The agreement was signed during a remote meeting held in the presence of Her Excellency Judge Dr Ebtessam Ali Al Badwawi, Director General of DJI and H.E. Judge Abdelhanine Touzani, Director General of Morocco's Superior Judicial Institute. The MoU seeks to promote the dissemination of academic resources such as publications, books, and periodicals, and contribute towards the progress of legal research and studies within both institutes. The agreement also addresses the coordination of mutual field visits, thereby strengthening efforts to empower the judiciary and build capacity. H.E. Judge Dr Ebtessam Ali Al-Badwawi, Director General of DJI, said: 'At the Dubai Judicial Institute, we aim to strengthen our ties with leading judicial and training institutions. The Board of Directors of Dubai Judicial Institute (DJI) convened its second meeting of 2025 on May 27, 2025, at the Institute's headquarters, chaired by H.E. Counsellor Essam Issa Al Humaidan, Attorney General of the Emirate of Dubai and Chairman of Dubai Judicial Institute. The meeting was attended by H.E. Professor Dr. Saif Ghanem Al Suwaidi, Director of Dubai Courts and Vice Chairman of the Board. Board members, including H.E. Counsellor Dr. Lowai Mohamed Belhoul, Director General of the Government of Dubai Legal Affairs Department, H.E. Counsellor Ahmed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee of Dubai, H.E. Counsellor Abdul-Moneim Salem bin Suwaidan, Lawyer, and H.E. Judge Dr. Ebtessam Ali Al Badwawi, Director General of the Dubai Judicial Institute, participated in this meeting. The meeting included the ratification of the minutes of the previous Board meeting (Meeting No. 2 of 2025) and reviewed the Institute's Annual Report for 2024. The report underscores DJI's commitment to implementing global best practices in judicial training and its ongoing efforts to reinforce Dubai's position as a global beacon of justice and judicial excellence. The meeting also addressed future partnership projects with legal and training entities, highlighting the importance of expanding collaborative efforts to strengthen DJI's presence and its impact. The Board also discussed the new training programs that the Institute plans to launch, most notably the 'Judicial and Legal Studies Program for Judicial Trainees – Criminal Track,' which is designed to cultivate and advance the professional competencies of national talent for future roles in criminal judiciary. The workshop aimed to promote a culture of institutional collaboration and shared responsibility across various sectors, while enhancing the effectiveness of partnerships as key drivers of sustainable development. This initiative reflects the UAE leadership's enduring vision for inclusive and resilient community advancement through strategic government collaboration. The workshop mainly focused on partnership management within government entities to reinforce the understanding of the legal and regulatory frameworks that govern public and community partnerships. It also sought to boost institutional capabilities in managing these partnerships, encourage strategic thinking for community sustainability, promote a culture of integration, and offer practical solutions to potential challenges. The program explored three main themes, including the legislative framework for government and community partnerships, governance of partnerships, and its contribution to promoting transparency and accountability, and analysing the community impact of partnerships. Her Excellency Judge Dr Ebtessam Ali Al Bedwawi, Director General of the Dubai Judicial Institute, stated: 'The workshop was organised as part of Dubai's strategic vision to reinforce cross-sector collaboration and lay foundations for effective community partnerships that advance sustainable development and public welfare. Through our dedicated training programs and workshops, we aim to raise legal awareness at both community and institutional levels, while cultivating a culture of shared responsibility. These continuous initiatives support the objectives of the 'Year of the Community' and offer an interactive platform for participants to exchange ideas and experiences, inspiring conversations around innovative initiatives that reinforce institutional and community collaboration and convert regulatory frameworks into tools for empowering community development.'
