Suspended principal held for ‘pushing' girl to set herself on fire

Balasore: The suspended principal of the govt-run college in Balasore district was arrested on Monday in connection with the tragic self-immolation by a 20-year-old girl student on Saturday. The arrest comes amid days of protests and mounting public pressure following the incident. Confirming the arrest, DIG (Eastern Range) Satyajit Nayak said the principal has been booked for abetment of suicide, among other sections. "A swift trial initiative (STI) team has been formed to ensure a speedy and coordinated probe. The team includes investigators, forensic experts and prosecutors who are working to collect medical records and digital evidence, and conduct forensic analysis to build a strong case," Naik said. The principal had been suspended on the day of the crime, while the accused teacher was arrested the same day under BNS Sections 75(1)(ii) (demand or request for sexual favours), 79 (insulting modesty of a woman), 108 (abetment of suicide), 351(2) (criminal intimidation), and 3(5) (common intention). The girl a second-year integrated BEd student, set herself on fire outside the college after her complaints of alleged sexual harassment against a faculty member went unaddressed. She is currently battling for her life at AIIMS Bhubaneswar with 90% burns. "We cannot say the condition is improving. We can say she is critical and stable. Her condition is the same as when she arrived at the hospital," said Dillip Kumar Parida, medical superintendent at AIIMS Bhubaneswar. According to the police, the girl had lodged a formal complaint with the college's internal complaints committee (ICC) on June 30, accusing the teacher of sexual harassment and intimidation. The complaint was reportedly ignored by the college administration. On Monday, a three-member departmental probe team — including higher education director Kali Prasanna Mohapatra, joint secretary Mousumi Nayak and professor Jhumki Rath of BJB (Autonomous) College — spent four hours in the Balasore college, gathering evidence and recording statements of key people. "The investigation is still underway. It is too early to say who is right or wrong. We will report our findings to the govt," said Kali Prasanna Mohapatra, who is leading the inquiry team. A team of the crime against women and children's wing of the crime branch also visited the college to carry out its own inquiry.

Space Force command shifts on the Space Coast

The Space Force officer in charge of overseeing each launch on the Space Coast has changed hands. Brig. Gen. Kristin Panzenhagen handed off some of her duties, including the roles of commander for Space Launch Delta 45 and director of the Eastern Range, to Space Force Col. Brian Chatman. The change of command ceremony took place on June 26 with Lt. Gen. Philip Garrant, the head of Space Systems Command, overseeing the traditional passing of the guidon, a symbolic pennant, that ended Panzenhagen's run as the leader of Patrick Space Force Base and Cape Canaveral Space Force Station. She came to the Space Coast in June 2023 while also taking on the roles of executive officer for the Space Force's Assured Access to Space program and director of launch and range operations for Space Systems Command out of Patrick SFB. She filled the boots of Maj. Gen. Stephen Purdy, who had been in those roles from 2021-2023, including leading the two facilities' transition from the Air Force to the Space Force. Panzenhagen finished up overseeing 2023's record launch year of 72 missions, only to top that with the 93 flown in 2024. Through July 2, the Space Coast has seen 58 launches from either Kennedy Space Center or Cape Canaveral Space Force Station, on track to break 100 before the end of the year. At the beginning of the year, Panzenhagen said the Space Force was prepped to support 13 launches a month if need be, or 156 for the year, although that pace was not realized. Chatman's most recent posting has been that of deputy director for the Space Systems Engineering Directorate for the Assistant Secretary of the Air Force for Space Acquisition and Integration. "As the SLD 45 commander, he runs the world's busiest spaceport and is responsible for delivering infrastructure, operations, and support for all Eastern Range launch and test missions," reads his official Space Force bio. "As Director of the Eastern Range, he is responsible for the safety of launch and test operations across a 15-million-square-mile area." He received his commission through the Reserve Officer Training Corps at Kent State University in Kent, Ohio. "His primary duties have included special operations intelligence, aircraft and space systems acquisition program management, space operations, and as an operational liaison between the intelligence community, the special operations community, and Air Force and Space Force acquisition communities," his bio reads. His experience includes assignments with the National Reconnaissance Office, Space Systems Center, and the Air Force Rapid Capabilities Office, where he ran a $1.2 billion program of 15 top national priority classified programs and directed more than 500 government and contractor personnel. He also previously served as the deputy commander of the 30th Operations Group at Vandenberg Air Force Base, which included space operations on the Western Range. The event was attended by SP Anshu Kumar, additional superintendent of police LY Shirakol, Haveri University vice-chancellor Suresh Jangamashetti, Karnataka Folklore University registrar CT Guruprasad, and jail assistant superintendent Khilari. Ganesh Aminagad coordinated the workshop, while Mallikarjun Manpade, academy member and coordinator, managed the proceedings. Literature's role in rehabilitation IGP BR Ravikanthe Gowda urged participants to utilise the three-day period effectively for personal growth rather than viewing it as a mere obligation. He recommended literature as an effective means for controlling anger and fostering personal development.
