Gujarat: AI EWS flags 1.68 lakh at-risk students for focused aid to sustain education

Gandhinagar (Gujarat) [India], June 24 (ANI): In a remarkable turnaround, Gujarat has achieved a drastic reduction in the school dropout rate among primary education students. From a concerning 37.22% dropout ratio for students in Classes 1 to 8 in the academic year 2001-02, the state has successfully brought this figure down to just 2.42% for the year 2023-24, a release from the state government said on Monday. According to the release, this significant improvement can be attributed to various educational initiatives launched by the government, notably the Shala Praveshotsav and Kanya Kelavani Rath Yatra programmes, initiated by then-Chief Minister Narendra Modi in 2002-03, aimed at ensuring that every eligible child can access primary education. However, the Government of Gujarat aims to reduce the school dropout ratio to nearly zero at the primary, secondary, and higher education levels. To achieve this goal, under the leadership of Chief Minister Bhupendra Patel, the state's education department has implemented an Artificial Intelligence (AI)-based Early Warning System (EWS) to prevent school dropouts among students, according to the release. This system identifies potential dropout students in advance, preventing them from leaving school and ensuring they complete their education. Currently, around 1 crore students are studying in government primary schools (Grades 1 to 8) in Gujarat. Among these, the Early Warning System (EWS) has so far identified nearly 1,68,000 students -- less than 2% -- who are at potential risk of dropping out. The state government will ensure that these 1,68,000 students identified by EWS continue their schooling. To support this, these students and their parents will be invited to the Shala Praveshotsav, where they will be sensitised about the importance of completing school education for the child's development and progress. In this way, the state government is actively working toward achieving the goal of bringing the school dropout rate close to zero. The AI-based Early Warning System (EWS), built on a fully scientific approach, uses data such as age, gender, disability status, school performance, attendance, and assessment records of every student studying in primary schools (Classes 1 to 8) to predict potential dropout cases in advance and issues alerts to take preventive actions. The system uses algorithms to identify patterns in the data to detect students at risk of dropping out. This enables timely intervention before a student leaves school. Major contributing factors for student dropouts include frequent absenteeism, poor academic performance, health issues or physical disabilities, and behavioural problems. In addition, school-related information such as school type (government, aided, private, etc.), multigrade classrooms, school infrastructure, and family-related data such as economic status, migration, family beliefs about education, number of children in the family, and demographic factors are also used to identify potential dropout students. Thus, the purpose of this system is to identify students at risk of dropping out based on key indicators. Once identified, these students will be supported through preventive response strategies and interventions tailored to their specific needs to ensure they remain enrolled in school. It is noteworthy that, so far, the EWS has identified approximately 1,68,000 students at risk of dropping out. The list of such students studying in all government and grant-in-aid schools across the state has been made available to schools through the login of the Child Tracking System (CTS). Based on this list, action will be taken during the Shala Praveshotsav and Kanya Kelavani Mahotsav-2025 through the Block Resource Centre (BRC) Coordinator, Cluster Resource Centre (CRC) Coordinator, school principals/head teachers, and the School Management Committee (SMC). Additionally, appropriate directives, reviews, and monitoring will be conducted at the district level to take proactive steps and prevent potential student dropouts. (ANI) Students identified as at-risk by the EWS and their parents will be invited to the upcoming Shala Praveshotsav programme. Parents will be informed about the importance of completing their child's school education for their development and progress. Furthermore, careful measures will be taken to ensure that parents are treated with respect and dignity and do not face any negative or embarrassing experiences. After identifying the factors related to the potential dropout of students, discussions will be held with their parents to prevent the child from leaving school. School Management Committee meetings will address how to ensure the child completes their education and remains enrolled. When the new academic year begins, the School Management Committee will ensure that students identified as at-risk definitely get enrolled and attend school regularly. Thus, through the Early Warning System, potential dropout students will be identified and prevented from leaving school through public awareness, parental engagement, and community cooperation. With Gujarat being among the states with the highest dropout rate in secondary education, the state government has devised an Artificial Intelligence (AI)-based Early Warning System (EWS) to curb dropouts. To be launched across the state during Shala Praveshotsav and Kanya Kelavani, a three-day school enrolment drive to be kicked off on June 26, the EWS will provide information and send out alerts on potential dropouts in Classes 8 and 9. Already piloted in a few schools during the 2024-25 academic session, the EWS uses students' data maintained at the Vidya Samiksha Kendra (VSK). Each student enroled in government-run and aided schools has a unique identification number, which is stored and tracked by the VSK. 'The Early Warning System aims at identifying students at risk of dropping out of school at the secondary level, based on identification of key indicators. Once 'at-risk' children are identified, they will be provided support through preventive response strategies and interventions to meet their specific needs. Continuous monitoring and tracking will be done at the school, cluster, district and state level to retain children in schools,' an Education department official told The Indian Express. All government and aided schools in Gujarat are equipped with Child Tracking System (CTS). Based on algorithm, factors considered to ascertain possible dropouts include absenteeism, child's behaviour, academic performance and other factors like migration, socio-economic background along with demographic information. Data on potential dropouts will be shared with every school during the enrolment drive in the state. To prevent children from dropping out, the School Management Committees (SMCs) and School Management Development Committees (SMDCs) will also seek the local community's help to interact with the children and their parents, as alerted by the EWS. The list of potential dropouts will also be shared with the coordinators of block resource centres (BRCs) and cluster resource centre (CRCs), school principals as well as teachers and the school management committee (SMC) to ensure these students are provided all the necessary assistance. Officials at the education department also said that schools will be directed to involve children's parents in the admission process to make them understand the importance of school education for the development and progress of the child. The school administration will also have to ensure that children attend school regularly. Under behavioural issues, disruptive classroom behaviour, conflicts with peers or teachers, increased aggression, or withdrawal from social activities have been listed. As per the Department of School Education and Literacy's UDISE dashboard for 2023-24, the retention rate in secondary schools in Gujarat was 44.3 per cent. The Gross Enrolment Rate (GER) at the secondary and higher secondary levels is 58.7 per cent, whereas the dropout rate at these levels is 16.7 per cent. Gujarat is ranked with states like Madhya Pradesh, Uttar Pradesh, Jharkhand, Assam, Arunachal Pradesh and Jammu and Kashmir, which have a GER of 50.1-60 per cent in secondary classes. Shala Praveshotsav was launched by the Gujarat government in 2003 to promote school enrolment and keep drop-out rate in check. As part of the initiative, ministers, bureaucrats and police officers visit schools in teams to enrol students. The government has set a target of getting 25.75 students enroled for the 2025-26 academic session. Of them, 10.5 lakh are eligible for admission in Class IX, 6.5 lakh students for admission to Classes 10 and 11, and 8.75 lakh for admission in Balvatika. The Shala Praveshotsav and Kanya Kelavani this year will target secondary and higher secondary schools. Out of a total of three schools to be visited by each official on each of the three days of the exercise, one should be primary and two secondary and higher secondary schools.

