Carlisle. Scottish Forestry says it has been unable to contact the new owner in order to discuss the restocking order. A Scottish Forestry spokesperson told The Courier: 'This restocking case is very much still active and we are continuing to pursue it as quickly as we can. 'The problem that we are facing at the moment is that, without our knowledge, the previous owner who was served the Restocking Direction, sold on the land. 'We are currently trying to make contact with a new owner to ensure they are aware of the Direction issued to the previous owner and understand their intentions. 'It is very much our aim that the restocking of the woodland is carried out.' The law states that it is an offence to ignore an official tree restocking order without reasonable reason. Anyone found to be committing such an offence could receive a fine of between £5,000 and £10,000. The Courier attempted to contact Mr Stewart for comment but received no response.

Only BS-VI CNG goods vehicles to enter Delhi from Nov 2025, Centre tells SC
Only BS-VI CNG, LNG, EV goods vehicles to be allowed into Delhi from November 1, 2025; ban will not apply to vehicles registered in Delhi, Centre tells SC New Delhi The Centre informed the Supreme Court on Tuesday that only BS-VI compliant CNG, LNG, and electric goods vehicles — light, medium, and heavy — will be permitted entry into Delhi starting November 1, 2025. This restriction, however, will not apply to vehicles registered in Delhi, LiveLaw reported. Additional Solicitor General (ASG) Aishwarya Bhati, appearing for the Centre, made the announcement during the hearing of the MC Mehta case, which deals with pollution issues in Delhi-NCR. The case was heard by a SC Bench comprising Justice Abhay S Oka and Justice Ujjal Bhuyan. Commission's efforts and restrictions detailed Senior advocate Aparajita Singh, serving as amicus curiae, informed the Bench that the Commission for Air Quality Management (CAQM) has submitted a comprehensive affidavit outlining a series of actions to address vehicular emissions. ASG Bhati elaborated on Direction 88 (regulating vehicle entry) and Direction 89 (phasing out end-of-life vehicles), highlighting CAQM's focus on cleaner fuel adoption. Bhati said that from November 1, there will be no entry of light goods vehicles (LGVs), medium goods vehicles (MGVs), and heavy goods vehicles (HGVs) other than BS6 CNG, LNG and EVs into Delhi except vehicles registered in Delhi. She further clarified that non-BS VI compliant goods vehicles carrying essential supplies will be granted entry only until October 31, 2026. Thereafter, entry will be limited to CNG, LNG, and electric vehicles, the news report said. Delhi-NCR to soon deny fuel to End of Life (EoL) Vehicles. As per Direction No. 89, the Commission has directed that all EoL vehicles identified through the ANPR cameras or other such systems installed at the fuel pump stations shall be denied fueling w.e.f. 01.07.2025 in the… — Commission for Air Quality Management (@CAQM_Official) April 28, 2025 Crackdown on end-of-life vehicles On the issue of older polluting vehicles, Bhati referred to Direction 89, which mandates phasing out of diesel vehicles over 10 years old and petrol vehicles over 15 years old. She noted that the NCR still has 6.1 million overage vehicles in Delhi, 2.7 million in Haryana, 1.2 million in Uttar Pradesh, and 600,000 in Rajasthan. To enforce the ban, automated number plate recognition (ANPR) systems have been installed at fuel stations to identify these vehicles and deny them refuelling. 'All EoL vehicles identified through the ANPR cameras or other such systems installed at the fuel pump stations shall be denied fuelling with effect from July 1, 2025 in the NCT of Delhi, with effect from November 1, 2025 in 5 HVD districts... and with effect from April 1, 2026 in the rest of NCR,' said the CAQM directive. Additional measures include support from traffic police and integrated command centres for enforcement. However, Bhati clarified that these rules would not apply to vehicles exempted by court orders or specific legal provisions. Push for EV adoption gains momentum ASG Bhati presented Advisory No. 17 from the CAQM, which urges NCR states and Union ministries to amend or notify EV policies, set adoption targets, and provide incentives to shift to cleaner fuel technologies. 'The Commission desires that the governments, public sector undertakings (PSUs) and public institutions in Delhi-NCR may take a lead... and mandate future purchase and hiring/ leasing of only such cleaner mode vehicles,' the CAQM said. The Ministry of Finance has also advised central departments to replace leased petrol and diesel vehicles with electric ones. Bhati told the court that the Ministry of Road Transport and Highways has set standards for EV safety and approval, while the Heavy Industries Ministry has increased EV use in government hiring. The Department of Expenditure is reviewing EV adoption across ministries and PSUs, the news report said. Justice Oka directed officials to present a practical implementation plan and asked all states and institutions to submit EV procurement data from the last five years.
