Over 52 lakh names removed from Bihar voter list in ongoing revision, says Election Commission
The Election Commission of India on Tuesday said that over 52 lakh electors in Bihar were found to be either deceased, permanently shifted, or enrolled at multiple locations, citing preliminary findings from the ongoing Special Intensive Revision (SIR) of electoral rolls in the state. According to a press note issued on Tuesday, the ECI said the preliminary revision exercise found 18.66 lakh deceased voters, 26.01 lakh who had shifted constituencies permanently, and 7.5 lakh with duplicate entries. An additional 11,484 electors were marked as untraceable, altogether accounting for about 6.62 per cent of Bihar's electorate. As of June 24, Bihar had a total of 7.89 crore registered voters. The Commission reported that 90.67 per cent (7.16 crore) of electors had submitted Enumeration Forms (EFs), while 90.37 per cent (7.13 crore) of these forms had been digitised. To carry out the massive verification drive, the ECI deployed nearly 1 lakh booth-level officers (BLOs), 4 lakh volunteers, and 1.5 lakh booth-level agents (BLAs) nominated by 12 major political parties. These teams were tasked with reaching voters who had not submitted EFs or were missing during field verification. So far, 7.68 crore electors, or approximately 97.30 per cent of Bihar's voter base have been covered through either form submission or on-ground verification. The remaining 2.70 per cent roughly 21.35 lakh voters are yet to be accounted for, with their EFs still pending. The Commission has shared details of the 52.30 lakh deleted names with all recognised political parties in the state to maintain transparency in the process. Looking ahead, the EC will release the Draft Electoral Rolls on August 1. A one-month window, from August 1 to September 1 will be provided for the public to raise objections regarding any additions, deletions, or corrections. The SIR is part of the Election Commission's broader efforts to clean up voter rolls and ensure a more accurate and credible electoral process in Bihar ahead of upcoming polls.

Bihar Voter List Trimmed By 52 Lakh By Election Commission
New Delhi: The controversial electoral roll revision in Bihar has weeded out 52 lakh voters who are dead or migrated, the Election Commission said today, assuring that "all eligible electors are included in the draft electoral roll to be published on August 1". Of the 52 lakh names removed, 18 lakh are reported dead, 26 lakh voters have shifted to different constituencies, and 7 lakh are enrolled at two places, the Commission said two days before the draft lists are expected. Amid Opposition concerns about a chunk of voters being left out -- that led to a massive row and a court case -- the poll body has assured that there will be time to tweak the lists to include anyone who need to be included. "As per the SIR order dated 24.06.2025, from August 1 to September 1, 2025, a full one-month will be available to any member of the public to file objections for any additions, deletions and rectification in Draft Electoral Rolls," the Commission said in a statement today. The Commission has said each voter who submitted the enumeration form with or without documents will be included in the draft roll that would be published on August 1. If any voter has been unable to submit his enumeration forms, they can be included in the final rolls once they submit a claim in the prescribed form along with the declaration. After the completion of the entire process, the final roll will be published on September 30, it added. And even after the publication, new voters can be enrolled up to the last date of nominations, the Commission has said. "The entire election machinery, including nearly 1 lakh BLOs, 4 lakh volunteers and 1.5 lakh BLAs appointed by the District Presidents of all the 12 major political parties in Bihar are working together to search those electors who are yet to submit their Enumeration Forms (EFs) or have not been found at their addresses," read a statement from the poll body today. The poll body has claimed that the Special Intensive Revision or SIR being conducted ahead of the assembly elections in Bihar, is its constitutional duty. In court, where the matter is pending, the Commission has argued that the entire process is being conducted in a consistent and jurisdictional manner, citing the powers conferred under Article 324 of the Constitution.

Final Electoral Rolls of Bihar to be published on Sep 30: ECI
New Delhi: The final Electoral Rolls of Bihar will be published on September 30, paving the way for voters to file appeals related to the list with district magistrates and the Chief Electoral Officer, an ECI official said on Friday. Nearly five per cent of filled-up and signed forms - nearly 38 lakh - have already been received by the Booth Level Officers (BLOs) who completed their first visit to nearly 1.5 crore households in the state on Friday, he said. During the ongoing Special Intensive Revision (SIR) exercise, Enumeration Forms (6.86 crore) have been distributed to 87 per cent of the total of the nearly 7.90 crore electors in Bihar who were enrolled as on June 24, he said. The remaining houses could be locked, or of dead electors, or of migrants or those who may be travelling, the official said, adding that since the BLO shall be visiting three times to the houses of the electors during the exercise, these figures are likely to increase further. The partially filled forms are also available for download on the ECI portal ( as well as on the ECINET App, and the filled forms can be uploaded by the electors themselves on the ECINET App. Besides, 1,54,977 Booth Level Agents (BLAs) appointed by various political parties are also providing active support in the SIR process. As on July 2, BJP has appointed 52,689 BLAs, followed by 47,504 of Rashtriya Janata Dal, 34,669 of Janata Dal (United), 16,500 of Congress, 1,913 of Rashtriya Lok Jan Shakti Party, 1,271 of Communist Party of India (Marxist–Leninist) Liberation (CPI(ML)L), 1,153 of Lok Jan Shakti Party (Ram Vilas), 578 of CPI(M), 270 of Rashtriya Lok Samta Party besides others. Each BLA can submit up to 50 certified forms per day, the official said. As per SIR, in order to get one's name in the Draft Electoral Roll to be published on August 1, the strict condition for an elector is to sign and submit the pre-printed Enumeration Form before July 25. Simultaneous verification of the uploaded forms has also been started. Despite apprehensions by some quarters, SIR will ensure that all eligible persons will be included. Based on the documents attached or not attached, with the signed Enumeration Form, eligibility verification of each name included in the draft rolls will be done continuously after their receipt, said an official. Verification will start vigorously from August 2 after the publication of the Draft Electoral Rolls. On the basis of the published Draft Electoral Rolls, claims and objections will be taken from political parties and the public on August 2.