Richard S. Danforth, Chief Executive Officer of Genasys, Inc., commented, 'The second half of fiscal 2025 is on track to see significant operational acceleration from the first six months. Planning and production of materials for the first three groups in Puerto Rico is in full swing with initial implementation on the island already underway. For the full year, our revenue expectations for significant growth in the second half of fiscal 2025, particularly in the fourth quarter, remain strong.' Continuing, Mr. Danforth said, 'The deposit on the third group of dams, which was discussed on last quarter's conference call has not yet been received. Received $1.0 million in LRAD orders for Critical Infrastructure Protection (CIP) from the energy sector Announced partnership with FloodMapp, extending the functionality of Genasys EVAC customers to better plan for and respond to flood events Business Outlook Genasys has begun the implementation phase of the Puerto Rico Early Warning System project, and we have a final understanding of how revenue recognition over the course of the project is going to be recorded. Planning, design, permitting and material procurement is underway for the first three groups of dams. As expected, initial revenues were recorded in the fiscal second quarter for the delivery and installation of a large generator. In the June quarter, we expect to record limited revenues from material being shipped to the island. Importantly, hardware shipment revenues will be recorded at cost. Installations will then enable profits on the material to be realized on a Percent Of Completion (POC) basis for the labor associated towards completion of each dam. Because of this accounting treatment, gross profit margins on the project will be initially suppressed, before eventually reflecting the profitability of each dam's value upon completion. Based on the current production and delivery schedules, and installation timelines, Genasys now expects to realize between $15 million and $20 million in Puerto Rico related revenue in fiscal 2025. While revenue recognition is different than we initially expected, the operational implementation and expected cash flows are no different than our original assessment Despite funding uncertainty at the federal level, hardware Bookings continue to improve year over year with bookings through March up 48% versus the prior year period. Our current hardware backlog, excluding the Puerto Rico project, is over $12 million. Additionally, we expect to receive the first production purchase order under the AHD-CROWS program in the second half of fiscal 2025. Software bookings slowed in the March quarter. Though the software pipeline is up over 100% since the beginning of this fiscal year, current uncertainty at the federal level has begun to affect State and local level procurements. Operating Expenses in the second quarter were down roughly 3% both sequentially and year over year. Going forward, we expect quarterly operating expenses to remain near the second fiscal quarter 2025 levels. The bridge financing and access to additional capital that we are announcing today is expected to provide Genasys the necessary capital to move through the Puerto Rico implementation and to begin profit realization on the project. Additionally, substantial contracts for both hardware and software are being negotiated that are expected to provide further support of the overall business prospects beyond fiscal 2025. Fiscal 2Q 2025 Financial Review Fiscal second quarter revenue was $6.9 million, a 21% increase from $5.7 million in the prior year's fiscal second quarter. Software revenue increased 29% while hardware revenue increased 17%, compared with the fiscal 2024 second quarter. Within software, quarterly recurring revenue increased 28% year over year and ARR finished the quarter at $8.6 million. Gross profit margin was 37.7%, compared with 37.9% in the second quarter of fiscal 2024. The depressed gross margin is primarily attributable to the underutilization of hardware revenue as well as cost increases associated with the unprecedented volume of activity on our software systems during the January fires in Los Angeles. Operating expenses of $8.9 million decreased from $9.2 million in the fiscal second quarter of 2024. Selling, general and administrative expenses were essentially flat year over year at $6.6 million in the quarter ended March 31, 2025. Research and development expenses decreased 12% year over year to $2.2 million. GAAP net loss in the quarter was ($6.1) million, or ($0.14) per share, compared with a GAAP net loss of ($6.9) million, or ($0.16) per share, in the second quarter of fiscal 2024. Excluding other income and expense, net income tax expense (benefit), depreciation, stock-based compensation and amortization of intangibles, Adjusted EBITDA was ($5.1) million for the second quarter of fiscal 2025, compared with ($5.7) million for the prior fiscal year period. Cash, cash equivalents and marketable securities totaled $7.2 million as of March 31, 2025 compared with $13.1 million as of September 30, 2024.
