From Streets To Classrooms: Nagaland Issues Advisory To Enrol Child Beggars In Schools

Last Updated: The advisory calls for identifying children aged between 6-14 years, especially those seen begging or who have dropped out before completing their elementary education The Nagaland government has issued an advisory to identify underprivileged children, including those involved in begging, and enrol them in government schools. The Directorate of School Education issued the advisory following recommendations from the National Human Rights Commission (NHRC), which had earlier urged central and state governments to take concrete steps to protect and rehabilitate individuals involved in begging, including children. According to officials, the advisory calls for identifying out-of-school children aged between 6 and 14 years, especially those seen begging or who have dropped out before completing their elementary education. The advisory also includes children aged 3 to 6 years whose parents are engaged in begging and who are not enrolled in pre-schools, Anganwadi centres, or Balvatika programmes. Principal Director of School Education, Shashank Pratap Singh, has urged NGOs, municipal councils, village and town councils, churches, student unions, and the general public to assist in this effort. He appealed to them to report details of such children to the Child Helpline 1098, which will help with their enrolment into the nearest government schools. All District Education Officers (DEOs), Sub-Divisional Education Officers (SDEOs), and Senior SDEOs have been asked to work with District Child Protection Units and Child Welfare Committees to ensure the smooth admission of these children, in line with the Right to Education Act, 2009. The NHRC has stressed that despite several government schemes aimed at poverty relief, the issue of begging, especially involving children, continues across the country. According to the 2011 census, over 4.13 lakh people in India were recorded as beggars or vagrants, including children, women, the elderly, and transgender persons. Contractors' ultimatum to govt…

Hyderabad: Small-budget contractors have threatened to lock government and local body schools across Telangana if the State government fails to clear their outstanding bills related to 'Mana Ooru-Mana Badi' works. A large number of contractors from across the State participated in a protest at the Directorate of School Education, Hyderabad, on Monday. They issued a 15-day ultimatum for the clearance of their bills. The contractors allege that the government has been clearing bills for 'Amma Adarsha Patashalas' but has left 'Mana Ooru-Mana Badi' bills pending for several months. They stated that while works worth Rs 1,000 crore have been executed, bills amounting to Rs 300 crore have already been generated. Criticising alleged favouritism, the contractors lamented that the government readily has funds available for large contractors handling mega projects but has failed to pay smaller contractors who undertook crucial school infrastructure works. 'If the State government fails to clear the bills in 15 days, on the next day we will lock schools where there are pending bills. We will not allow teachers and students into the school. Along with our family members, we will protest at the schools,' stated Ajmeera Jawaharlal, a contractor from Warangal. 'We have given a representation to Director of School Education Dr Naveen Nicolas.' The previous BRS government initiated the 'Mana Ooru-Mana Badi' programme in 9,000 government and local body schools across Telangana. More than 1,000 small-budget contractors undertook developmental works in these schools. While some projects were completed, several remained unfinished during the transition period between governments. Even after the Congress government assumed power, many contractors completed the pending works, hoping the new administration would clear their bills. However, they claim they have been left in limbo, with bills outstanding for several months.

Reconstitute school mgmt panels, says govt amid complaints of irregularities

Gurgaon: In a major administrative shake-up , the Directorate of School Education has ordered dissolution and reconstitution of all school management committees (SMCs) across government schools in the district. The directive, issued on July 9, nullifies even those committees formed as recently as April following several complaints regarding their improper formation. Officials said the move is aimed at aligning SMC structures with the Right to Free and Compulsory Education (RTE) Act, 2009. Revised guidelines have been circulated to district education officers and school heads, introducing stricter eligibility norms and oversight measures to enhance governance, ensure parental representation and strengthen school-level accountability. Parent representatives must be drawn from each class and teachers who engage in private tuition are barred from being members. The restructured SMCs will operate through two tiers — a General Body and an Executive Committee — both with a two-year term. The Executive Committee, which will serve as the key decision-making body, must have at least 14 members. Of these, 75 percent must be parents or guardians and at least 50 percent must be women. The committee will also include two teachers, one member from the local municipal body or panchayat, a social worker and a block resource sordinator. "The SMCs comprise locals who have the best interest of children and can support school developmen," said an official

Summer vacation for schools in Kashmir advanced to June 23 amid intense heatwave

Amid a persistent heatwave, the Directorate of School Education, Jammu and Kashmir, on Saturday ordered the early commencement of summer holidays for all government and recognised private schools up to Higher Secondary level in the Kashmir Division. The vacation will now run from June 23 to July1, instead of starting on July1 as originally planned. "Consequent upon the approval conveyed by the competent authority, it is hereby ordered that all the Government and recognised Private Schools up to Higher Secondary level functioning in the Kashmir Division shall observe summer vacation with effect from 23-06-2025 to 07-07-2025," the official statement has been experiencing its second heatwave since mid-June, with Srinagar now recording some of the highest temperatures in the past two decades. On Thursday, the Meteorological Centre reported that Srinagar was the hottest location in the Himalayan valley, registering 35.2°C — 6.8°C above normal — making it the third-highest temperature ever recorded in the city's history. The School Education Department had already revised school timings in May, when Kashmir experienced its first heatwave between May 18 and 27, with temperatures soaring 6 to 8 degrees above normal. Education minister Sakina Itoo stated that the department has now decided to advance the summer break, originally scheduled from July 1, by at least two weeks in the Valley. 'We are proposing summer vacation from July 1 to 10 and after that we will see the weather condition to decide whether to extend the vacations or not,' she said. Typically, summer vacations in Jammu begin in the first week of July, while in Kashmir they usually commence in the third week. She also mentioned that the department is considering the option of an even earlier start to the holidays. 'We will see if that is possible. We can break even earlier,' she said.
