MMDA, Manila LGU open floodgate to Manila Bay
The Metropolitan Manila Development Authority and the Manila government on Wednesday opened a floodgate to Manila Bay to ease the flooding in nearby areas. 'Inimbitahan po tayo ngayong araw ni MMDA Chairman Atty. Don Artes sa pagbubukas ng floodgate at paglalagay ng trash trap sa Manila Yacht Club sa Roxas Boulevard upang maibsan ang pagbabaha at mga basurang inaanod papunta sa sewerage ng Maynila,' Manila Mayor Isko Moreno said in a statement. (MMDA Chairman Atty. Don Artes invited us today to the opening of the floodgate and installation of a trash trap at the Manila Yacht Club on Roxas Boulevard to address the flooding and trash into the Manila sewerage.) 'Ito po ay inisyatibo ng MMDA kasama ang Pamahalaang Lungsod ng Maynila upang mabawasan ang pag-apaw ng tubig sa ating mga kanal tuwing umuulan na dulot ng mga basurang nanggagaling sa Dolomite Beach,' he added. (This is an initiative of the MMDA together with the City Government of Manila to reduce the overflowing water in our drainage system during the rainy season caused by trash coming from the Dolomite Beach.) More sewage treatment plants are needed to prevent flooding in Manila, according to a report by Dano Tingcungco on GTV's Balitanghali. For the meantime, the floodgate to Manila Bay will be opened on rainy days to avoid flooding in nearby Kalaw Avenue, Padre Faura Street, and Taft Avenue. The floodgate to Manila Bay had been closed due to a Supreme Court order to concerned agencies to ensure that the water that will be released to the body of water is clean. A sewage treatment plant has been established in the area to clean the water before it flows to Manila Bay. The MMDA is hoping that the funds of the Department of Public Works and Highways (DPWH) will be increased to create more sewage treatment plants in Manila Bay. MMDA, DENR sign cooperation pact on Pasig River rehab
The Metropolitan Manila Development Authority (MMDA) and Department of Environment and Natural Resources (DENR), through its regional office in Metro Manila, signed Friday a memorandum of agreement (MOA) on the rehabilitation of Pasig River and its surrounding communities. The deal paves the way for the agencies' collaboration on public education and the promotion of sustainable transport, particularly the Pasig River Ferry Service (PRFS). Communication, education, and public awareness projects between MMDA and DENR-NCR will seek to present the ferry service as a viable transport option, and raise awareness on the Pasig River Rehabilitation Program. The Dalaw Turo and Pasig River Educational Tours initiatives, as well as rehabilitation and development efforts related to Manila Bay, are covered by the MOA. With the partnership in place, the MMDA and DENR-NCR shall outline their programs, activities, and projects that may serve as areas of collaboration. Both offices will also provide the technical and administrative support needed for the implementation of the projects. "We thank the DENR-NCR in this initiative to strengthen our joint efforts in taking care, beautifying, and reviving the river which is a reflection and a witness to the vibrant history of our nation… It is important to rehabilitate Ilog Pasig and widen its potential as a sustainable urban transport system and tourism asset for the metropolis," MMDA Deputy Chairman Atty. Don Artes said in a message read by Deputy Chairman Undersecretary Frisco San Juan Jr. during the signing ceremony. "Through this collaboration, we aim to harmonize environmental education and public engagement with sustainable transport solutions. Initiatives such as the Pasig River Educational Tours and community cleanup drives will help bridge awareness and action—empowering citizens to take part in the larger effort to revitalize the river," said DENR-NCR OIC Assistant Regional Director for Management Services Erlinda Daquigan. DENR-NCR also thanked the MMDA for its active involvement in the revival of the Pasig River as a thriving ecosystem. MMDA eyes imposing NCAP along roads near private schools
The Metropolitan Manila Development Authority (MMDA) plans to implement the No Contact Apprehension Policy (NCAP) along roads near private schools to ease traffic. According to Maki Pulido's Thursday report on '24 Oras,' the MMDA said traffic is heavy whenever students are picked up or dropped off at some private schools. At Ateneo de Manila University in Quezon City, about 14,000 vehicles come and go within the school compound the whole day. At La Salle Greenhills, Ortigas Ave. in San Juan City sometimes becomes a parking space due to the volume of vehicles used by its students. 'Nagiging chokepoints ito pong mga lugar na ito dahil sa dami po ng mga sasakyan na naghahatid at nagsusundo po ng mga estudyante. Minsan dalawa, tatlong lanes na yung nasasakop,' MMDA chair Don Artes said. (These areas are becoming chokepoints due to the volume of vehicles used by the students. They sometimes occupy two to three lanes.) Due to the traffic congestion it causes, the MMDA is installing CCTV cameras along EDSA, Ortigas, and Katipunan avenues, near Poveda, La Salle Greenhills, Xavier School, Immaculate Concepcion Academy, Miriam College, and Ateneo de Manila. MMDA also plans to remove its traffic enforcers from the area to avert incidents of bribery. 'Yung enforcers namin, hindi rin namin alam kung naba-bribe ba sila, may maintenance ba sila, kaya hinahayaan nila at di enforce strictly yung traffic rules. Hindi rin naman namin mabantayan yung tao namin din 24/7. That's why nga instead of enforcers, ang ilalagay na namin, CCTV cameras,' Artes said. (We're unsure if our enforcers are bribed or if they have maintenance, so they don't strictly implement traffic rules. We also cannot watch over them 24/7. That's why instead of deploying traffic enforcers, we will be using CCTV cameras.) During the meeting with MMDA earlier today, representatives of private schools showed support for the agency's plan. They said they also have their initiatives to lessen traffic in their area. MMDA launches website for NCAP violations
The Metro Manila Development Authority (MMDA) on Monday announced that it has launched a website that will allow drivers to check if they violated the No Contact Apprehension Policy (NCAP). MMDA Chairman Atty. Don Artes said drivers may check their violations at the "May Huli Ka 2.0" by entering their plate or conduction sticker and their motor vehicle (MV) file number. "The inclusion of the MV file number is an added security and protection so that only the vehicle owners can securely check their violations under NCAP,' Artes said in a statement. According to the MMDA, the website also guides drivers what to do in the event of a violation, including the payment process, where fines can be settled, and how to appeal the apprehensions. Meanwhile, Artes said that several features are being planned, including real-time messages and email notifications upon account creation for any new violations, online payment integration, as well as multiple vehicles registered under a single account. MMDA reports over 50 motorists who covered license plates to LTO
The Metropolitan Manila Development Authority (MMDA) on Monday reported to the Land Transportation Office (LTO) more than 50 motorists who covered their license plates to evade capture under the No Contact Apprehension Policy (NCAP). MMDA Special Operations Group - Strike Force head Gabriel Go turned over some evidence such as photos to LTO Executive Director Greg Pua to identify the registered owners of the vehicles in question. 'We would like to formally present our complaint, on behalf of our chairman Atty. Don Artes. The Motorcycle Crime Prevention Act penalizes tampering of license plates with P5,000 fine and up to two years implementation of NCAP resumed on May 26 after the Supreme Court (SC) partially lifted the temporary restraining order (TRO) against the policy, allowing only the MMDA to implement the program. NCAP is a policy that uses closed-circuit television, digital cameras and/or other gadgets or technology to capture videos and images to apprehend vehicles violating traffic laws, instead of traffic enforcers on the ground.
