Police say officers arrested the man on Saturday after a call about someone believed to be on drugs trying to get into an employee's office at a Chevron gas station. Officers were able to handcuff the man after a struggle that lasted around four to five minutes, police said. Because of the difficulty detaining him and the man continuing to struggle while in handcuffs, officers put him in a restraint device. While in the back of a patrol car, the man had a medical emergency and was removed from the vehicle. Police said medics arrived and helped retrieve a pulse from the man, who was eventually taken to a hospital. He was declared dead on Sunday. Elk Grove police said the cocaine was found on the man while he was restrained in the back of the patrol car. The department also said that two officers suffered minor injuries during the struggle. The Sacramento District Attorney's Office is also investigating.

Elk Grove's e-bike program gains speed as a community favorite

The results are in, and Elk Grove is saying its electric bike lending program is a big success. The e-bike effort is giving a jolt to people looking for an alternative way to get around town without having to rely on just pedal power. The city launched an electric bike lending program last fall, and it's been on the road to success ever since. "We have had over 600 requests now to borrow an e-bike since we launched at the beginning of September," said Kaley Lyons, Elk Grove's senior transportation planner. Jeff Wagley, owner of Cadence Bike Shop, said that e-bikes are popular with nearly every age group. "High schoolers, junior high schoolers, retired folks, people who just want to ride farther, get outside," Wagley said. Elk Grove purchased 20 bikes for the lending program, using money from a $200,000 federal grant. The city surveyed riders on why they used the bikes. "The top two reasons are recreation and also to run errands around town," Lyons said "I've talked to people that say, 'We rode it every single day, we started riding it to school, started riding it to work, so I think people just really appreciate it,' " Wagley said Since the lending launched, not a single e-bike has been stolen. The city also offered vouchers up to $1,000 for people to buy a new e-bike. "It was insane and we had so many people coming in," Wagley said. "All four bike shops in Elk Grove benefited from this." A goal of the program is to improve air quality and prevent traffic jams. The City of Elk Grove says that in just the first six months, people rode the bikes more than 1,600 miles and reduced more than 600 kilograms of CO2 emissions. "An e-bike really lets you take those in-town trips that reduce greenhouse gas emissions and really reduce congestion on our streets as well," Lyons said. "The more people we get on bikes, the fewer cars we have on our roads." Federal grant money for the lending program runs out in December, but the city council has approved continuing the program through at least June of next year.

City of Elk Grove looking to create mixed-use space with Project Elevate

ELK GROVE — A mixed-use development known as Project Elevate is in the works for the City of Elk Grove. Project Elevate would be located in the 20-acre vacant lot right in between Elk Grove Boulevard and Civic Center Drive, near Big Horn Boulevard on the southeast side of the city. "I'd like to see high-end," said Stephanie Sexton, who was visiting Elk Grove on Tuesday. "I would like to see a mall like Roseville, the Galleria." Renderings of the mixed-use project show room for new-to-market retail stores, a four-story boutique hotel, open lawn space, and a road through the center connecting Civic Center Drive to Elk Grove Boulevard. "The initial vision had a lot of residential components, but we have discovered there are challenges from a financing perspective," said Elk Grove City Councilmember Darren Suen. Suen has been working on Project Elevate for six years now. He was inspired by the Irvine Spectrum Center in Orange County to bring something similar to Elk Grove. "Our residents have been screaming for a place to shop for a long time," said Suen. He said the housing part of the plan is on pause for now but hopes the market will change. The other amenities are still attractive to people like Sexton. "Sacramento has a lot of homeless and every time I go shopping at my places like my Safeway, I get hit up," said Sexton. She said she would make the drive from East Sacramento to Elk Grove even more often if the mixed-use space is built, but traffic is still top of mind for some. "The challenge, I think, is what is now going to be happening soon is the infrastructure," said John Abernathy, who lives in Elk Grove. "We need to really get ahead of that because the traffic is going to really be challenging." Elk Grove City Council will consider approving a purchase and sale agreement with developer CenterCal Acquisitions at Wednesday night's city council meeting. The next steps will be reviewing the land and making more designs of the space.

2 people found dead in Elk Grove home following shooting, police say

An investigation is underway after police say two people were found dead following a shooting inside an Elk Grove home. Elk Grove police say officers responded to Triplefin Way, off of Whitelock Parkway, a little after 5:30 a.m. to investigate reports of a shooting. Two people were found dead at the scene, police say. No details about the two people have been released at this time. Police noted that their investigation is still in its early stages and more information will be forthcoming. An active police presence could be seen in the neighborhood through the early morning hours.

Elk Grove 8th graders' final-quarter grades will only count toward promotion participation

ELK GROVE — Grades will not count as much for 8th-grade students in the Elk Grove Unified School District after it passed a policy that said only grades from the fourth quarter of the school year will count when deciding whether to participate in the promotion ceremony. This means a student could technically fail most of the year, but if they get good grades in the final quarter of 8th grade, they will be able to walk across the stage with their classmates. "What's the point of me showing up?" said Derrick Brown, an 8th-grade science teacher at Samuel Jackman Middle School. Brown has been dedicated to preparing his students for high school for decades and told CBS13 that kids used to need to complete 50 out of 60 credits in order to participate in the promotion ceremony. "Now you're discrediting me as a teacher. How can I hold kids accountable if they are sitting there saying, 'Well, it doesn't count anyway?' " said Brown. It is a district-wide middle school criteria change that states to participate in the promotion ceremony, you can have no more than one "F" in the 4th quarter of 8th grade, you must pay off any fees like library books and you cannot get suspended in the fourth quarter of the school year. "I have gotten straight-A's basically all my life, and so I want to keep it that way," said incoming 8th grader at Joseph Kerr Middle School, Tessa McMahan. She is curious how the policy could impact classrooms and students' willingness to participate and learn. "I know it was really hard keeping my grades up and staying focused when the other students were always interrupting my teacher and stuff," said McMahan. Elk Grove Unified told CBS13 that several of its middle schools already had this policy, so the change was about equity and consistency. "We really care about his grades, and we think it's important to get good grades," said parent Euna Helms. Helms said the grades her incoming 8th grader son gets reflect his hard work and create habits she hopes will carry him through life. "Folks who say middle school grades don't matter anyway. It doesn't go on your permanent record," said Brown. "That's not the point. The point is accountability." The policy will be in place for all nine Elk Grove Unified middle schools for the 2025-2026 school year.
