State govt on Tuesday launched a dedicated portal to bring road-cutting agencies and road-owning departments onto a single platform, ensuring better coordination, increased accountability, and greater transparency. Housing and urban affairs minister Jayanta Mallabaruah, while launching the portal 'Path Samanway', said the portal will also enable the public to monitor the status and progress of ongoing work in real time. Speaking at a press conference, the minister said, "Today, we have launched an app and website named 'Path Samanvay'. This app is for coordination among various departments during the execution of public works like digging for a gas pipeline. From now onwards, every agency will apply for NOC online and will get the permission online. This will remain in the public domain. After closure, they will have to take a completion certificate. " The development of the app and the portal is an initiative of the Kamrup (Metro) district administration. The State Disaster Response Force (SDRF), along with the District Disaster Management Authority (DDMA), on Friday deployed drones to expedite the delivery of ration and other relief material to severely-affected areas in Mandi district, where the road connectivity is yet to be restored. A 15-kg ration kit was delivered by a drone to Bayla village in the disaster-affected Janjehli region. A team led by team captain Nutan and comprising eight SDRF personnel, two Mandi police officers, and three members of a private drone-operating company played a key role in executing the operation. Panchayati Raj Joint Director Surender Mohan said, 'Drones are being used to deliver relief material and essential supplies to disaster-hit areas quickly. Today, ration kits were sent by a drone. In another operation, medicines were delivered to around 50 people in Odidhar, using a separate drone. Additionally, in Thunadi and Lambathach, essential household items and important documents are being safely retrieved from damaged homes.' Drones are also being used to search for persons missing following the flash-floods induced by the cloudbursts. . A senior SDRF official said, 'The company operating drones is also providing proper training to personnel in operating the drones.' Chief Minister Sukhvinder Singh Sukhu said the government opened almost all major roads in disaster-affected areas, and efforts to open link roads were underway. 'The government acted swiftly to restore essential services in the affected areas.50 JCB machines were engaged to open roads in the affected areas from the very first day. The road up to Chail Chowk, Bagsyad, Thunag, Janjehli and Chhatri will be brought under CRIF so that it can be made a composite road,' Sukhu told mediapersons at Sundernagar in Mandi district on Friday. A total of 224 roads in the state, including National Highway 3 (Atari to Leh) and 166 other roads, were closed in Mandi on Friday morning, according to the State Emergency Operation Centre (SEOC). Over 150 transformers and 800 water supply schemes have been disrupted in the state, of which 143 and 204, respectively, are in Mandi district. He said that the Deputy CM and PWD minister had already visited and assessed damages in the disaster-affected areas. Sukhu said, 'There has been unprecedented loss in these areas, and the government and the district administration are providing relief and other material to the affected families day and night. Huge losses of livestock, crops and vegetables were also reported. The state government will provide compensation to the affected families for buying clothes and also for the loss of livestock, besides all possible help from its resources.' The CM said he would seek permission from the central government to give forest land to the people so that they could be settled in a safer place. He sought the support of BJP MPs for the state government's proposal to obtain the central government's permission to relocate affected individuals to a safer location. Sukhu said, 'In the next two days, Technical Education Minister Rajesh Dharmani will be in the disaster-affected areas to take stock of relief and rescue operations.'

KALABURAGI With increasing outflows from the Tungabhadra dam and the river nearing flood levels, Ballari Deputy Commissioner Prashant Kumar Mishra has directed officials to stay prepared for any emergency. Chairing the District Disaster Management Authority (DDMA) meeting at the Deputy Commissioner's office on July 8, he instructed tahsildars of flood-prone areas, especially in Kampli and Siruguppa taluks, to initiate precautionary measures, including relocation of vulnerable populations to safer locations. The Deputy Commissioner informed that the Tungabhadra reservoir has filled up earlier than expected this year due to heavy rainfall in the Malnad region. 'The Irrigation Consultative Committee (ICC) has decided to retain only around 80–85 tmcft of water, and release the rest into the river. The situation calls for heightened alertness in low-lying villages along the riverbank,' Mr. Mishra said. DDMA Officer Parmesh informed that the reservoir currently held 76.731 tmcft of water against the total capacity of 105.788 tmcft, with an inflow of 54,550 cusecs and an outflow of 61,645 cusecs. He clarified that the Kampli and Gangavathi bridges would be submerged only if the discharge crosses 1,00,000 cusecs. 'In such a scenario, two villages in Kampli and one in Siruguppa are likely to be affected. Temporary relief centres are already being prepared,' he said. The DC instructed tahsildars to conduct daily inspections, warn residents against venturing into the river, and ensure protection of lives and livestock, apart from stressing the importance of proactive planning to prevent casualties, or damage to crops. Joint Director of Agriculture Somasundar reported a 49% rainfall deficit in June and a 45% deficit so far in July, though forecast indicated potential rainfall in the coming days. 'Sowing of kharif crops like cotton, corn, and tur has begun, and there is still a window for further sowing,' he said. Mr. Mishra told tahsildars to visit their respective taluks, gather field-level data on rainfall shortages, and coordinate with the Agriculture Department to submit reports to the government of Karnataka. During the meeting, the DC reviewed the status of projects taken up under the State Disaster Response Fund (SDRF), and sought updates from the departments concerned. Mr. Mishra handed over the proceedings to Additional Deputy Commissioner Mohammed Zubair before leaving to attend to other commitments. The meeting was attended by DDLR Pramod, and officials from the PWD, Animal Husbandry, Horticulture, and other district-level departments, along with tahsildars from five taluks via video conference.
