CLEVELAND (WJW) — The FOX 8 I-Team uncovered video of people celebrating the Fourth of July, with a crowd setting off fireworks in the middle of a busy street, causing chaos that went on for hours. So, we investigated the response by Cleveland police. Man killed at Summit County gas station after intervening in harassment A crowd shut down traffic on Miles Avenue, took over a busy park and even terrorized bus drivers. Video obtained by the I-Team shows a crowd gathered to watch fireworks going off in the street near East 110th Street and Miles Avenue. People blocked the streets, and that included using dumpsters and tents. It went on with no police in sight, yet the trouble had started hours earlier at a neighborhood park. A report shows a call for '200+' people in the park drinking and setting off fireworks. A caller also told police parents had to leave the splash pad area and the park because of this. One man on the block told us, 'It was ridiculous. The Fourth of July, it was terrible.' Police radio traffic shows an officer saying, '108 and Miles. It's gridlock going eastbound.' A dispatcher said, 'Supposedly, about 200 people out here, blocking streets off, jumping on RTA buses.' In fact, a police report shows a 'large group of people jumping on RTA buses' as they tried to get through. That report shows the neighborhood's desperation in calling police for help. One caller was an elderly female home alone. Dispatchers notified police supervisors about trouble there as early as 9:17 p.m. The scene wasn't cleared until close to midnight. Shooting at Mason CLC parking lot, more than a dozen injured We asked Cleveland Police Chief Dorothy Todd, 'How could no Cleveland police officer be available to go there for hours?' She responded, 'We can't have one zone car respond to address a crowd of 500-plus people. We had to make sure there was a plan to get several officers on site.' We also asked how big crowds go unnoticed by police until trouble starts. We've also also seen it in other cases. We asked, 'How is it that no police officer ever sees these large crowds of people?' The chief said, 'On a night like this, you're responding from call to call, to call, to call. You don't have an opportunity to just patrol your sectors, patrol your zone.' Police said 80 shots were fired by multiple shooters during the party on Luther Avenue after midnight, CBS affiliate WOIO reported. Authorities reportedly said the shooting happened after an argument, though what the argument was about was not immediately known. "It's absolutely lucky that more people weren't hurt," Cleveland Police Chief Dorothy Todd said, according to the TV station. No arrests have been made, and it was not immediately known if there were any suspects, WOIO reported. "We're still working to determine how many shooters there were," Todd said. WOIO reported that a 27-year-old man was killed in the shooting. His name has not been released as of Monday evening. A 32-year-old man, a 30-year-old man, a 19-year-old young woman, a 27-year-old woman and an 18-year-old young woman were taken to local hospitals for treatment, the TV station reported. Two of the victims have since been released. A dog was fatally shot during the block party chaos, police reportedly said. "A lot of times when you see these incidents happen, it's late night, overnight. I don't want people to be afraid to go attend a cookout, but when you're taking guns to a party that could end in disaster," said Todd, according to WOIO. Police said the party was held without a city permit.

The City of Cleveland is again prioritizing summer safety as we head into Memorial Day weekend. Why it matters: The emphasis on safety is welcomed following a crime-ridden summer in 2023 that included a high-profile mass shooting in the Warehouse District. Last year's inaugural Summer Safety Plan resulted in a 13% reduction in overall crime and a 37% drop in murders, compared to summer 2023. State of play: Mayor Justin Bibb unveiled this year's plan Tuesday alongside police chief Dorothy Todd. The program builds on last year's success and includes combined efforts across city agencies to crack down on housing and building code violations, create engagement programs for seniors and youth, increase street speed table installation and more. The big picture: The city will also continue its Raising Investment in Safety for Everyone initiative (RISE), which includes partnering with other law enforcement groups to patrol downtown and conduct warrant sweeps. RISE also helped the Division of Police add 134 recruits in 2024, its most since 2019. Earlier this week, the Cleveland City Council approved a new contract providing officers a 3% pay raise each year for the next three years. "There's a small portion of our city that's responsible for a majority of violent crime," quoted Bibb as saying. CLEVELAND, Ohio (WJW) — Cleveland police are investigating a crash that left four people dead. It happened around 12:40 a.m. Wednesday along W. 106th Street between Western and Madison avenues. 4 charged in death of 5-year-old boy in hyperbaric chamber explosion Cleveland EMS said that four people, two males and two females, were confirmed dead at the scene. All of the victims were believed to be in their 20s, but later, Cleveland Chief of Police Dorothy Todd said the victims may be teenagers. Their names and exact ages were not immediately available. Cleveland police said the vehicle, a Hyundai Sonata, was stolen. According to Todd, the vehicle was reported stolen on February 27 from a home on Wichita Drive. She said the owner of the vehicle last saw it on the street in front of his home. It is unclear what caused the car to crash into a tree. Officials said the crash was not the result of a police chase. FOX 8 pictures and video from the scene show the car split into pieces and shattered when it slammed into the tree. The car was taken away in pieces on two different tow trucks, and chunks of the tree are missing. Embalmer charged with castrating sex offender's corpse FOX 8's Stacey Frey spoke with a neighbor, who said they heard a car racing down the street and then the violent crash. The Cleveland Division of Police Accident Investigation Unit was on the scene. So far, they report, the vehicle was traveling northbound at what 'appears to be excessive speed' when it lost control and went off the roadway, slightly colliding with a tree and eventually crashing into another tree. Police said that three of the occupants were thrown from the car. The driver was not. All four were pronounced dead at the scene. No other vehicles or homes on the street were hit.
