150 arrested, mastermind identified in Assam's Dhubri communal disturbances
GUWAHATI: Over 150 people have been arrested and the alleged mastermind behind the throwing of cattle parts in front of a temple has been identified since shoot-at-sight orders at night were issued in Assam's Dhubri district, Chief Minister Himanta Biswa Sarma said on Tuesday. Sarma visited Dhubri for the second time in 10 days and reviewed the law and order situation following communal tension in the district after the Eid-ul-Zuha festival. He said that the state government was also exploring the option of setting up a permanent base of the Indian Army to strengthen the security apparatus in this sensitive district. Sarma said that over 150 "anti-socials", including 11 from outside the state who had cases pending against them, have been arrested since June 13. "Our zero-tolerance approach along with apprehending 150 anti-social elements is working but we are not lowering our guard against communal forces," he said. The mastermind involved in throwing body parts of a cow in front of the temple has also been identified, Sarma said. "The mastermind has been identified as Mintu Ali. He is currently absconding and he should surrender soon," he added.

We have instructed the district administrations to enforce these provisions stringently," he said. Five arrested in Assam's Goalpara for allegedly throwing beef near temple, says CM
The Assam Police have arrested five persons for allegedly throwing beef near a temple in Goalpara in a 'deliberate attempt to incite communal tension', Chief Minister Himanta Biswa Sarma said on Sunday. In a post on X, the Bharatiya Janata Party leader said that Bodir Ali, Hazarat Ali, Tara Mia, Shajamal Mia and Jahangir Alom, all residents of Lakhipur, were arrested for attempting to incite tensions after the Muslim festival of Eid-ul-Zuha. 'A case has been registered and strict action is being taken to ensure all such elements face the full force of the law,' Sarma said. This comes after at least 60 persons were arrested over the course of a week in connection with communal tensions that broke out in Dhubri on June 8. The tensions had erupted after the remains of an animal were discovered near a temple. On June 13, the state government issued nighttime shoot-at-sight orders in Dhubri to bring the situation under control. Sarma had claimed that the animal remains found near the temple on June 8 were part of the head of a cow. The chief minister claimed that the next day, another severed animal head was found in front of the temple premises, which sparked violence. Widespread protests had broken out in Dhubri on June 8 morning, with a large number of residents blocking a road adjacent to the temple. They shouted slogans and burnt tyres as part of their demonstration. Deputy Commissioner Dibakar Nath issued orders prohibiting five or more persons from gathering in Dhubri town. The administration had also banned rallies, processions, meetings and demonstrations. The situation was brought under control by June 10 and the prohibitory orders were withdrawn. On Friday, the chief minister had also claimed that a day before Bakri Eid, which was celebrated on June 7, a poster showing Dhubri to be part of Bangladesh was found in the town. Sarma alleged that a group was attempting to spread tensions in the area.

Condemning the CM's directive, the opposition said the incident and subsequent clashes highlighted the the BJP-led govt's intelligence failure. The state's Congress president, Gaurav Gogoi, said, "This entire episode shows the failure of the home department. Why was there no intelligence input? The govt has failed to protect the sanctity of our religious places." He also alleged that RSS has infiltrated every village in Assam ahead of the Assembly polls early next year and is attempting to create enmity between communities. Meanwhile, AIUDF MLA Rafiqul Islam said there was no situation on the ground which could justify a shoot-on-sight order and alleged that the directive selectively targeted one particular community.
