Maintenance on NKVE, ELITE: Users urged to plan journey
KUALA LUMPUR: Users of the New Klang Valley Expressway (NKVE) and the North-South Expressway Central Link (ELITE) are advised to plan their journeys as maintenance works are being carried out. PLUS Malaysia Berhad (PLUS) in a statement today announced that maintenance works involving drainage systems and right lane closures in both directions on the NKVE will begin today until Oct 14. This involves the Damansara-Bukit Lanjan route at Kilometre (KM)19.3 to KM20.0 as well as road diversions at locations activated to ensure the comfort and safety of highway users. Meanwhile, on the ELITE, it will begin on July 21 to 25 from 11 pm to 5 am involving the Putrajaya-Bandar Saujana Putra route at KM19.5 to KM18.0 following the bridge beam launching works as well as the activation of contra lanes. 'Highway users are advised to plan their journeys during the period. They are also advised to obey all traffic signs and instructions issued by PLUS personnel when passing through the affected areas. 'Highway users can also get the latest traffic information via the PLUS Application, PUTRI Virtual Assistant, X@plustrafik Application or Electronic Signage (VMS) at selected locations,' the statement said. The public can also contact PLUSLine at 1800-88-0000 if they wish to seek emergency assistance. In a separate statement, PLUS announced that the Smart Lane route from Kulai to Sedenak at KM26.7 to KM33.7 (Northbound) will be closed starting next Monday (July 21), as part of ongoing efforts to improve the highway infrastructure. PLUS announced the closure to make way for the implementation of lane addition works in the area. 'During the period, the two existing lanes at the affected locations will be open as usual to maintain traffic flow and minimise disruption to highway users,' it said. Meanwhile, the Smart Lane route from Senai to Kulai at KM19.0 to KM26.7 (Northbound) will operate as usual. - Bernama

Tax Authority holds symposium entitled 'Tax on e-Commerce'
The Libyan Tax Authority, under the directives of its Head, organized a scientific symposium last Tuesday (15 July) entitled 'Tax on Electronic Commerce', in cooperation with Al-Quds Al-Ahliyya University. The symposium included the participation of several specialists in tax and technical affairs, faculty members from several Libyan universities, in addition to the presence of a group of members of the House of Representatives and the High State Council, at a leading hotel in Tripoli. The seminar was managed and supervised by the Deputy Head of the Tax Authority, who stressed in his opening speech the importance of developing the legislative and regulatory framework to keep pace with the rapid economic developments at the global and local levels, especially the increasing expansion of e-commerce. He also pointed out that the Authority attaches great importance to establishing fair and effective tax rules, in line with the requirements of Libya's current economic stage. The themes of the seminar were: • Challenges facing the tax system in Libya in light of the growth of e-commerce. • The role of competent State institutions in regulating this type of economic activity. • Ways to enhance tax awareness among e-commerce practitioners. • Review successful international experiences in this field. E-commerce taxation without suppressing sector growth The Tax Authority reported that there was in-depth discussions during the scientific sessions between experts and academics on mechanisms for integrating e-commerce into the national tax system, in a way that ensures tax justice and contributes to enhancing public revenues, without negatively affecting the growth of this vital sector. Symposium Objectives: This seminar comes as part of the efforts of the Libyan Tax Authority to: • Strengthening cooperation with academic institutions. • Exchange of scientific and technical expertise. • Modernization of the tax system. • Raising the efficiency of institutional performance. Symposium Recommendations: The most prominent recommendations that emerged from the symposium were: • The need to communicate with the competent authorities for granting e-commerce licenses within the Libyan state, including: • Ministry of Economy • Commercial Registration • Chamber of Commerce • Ministry of Communications • And the official authorities authorized to do so

Comprehensive E-commerce Bill Expected To Be Tabled Early Next Year
PUTRAJAYA, July 17 (Bernama) -- A bill to strengthen the legal framework for e-commerce is expected to be tabled in Parliament during its first session next year, said Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali. He said the ongoing review of e-commerce legislation commenced in April 2024 and is expected to conclude by August, involving engagement with stakeholders across the industry, among others. 'The review is necessary as the current legal framework lacks clear regulatory powers over electronic transactions, with the existing Electronic Commerce Act serving mainly as an enabling act. 'Enforcement currently depends on the Consumer Protection Act and related regulations, which were meant to be temporary. We need a comprehensive and fair framework accepted by all stakeholders to support e-commerce growth,' he told reporters after an engagement session today. Armizan said Malaysia's e-commerce sector recorded steady growth, with revenue rising from RM1.13 trillion in 2022 to RM1.22 trillion last year. He emphasised that new regulations must not hinder the sector's development, noting that once a mechanism is in place for local platforms, a similar approach will be considered for foreign-based operators. He added that, at present, the ministry has no authority to regulate or monitor foreign platforms without a physical presence in Malaysia, raising concerns over the influx of foreign products and tax inequality. Armizan also said that discussions are underway with countries such as China and Turkiye on a government-to-government (G2G) mechanism, particularly on regulating cross-border e-commerce and direct selling. Meanwhile, Armizan said consumer protection is a key focus in the ongoing review of the e-commerce legal framework, particularly on the use of automated decision-making (ADM) systems or algorithms that may contain manipulative elements.

New e-commerce legislation to be tabled next year
PUTRAJAYA: More inclusive legislation for the e-commerce sector is expected in Parliament next year, says Datuk Armizan Mohd Ali. He said a study into existing legislation is underway and should be completed by next month. The focus is on whether to amend the Electronic Commerce Act (Act 658). He said there have been suggestions to either repeal Act 658 or create an improved version. 'These matters will be finalised once the study and town hall sessions are completed. The findings will then be presented to the Cabinet and the Attorney General's Chambers,' he said. 'Personally, I would have preferred it to be tabled in Parliament by the end of this year, but due to factors beyond our control, it will be brought at the latest during the first sitting next year,' added Armizan at a press conference before a town hall session with e-commerce industry players on Thursday (July 17). Armizan added that Act 658 needs a review to create regulations that protect consumers and ensure sector transparency. 'A review in 2012 looked into how complaints are channelled alongside consumer protection. 'However, the decision was to retain it as consumer protection regulations fall under the Consumer Protection Act,' he said. He added that the e-commerce sector is one of the fastest growing, with a total income at RM1.22tril as of last year.
